Council Chamber, City Hall 306 306 The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Robert A. Miles, Assistant Chief of Police. MR. HUB BECHTOL and MR. EDGAR PERRY III, Councilmen elect, were present. Invocation was delivered by CHAPLAIN JOHN THOMAS, Austin State Hospital. Councilman White moved that the Minutes of the Meeting of April 30, 1959, be approved with a correction noted by Councilman Long. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None MR. J. D. GIVENS, Business Representative AFL-CIO Municipal Employees Union, was present to present a grievance of a discharged employee. The Council inquired if this was in order to be heard. The City Attorney advised it would amount to a hearing on the action of the City Manager. The Council informally agreed that they inform themselves about the matter and then decide whether to hear Mr. Givens. Mr. Givens submitted a petition signed by 67 employees of the Street and Bridge Department, and 4 statements regarding the discharge of W. J. WHITE. MR. KENT RIDER thanked the Council on behalf of the people in the Wilshire Woods area, for the completion of Patterson Park and congratulated the Council on the fine job they are doing. 307 307 CITY OF AUSTIN. The Council welcomed a group of City Officials and Members of the Chamber of Commerce from Alice, Texas. MR. JOE WELLS introduced MR. H. P. HARKINS, President of the Chamber of Commerce; MR. ELMO DRUMB, City Manager; JUDGE WASH STORM, County Judge; and MR. G. G. PETERS, Manager of the Chamber of Commerce. MR. FRANK DENIUS and MR.CLYDE MALONE appeared representing the Austin Transit Corporation, and requested that they be granted permission to abandon the line to FORD VILLAGE when school is out. They stated they had operated the line for 11 months and it had not proved successful. Discussion was held and no action was taken. The Mayor asked that the public be put on notice of this request. Mr. Denius stated the Company had purchased five (5) new buses. Mr. Denius commended MR. DOREN R. ESKEW, City Attorney, for his extraordinary and able presentation of a case before the Supreme Court. The Council stood in Mr. Eskew's honor. In connection with the Eschberger zoning, Councilman White moved that the City Attorney be instructed to prepare a resolution authorizing the City Manager to execute a deed to the city property for $10,000; and an ordinance vacating Old Duval Street south of Park Place. The motion, seconded by Councilman Pearson, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None Councilman White moved that the City Manager be authorized to enter into a lease agreement with HARRY MOORE for the Poole Tract at 27th and Guadalupe (less the 18' needed for widening Guadalupe) for $250 per month, with an option to buy the land for $40,000 within three (3) years, the lease being for a five (5) year term with an option to renew for five (5) years and to provide for improvements of not less than $18,000 to become the city's upon expiration of the lease. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Long, Palmer, Pearson, White, Mayor Miller Noes: None The City Manager reviewed the position of the City in the joint ownership of a 24" water line with the Travis-Williamson County Water District No. 1. At the time the District built their line they needed only a 16" line and the City wanted a 24" line and agreed to pay the $12,000 difference. Now the Water District wants to sell the water line to the City to pay bonds that the District has coming due. Discussion was held on the advantages and disadvantages of the Joint ownership and the cost of constructing a new line. Councilman Long was not in favor of buying the line stating that if it was good business at the time they entered into the agreement it was still good. Councilman White moved that the City Manager be authorized to purchase the interest of the TravisWilliamson County Water Control and Improvement District No. 1 in the 24" water main from Burnet Road to Balcones Drive for the cost of the line, provided the money is paid in trust for the bond holders of the District. RECESSED MEETING: 3:00 Ρ.Μ. The Mayor stated this was a public hearing on THOROUGHFARE STANDARDS. MR. HOYLE OSBORNE, Director of Planning, presented the recommendations of the Planning Commission for right-of-way and paving widths for the various types of streets as follows: Minor Streets Collector Streets (if serve residential area) Secondary Thoroughfare Primary Thoroughfare - 50' right-of-way 30' paving 80' right-of-way 44' paving 60' right-of-way 40' paving 90' right-of-way 120' right-of-way 44' paving initial 68' paving ultimate 44' paving initial 43-14-43 ultimate They requested the adoption of a Thoroughfare Plan, and recommended that the City pay for all right-of-way over 80' and in some instances, over 60'. The Council felt this should be considered further and clarified before formal action of any kind is taken. MR. DAVE BARROW, Chairman, and other members of the Planning Commission were present A group of Subdividers was also present and MR. W. L. BRADFIELD and MR. NELSON PUETT spoke. • Financial and legal implications of the policy were discussed at length with special attention given to financing the purchase of the right-of-way and its relation to the Fiscal Policy of the City in subdivisions.
