453 453 CITY OF AUSTIN, TEXAS NOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a Special Meeting of the City Council of the City of Austin will be held on the 14th day of July, 1959, at the Municipal Building, Eighth and Colorado, in Austin, Texas, at 2:30 P.M. for the purpose of going over the different methods of approaching the new hours for the Fire and Police Departments as set out by recent legislation. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney The Mayor announced that this meeting was called at the request of the City Manager to go over the different methods of approaching the new hours for the Fire and Police Departments as set out by recent legislation. Copies of the Act were distributed. The City Manager submitted five possibilities of going about adjusting the hours for the fire department. He explained the two platoon system, and recommended that a three platoon system be set up regardless of which schedule was accepted. The five schedules the City Manager submitted were: 1. Maintaining the present plan but adding the three hour week reduction to the vacation time, which would bring their total vacation time up to 38 days instead of the present 24 days. This would require 12 extra men. 2. The 56 hour week schedule as suggested by petition received from some of the Firemen. This schedule had been withdrawn at the Firemen's request. 3. The Dallas and Galveston Plan - 56 Hour built up to 60; 24 hour on, 48 off (3 platoons). This would require 12 extra men. Each shift to make up the hours would serve relieving another shift for vacation. 4. Houston Plan 56 hour work week built to 60. 10 and 14 hour shifts. To make the 60 hour average, each man would relieve another during his vacation. (3) platoons) 12 men required. Shifts change at 8:00 A.M. and 6:00 Ρ.Μ. CITY OF AUSTIN, TEXAS 455 455 5. Schedule of 12 hours on--12 hours off. (56 hour work week built to 60) 3 platoons. To make the 60 hour average, each man would relieve another during his vacation. Shifts change at 6:00 Α.Μ. and 6:00 P.M. 12 men required. In each schedule, the City Manager pointed out the advantages and the disadvantages. He stated the 5th plan had more advantages than the others, but the firemen did not favor a 12-hour week or a 10-14 hour week. The City Manager read the entire Act and each section was discussed. Mayor Miller stated the new law would not be too hard to work out, as the City is already way over the minimum wage as required by a previous act, and was providing other benefits not required. He listed some ways in which the law could be met by the City. The Mayor asked that figures be brought in on all of the fringe benefitsthe amount of the city's contribution to the retirement fund, the longevity, uniforms, etc. He announced that a hearing for the Firemen would be called for Tuesday July 21st at 2:30 P.M., and for the Policemen at 4:00 Ρ.Μ. The Council discussed the matter in detail, but took no action at this time as it wanted to give it more study. Councilman Bechtol moved that the Council adjourn. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The Council adjourned at 4:45 P.M., subject to the call of the Mayor.
