Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Robert A. Miles, Chief of Police. Invocation was delivered by FATHER HAROLD ZINK, St. Mary's Cathedral Church, 203 East 10th Street. Councilman White moved that the Minutes of the Meeting of August 20, 1959, be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Palmer, Perry, White, Mayor Miller Noes: None Present but not voting: Councilman Bechtol (as he was not present at the meeting) MR. TOM BRADFIELD; MR. CURINGTON, representing MR. PAT STANFORD, and MR. BILL BULLARD appeared before the Council requesting that it consider opening a road between Hancock Drive and Northland Drive to take care of the immense development that is taking place in the Shoal Creek Valley and northwest part of Austin, Each of the developers had set aside a roadway which would run from Burnet Road to the City; and if this stretch between Hancock Drive and Northland Drive were opened, there would be a continuous street from the Burnet Road to Windsor Road. Mr. Bradfield stated he had been prevailed upon to dedicate a 240' strip 70' wide when he opened Turn-About-Terrace, which would make an extension of Bull Creek Road north through Memorial Park. The Mayor reviewed the development of some large thoroughfares in the City, which had taken place with the aid of State and Federal participation. The City Manager reviewed the early plans of extending Bull Creek Road across Shoal Creek, which resulted in the request of dedication of a part of Turn-About-Terrace for a street, but not CITY OF AUSTIN, TEXAS 555 555 for a thoroughfare, but a collector street. The City Manager did not recommend a thoroughfare type of development, and stated there were plans for a thoroughfare and for the extension of Shoal Creek Boulevard north from the Park. Mr. Bradfield stated if the plans for extending Bull Creek Road were abandoned, he would like to have his dedication back. The Mayor stated the Council would look over the requests and see what the Planning Commission say s about the widths of the streets, and see what the costs will be. Adjacent to the library site are some vacant lots, but the owner was not interested in selling. Parking could be at the Tarrytown Center, but crossing Exposition Boulevard would be hazardous. He stated another lot on the south side of Bowman belonging to MR. TOM GRAHAM might be available, on a five year lease with an option to buy at $6,000. The five year lease would be $1.00 a year and the amount of taxes. Councilman Palmer suggested going ahead with negotiations for this property. Councilman Bechtol favored working with the owner of the property adjacent to the library site, even to condemning it, as it would be better to have parking at the library than across the street. The Mayor stated he would talk with MR. NAU, owner of the adjacent property, and Councilman Palmer asked the City Manager to talk with Mr. Graham and see which could be worked out. Charge for every other "Pop" concert. $ 50.00 Regular rental charge for every other "Pops concert" beginning with a charge for the first one to be given in the 1959-60 season. Should a second concert be given during this season, the Auditorium would then be furnished rent free. 4. Clarify Class II and Class III rates. Class III - 20 Exhibit booths permited for non-profit organizations where no collection is taken. Class II - 20-50 Exhibit booths for non-commercial Class I - organizations Over 50 Exhibit booths. 5. Use of Ground north of Chamber of Commerce Building The parking lot north of the Chamber of Commerce Building to be designated as outdoor exhibit area for conventions using the auditorium and desiring such space, for which space no charge to be made; but the Convention to bear the expense of bringing any utilities which they desire to the location, and the Convention bearing all expenses of inspection, utility consumption, and repair of the parking lot after the removal of electric poles if such are used. A. Streets sixty feet or less: Land for streets sixty feet or less in width will be accepted only where the entire right of way is dedicated without cost to the City. B. Streets more than 60 feet: Where a tract of land is proposed to be divided into two or more lots to be served by streets required by the City to be more than sixty feet wide, and the cash market value of all the lots after
CITY OF AUSTIN, TEXAS 569 569 the development required by the City would total less than the cash market value of the tract of land as a whole for its highest and best use before subdivision, plus the cost of the development required by the City, the City may accept the dedication of less than the full width required where the subdivider is willing to dedicate sixty feet and as much additional width as would not result in diminution of value to the extent described in this paragraph "B", and is willing to do either of the following, as the City may elect: (1) Establish lines of record clearly showing both the sixty-plus feet of right of way presently dedicated and the additional land planned ultimately to be required by the public for street right of way purposes; or (2) Sell the land, in excess of sixty-plus feet of right of way presently dedicated, which is planned ultimately to be required by the public for street right of way purposes, for the cash market value of the undeveloped land upon the approved written appraisal of appraisers selected by the City.
