Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works The Mayor announced that this special meeting was called for the purpose of reviewing cemetery and other fees, and considering other matters. The Mayor pointed out that the City had lost $58,000 in the operation of the Cemetery. The City Manager had submitted recommended prices for spaces in Memorial Park Cemetery and Evergreen Cemetery and for baby spaces in Subdivision A, Oakwood. Submitted also were comparisons of prices charged by other cemeteries in and around Austin. MR. SHERMAN BIRDWELL and MR. JOE MANOR represented the funeral directors. They did not favor increasing the price of the single grave spaces in Blocks 9 and 10 of the Memorial Park, the area next to the railroad, nor favored increasing the grave opening charge for those sections. They recommended a park-type development to cut down on maintenance, and were agreeable to raising the charge of grave openings in the rest of the cemeteries; recommended a permanent container in the park-type developments. MR. MANOR stated the funeral directors paid the city direct for the lots and grave openings, and billed the owners direct; and in these $25.00 lot sections, many times the funeral directors did not collect. MR. DAVE BARROW did not favor raising the prices, as he believed the City would get into competition with private cemeteries, and recommended a careful study, as he did not think the deficit would be eliminated in this manner. After much detailed discussion, the Council deferred action until the following Thursday, August 27th. The City Manager reviewed STATEMENT OF RECEIPTS, DISBURSEMENTS AND BALANCES; REVENUE, (General Fund); BRACKENRIDGE HOSPITAL ESTIMATED REVENUE 1959-60; AND UTILITY FUND, STATEMENT OF RECEIPTS, DISBURSEMENTS AND BALANCES; and REVENUE, and pointed out the amount of money that had to be produced from some source to offset the expenses for the coming year. ! i CITY OF AUSTIN. The Mayor stated this would crowd the courses, and suggested that the Junior and High school teams, with proper credentials, be set at the same rate as the University teams. The Mayor asked that statistics be obtained on the 504 junior fee, and the Council would look into it. Councilman Bechtol moved that a $1.00 entry fee be charged for each golf tournament. The motion was seconded by Councilman Perry. Councilman Palmer offered a substitute motion, moving that a $1.00 fee be levied on all tournaments except the University of Texas tournaments. Box 1160 Austin 64, Texas "Recommendations on Electric Rates Dear Mr. Williams: "You have retained Ebasco to investigate the electric service rate structure of the City of Austin and to recommend changes that will accomplish these principal objectives: "1. Produce at least $200,000 more net revenue than has been estimated to be produced by the present rates as incorporated in the electric system revenue estimate for Fiscal Year 1960. "2. Encourage the improvement of system load factor (and hence future net revenues) by the introduction of a practical, promotional, valley-filling rate device. "3. Modernize the rate schedules and their accompanying administrative provisions to recognize the physical and economic changes that have occurred during the score of years since some of the schedules were drafted and to ease the problem of properly administering the electric rate structure. "Our study of the present rate forms and rate levels has led to the recommended rate schedules attached to this interim report. The drafting of administrative rules and service regulations to complete the recommended rate structure is under way. The two rate schedules attached are intended to supersede the five present rate schedules in this manner: CITY OF AUSTIN, TEXAS 549 549 "Present Rate Designation A Residential Service ) A Residential Service B x 1/2 Schools & churches Recommended Rate Designation (including schools & churches) BCDG Commercial Service ) Power - B General Service Power - Industrial "In the recommended rate structure the general service rate is the established rate for any service for which no special schedule is applicable. The only such special schedule proposed is for residential service. It is proposed to extend the application provision of the residential rate to include service to recoggized churches and schools which are presently billed at one half of commercial rate B. Churches and schools would then have the advantage of the special residential rate without demand billing as well as the special promotional winter use rate discussed below. "RECOMMENDED RESIDENTIAL SERVICE RATE SCHEDULE "This schedule differs in form from the present schedule in these respects: "1. The rate includes a promotional winter use rate block of a form in common use in principal Texas cities. It is believed to be the most promotional rate device known. It is available to any customer. No eustomer has to qualify for this promotional rate, hence every present customer is a potential prospect for the sale of valleyfilling winter loads whether those loads are water heating, resistance heating, heat pump heating or simply longer hours use of present loads. The maximum benefit to the City of Austin in terms of increased net return in future periods will be achieved if the availability of this promotional rate is widely and repeatedly advertised. "2. The rate includes a monthly surcharge for three-phase service to help deter the uneconomic expansion of three-phase facilities into purely residential areas that may be quite adequately served in the customary single-phase manner. The availability of threephase residential service is further restricted to the service of motors of 5 horsepower or larger individual rating. "3. The statement of the rate condenses the present separately stated 5.54 initial rate block of 25 KWH, and the minimum monthly charge of $1.00 including 18 KWH into a single block of $1.20 including 20 KWH. This simply eliminates the present small price block of 7 KWH between 18 and 25. "In rate level, the recommended residential rate has a maximum increase for any single-phase customer of 57 cents per monthly bill less than two cents per day maximum increase. There is no increase over the present rate at 25 KWH; between 25 KWH and 280 KWH the increase grows to 57 cents per bill. "RECOMMENDED GENERAL SERVICE RATE SCHEDULE "One general service rate schedule is proposed to completely supersede four CITY OF AUSTIN, TEXAS= 550 550 present commercial and industrial rate schedules. This is a tremendous stride in modernization and simplification for these classes of service where the present rates are almost impossible to correctly administer. "Most commercial and industrial loads over 20 kilowatts are presently billed on rate D. Smaller loads and certain large low load factor loads are presently billed on rates B or C. Rates B and Care of the simple block KWH form which does not require demand determination as does rate D which is of the two-part or load factor rate form. In addition to these three present rates there is a somewhat special rate presently available for certain large loads on a contract basis. That this is a rather restricted application rate is illustrated by the fact that there are presently only four customers on rate G. "The recommended general service rate schedule contains all of the basic rate form features that are presently incorporated in four separate rate schedules. The recommended rate is of the block KWH form for any small commercial load. It closely approximates the present billing on block rates B and C for the mass of customers using up to about 10,000 KWH per month. The recommended rate then becomes a two part rate recognizing the customer's monthly demand and consumption (load factor) for billing of loads larger than 20 kilowatts. For loads substantially over 100 kilowatts the recommended general service rate takes on the prin- cipal aspect of present rate G the ratcheted demand feature. "Billing every commercial and industrial customer on a single rate schedule eliminates the continual problem of rate selection and review to avoid possible overbilling wherever the four various rates "cross". It relieves the City of an implied though disclaimed responsibility to insure the lowest billing among all applicable rates. "The problem of proper rate selection is further complicated by the present use of KVA for demand billing in rate D and KW for demand billing in rate G. The recommended rate is based on kilowatts of demand and provides a billing incentive for the customer to maintain a power factor of not less than 85%. This change allows the use of a less expensive instrument for measuring demand than is presently required for rate D customers. "The recommended general service rate includes a primary service discount provision that would uniformly recognize a rate distinction between a customer taking secondary service and a customer taking primary service. Primary service is here defined as a constituting delivery and metering of service at a voltage not less than 12,500. Implicit in the provision is the recognition that a customer will be required to own, operate and maintain any equipment required to take or utilize service on his side of the point of delivery by virtue of a rule in the companion documents to these rate schedules. "FUEL COST ADJUSTMENT: "Both recommended rates contain a "fuel clause" which is designed to automatically pass future increased fuel costs among all revenue customers without the necessity of continually revising the statements of rate levels. The recommended clause is very consistent with the practice of all major Texas utilities in adjusting rates for increased fuel costs. Increases in fuel costs up to the time the recommended rates become effective are considered to be incorporated in these basic rate statements, hence the initial fuel cost adjustment would be expected to be zero.
