ROBERT MONTGOMERY, who had been asked to serve in the capacity of consultant to the City in the rate case of the Southwestern Bell Telephone Company, and who had volunteered to do this for the City. Present representing the SOUTHWESTERN BELL TELEPHONE COMPANY were MR. MATT WILLIAMS, Assistant General Manager; MR. WHITNEY HARRIS, Attorney for the Company; MR. J. BEN BLANTON, Inventory and Cost Engineer; MR. HENRY PERRY, Chief Supervising Auditor; MR. STORMY DAVIS, Division Commercial Superintendent; MR. TOM BROWN, Division Manager; and MR. ED CLARK, local Attorney. DR, MONTGOMERY gave a resume of his Memorandum to the Mayor and Members of the Council, of his study on the rate request of the Telephone Company, and listed several questions which he thought the Council should have answered by the Company. Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, after an engineering and traffic investigation, the City Council has found that the circumstances are such that the maximum reasonable and safe CITY OF AUSTIN, TEXAS 511 511 speed for the operation of vehicles at the following locations during the times stated is less than thirty (30) miles per hour when pedestrians are present, due to the proximity of said streets to schools; and, WHEREAS, after said investigation the City Council has found that the maximum reasonable and safe speed for the operation of vehicles on school days during the hours 7:30 A.M. to 4:30 P.M. when pedestrians are present is twenty (20) miles per hour at the following locations: ON STREET FROM TO Manchaca Road East 5th Street Casey Street Linden Street Redd Street Tillery Street Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be authorized and instructed to record this finding in Section 33.39 of the Traffic Register. Williams, Jr. City Manager" Councilman Bechtol offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on August 4, 1959, for the construction of the 42-inch Spicewood Springs Road Water Main; and, WHEREAS, the bid of the Mitchell Darby Construction Company in the sum of $191,840.50 was the lowest and best bid therefor, and the acceptance of such bid has been recommended by the Director of the Water and Sewer Department of the City of Austin, and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of the Mitchell Darby Construction Company in the sum of $191,840.50 be and the same is hereby accepted, and W. T. Williams, Jr., City Manager of the City of Austin, is hereby authorized and directed to execute a contract on behalf of the City of Austin with the Mitchell Darby Construction Company. ED CLARK, representing SOUTHWESTERN BELL TELEPHONE COMPANY, in its request for a rate increase, asked the Council to set a date for the Company to answer the report made to the Council by DR. MONTGOMERY. The Mayor announced that this hearing would be held at 2:30 P.M. Tuesday afternoon. Councilman White made a report on the proposed sale of the City property at Koenig Lane and Lamar, and it was decided that the best thing to do was to CITY OF AUSTIN, TEXAS 514 514 advertise it for sale setting a certain beginning price and requiring that bids come in in multiples of $100. The Council recessed until 3:00 P.M. RECESSED MEETING 3:00 Ρ.Μ. At 3:00 P.M. the Council resumed its business to hear the report of MR. DON HILL, National Safety Council. MR. M. V. GREER, Engineer of Traffic Division of Maintenance Operations, State Highway Department, presented an Award for Excellency in Traffic Engineering, for maintaining a high level of profession in traffic engineering. With the presentation, the Traffic Engineer, MR. WALTER KLAPPROTH, was highly complimented on his work in this field. Mayor Miller accepted the Award and presented it to Mr. Klapproth for display in the Chambers of Commerce, in the City Hall, and then in Mr. Klapproth's office. This award was from the Institute of Traffic Engineers. MR. ED ST. JOHN, Austin Citizens Council, presented an award by the International Association of Chiefs of Police, for achievement in Police and Traffic Supervision in 1959. Councilman White accepted the award and presented it to CHIEF BOB MILES. MR. DON HILL, National Safety Council, gave an analysis of Austin report of the Annual inventory of traffic safety activities, and listed fifteen outstanding needs for Austin's safety program--adequate staff and budget for Citizen's Safety Council; Mechanical tabulation equipment for police records; two additional men in traffic engineering activities of maintenance of signs, signals, etc.; program of street lighting based on traffic volumes; increased use of left-turn prohibitions at congested intersections; adequate off-street parking facilities in the University and Capitol areas; firm policy in access control on the city's thoroughfares, reduction of unwarranted curb-cutting; policy of locating schools away from major traffic arteries; systematic clearance of view-obstruction shrubbery on comers; enforcement of traffic laws relating to pedestrians; improvement of conviction rates in traffic arrests, through joint action between police, courts, city administrators and civic interests such as the Citizens Safety Council; traffic courts of record of original jurisdiction to try all traffic cases; more extensive student organizations in the school; more safety responsibilities in the non-public schools.
