329 329 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting May 15, 1959 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Long, Palmer, Pearson, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Robert A. Miles, Acting Chief of Police. Invocation was delivered by REV. DANA GREEN, St. Luke's Methodist Church, 1306 West Lynn. Councilman Long expressed appreciation and gratitude to her friends and colleagues on the Council for the privilege of serving on the Council for ten and one half years, and thanked the Press, Radio and Television and others for their kindnesses. She stated that in going out of office she did not know of anyone who had been awarded more than she spiritually, and expressed pleasure in working with all. She introduced her husband, MR. STUART LONG and her sister MRS. EDITH HICKS. Councilman Pearson outlined the many accomplishments of the Council and stated his pleasure in being a part of the Council during this period when so many projects had been undertaken, some completed, and some started to be finished by the incoming Council. He stated the new Council would also have projects to begin, and he was happy to be a resident of a growing Austin, and expressed his appreciation to all. He introduced his wife, MRS. ADA PEARSON. JUDGE MACE THURMAN, JR. administered the Oath of Office, as follows: THE STATE OF TEXAS I : COUNTY OF TRAVIS ( I, do solemnly swear that I will faithfully execute the duties of the office of Councilman of the City of Austin, Travis County, State of Texas, and will to the best of my ability preserve, protect, and defend the Constitution and laws of the United States and of this State; and I furthermore solemnly 330 330 _ CITY OF AUSTIN, TEXAS= swear that I have not directly nor indirectly paid, offered, or promised to pay, contributed, nor promised to contribute, any money, or valuable thing, or promised any public office or employment, as a reward for the giving or withholding a vote at the election at which I was elected. Thurman, Jr. Judge, Criminal District Court, Travis County, Texas Thereupon Mayor Miller declared the above to be the duly elected and installed City Council for the ensuing two years. MRS. TOM MILLER was escorted to the Chair while nominations for the office of Mayor was in order, as Mayor Miller left the Council Room. Councilman White nominated TOM MILLER as Mayor of the City of Austin for the next two years. The motion, seconded by Councilman Bechtol, Councilman Palmer, and Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White Noes: None Absent from the Council Chamber: Mayor Miller MAYOR MILLER resumed the chair. Councilman White nominated MR. LESTER E. PALMER as Mayor Pro-tem for the City of Austin for the next two years. The motion, seconded by Councilman Bechtol, carried by the following vote: Ayes: Councilmen Bechtol, Perry, White, Mayor Miller Noes: None Present but not voting: Councilman Palmer CITY OF AUSTIN, TEXAS 331 Councilman White moved that MR. W. T. WILLIAMS, JR. be reappointed as City Manager of the City of Austin. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None Councilman White made the following statement to the audience: "The reason I am making all of the nominations is because my colleagues, after being asked by me, said they would rather that I proceed with all of the nominations." Councilman White moved that MRS. ELSIE WOOSLEY be reappointed as City Clerk, and MRS. GRACE MONROE be reappointed as Assistant City Clerk. seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The motion, Councilman White moved that JUDGE PAT DOUGHERTY be reappointed as Judge of the Corporation Court; MR. BILL WILLIAMSON, as Clerk of the Corporation Court, and MRS. ANN BUTLER and MR. VERNIE SMITH as Deputy Clerks of the Corporation Court. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The Mayor read a telegram from SENATOR and MRS. RALPH YARBROUGH to MRS. EMMA LONG commending her for her dedicated service and valuable contributions to the City. COUNCILMAN WHITE gave a message of appreciation to the outgoing members for the contributions they had made during their respective terms on the Council. BECHTOL. MAYOR MILLER introduced and welcomed the new Councilmen. COUNCILMAN HUB BECHTOL introduced MRS. BECHTOL and CINDY, ROY and RUBY COUNCILMAN EDGAR PERRY III introduced his grandfather, MR. EDGAR PERRY; his mother, MRS. JULIA ROBINSON; his wife, MRS. KATHERINE PERRY; his daughter, KIM; his mother-in-law, MRS. MILLER; and his brother-in-law MR. LEWIS LITTLE. MAYOR MILLER made a closing statement for the present Council, stating 332 CITY OF AUSTIN. TEXAS the Council would give the 200,000 people of Austin two more years of honest, successful and good government. Others making statements at the meeting were MRS. FRANCISCO, MR. RIGGIN, President of the Chamber of Commerce; MR. LAWLOR, Southern Union Gas Company; JUDGE KUYKENDAHL, MRS. EDGAR PERRY III, MRS. PALMER, and MRS. TOM MILLER. The benediction was given by MR.
