Reed, Jr., the same being designated as Lots 1, 2 and 3 of Block 2 of Conner's Addition in the City of Austin, Travis County, Texas, locally known as 900 East 5th Street, and hereby authorizes John R. Reed, Jr. to construct and maintain said loading platform, subject to the same being constructed in compliance with all the ordinances relating thereto and further subject to the foregoing attached recommendations; and the Building Inspector is hereby authorized to issue a building permit for the construction of this loading platform after full compliance with all the provisions of this resolution, and said 907 907 =CITY OF AUSTIN, TEXAS permission shall be held to be granted and accepted subject to all necessary, reasonable and proper, present and future regulations and ordinances of the City of Austin, Texas, in the enforcement of the proper police, traffic and fire regulations, and the right of revocation is retained, if, after hearing, it is found by the City Council that the said John R. "This neighborhood is essentially a warehouse district in which a number of warehouses now exist with loading platforms extending out over the sidewalk area. "We recommend that John R. Eckertt Building Inspector" The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None 908 908 CITY OF AUSTIN, TEXAS Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on October 20, 1959, for electrical service panels to be installed in the Convention Center and in the Municipal Auditorium; and, WHEREAS, the bid of Bohls Electric Company in the sum of $7,949.00 was the lowest bid therefor, and the acceptance of such bid has been recommended by the Consultant Engineers for such structures; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Bohls Electric Company in the sum of $7,949.00 be and the same is hereby accepted, and W. T. Williams, Jr., City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City of Austin with Bohls Electric Company. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None Councilman Bechtol offered the following resolution and moved its adoption (RESOLUTION) WHEREAS, bids were received by the City of Austin on October 21, 1959, for a one year contract to furnish automotive replacement batteries to all City Department, beginning November 1, 1959; and, WHEREAS, the bid of Allied Southland Distributors in the sum of $6,723.55 less 2% 10th prox. was the lowest and best bid therefor, and the acceptance of such bid has been recommended by the Purchasing Agent of the City of Austin and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Allied Southland Distributors in the sum of $6,723.55 less 2% 10th prox. be and the same is hereby accepted, and W. T. Williams, Jr., City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City of Austin with Allied Southland Distributors. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The Assistant City Manager submitted a report on studies made on the parking lot at Guadalupe, San Antonio, West 4th, and West 5th Street, and recommendations. Recommended particularly that the proposed driveways on Guadalupe Street be eliminated, as all ingress and egress could be made from 909 909 =CITY OF AUSTIN, TEXAS the driveways on San Antonio Street. It was planned to surface the lot, and that a charge be made of 25 per day for all day parking; and 15 for four hours. It was recommended that attendants be employed, rather than using mechanical gates or parking meters. The Council informally agreed to proceed with the plans. MR. FRANK DENIUS, Attorney for Austin Transit Corporation, stated it had been looking into the possibility of serving Bergstrom Air Force Base, since the Kerrville Bus Company had filed an application to discontinue that service because of the losses that were incurred. He said they were trying to work out something without the city's extending the boundary lines out, or without having to get a permit through the Railroad Commission. He said he would make a report back to the Council next week. The Mayor stated he hoped it could be worked out, but that the city limit lines could not be extended. The City Manager submitted the question of selecting an insurance company for writing insurance at the airport, and asked that the Director of Aviation report the propositions received. COLONEL MURPHY outlined two proposals--one from MERCURY INTERNATIONAL and one from TELE-TRIP. Colonel Murphy stated the Tele-Trip proposal was far the better one, and he strongly recommended that it be accepted. He said this company did want an exclusive contract as soon as they can have it in the present terminal. This was discussed, and it was suggested that the contract be effective when the new terminal was in operation. Colonel Murphy stated the present contract with the Mercury had a 90-day termination clause, and that Mercury had indicated they would accept the cancellation anytime. After much discussion, Councilman Bechtol moved that tentative approval be given to the Tele-Trip Insurance Company with the following provisions: 1. That they furnish evidence of having complied with all of the laws of the State of Texas, including the insurance licensing. 2. That they submit a copy of the contract for the Council to look over and approve. 3. That they set a definite schedule for the five-year renewal option beyond the initial five year term. 4. That they send a copy of the financial draft of the Tele-Trip Company. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None Colonel Murphy stated that when this information came in and there was proof that this company would qualify, he would notify Mercury that the City would pick up its cancellation option at the end of 90 days. The Assistant City Manager gave a report of a meeting with Chief Miles, Deputy Chief Laws, Fire Chief Dickerson, Mr. Kunshick, Fire Marshal Heaton, and 910 910 CITY OF AUSTIN, TEXAS= Deputy Sheriff Pope regarding the gas line rupture. The group came up with three recommendations: 1. Recommendation to the Railroad Commission--that it consider regulations requiring more frequent cut-off valves as the lines approach the more populated areas of the city. 2. Recommended to have a meeting with the Gas Companies' representatives and get maps from them showing locations of their lines, and try to arrange for emergency people--another company or fire department to shut off the line. There were three lines in this particular area - Shell, Humble and Phillips. 3. Recommendation for the City--that a command post be located in the disaster area. It was thought a trailer that would have the radio frequencies and telephone connections be set up as headquarters at the scene. Councilman Palmer inquired about the group's authority to recommend to the Railroad Commission. It was stated the letter would be sent over the City Manager's signature. The City Manager submitted a report from MR. A.R. KELLY, Construction Engineer, which showed 659.27 miles of paved streets and alleys as of September 30 1958, and 678.28 miles as of September 1959; Total construction cost of paving, excluding subdivisions, for 1958-1959 was $1,284,688.99, of which the City's share was $639,505.99. 17.7 miles of subdivision pavement; 1.31 miles of relocation of Manor Road; 28.51 miles (including the relocation of Manor Road) of residential and thoroughfare paving; 1.60 miles old pavement reconstructed. Total estimated cost of subdivision paving $642,580.00. : The Assistant City Manager gave a report on the recent study made of the fire insurance key rate in Austin by the Board of Insurance. In some instances the rate was going up; but after the City Manager had outlined various projectsa schedule for flushing, oiling, greasing, and painting fire hydrants; the con- struction of a 54" line from the new water plant to Lamar Boulevard and plans for further extension of this line when right-of-way was obtained; the construction of a new Southwest Austin fire station and an extra pumper, a new training program the Insurance Board has postponed raising the key rate, and the present rate will hold, thus saving the citizens approximately $26,000. The City Manager submitted a request that the retirement system ordinance be amended to permit several employees, who were members of the system, and who resigned from their employment and withdrew their money from the system, to now, since they have been reemployed, be reinstated in the system and pay back the money they drewdout plus interest. He said that when people leave the employ, they are encouraged to leave the money in the system until they are certain they will not return. He said the matter was taken before the Retirement Board, and they approved the reinstatement into the system; also the Actuary had said this would do no harm to the system. It was the City Manager's recommendation that the ordinance be amended to make this provision, as there were about 12 people interested. Councilman White asked that this matter be laid over until next week, and the Council postponed action until next Thursday. 911 911 =CITY OF AUSTIN, TEXAS Regarding the Retirement system also, the City Manager stated there was one employee who elected not to join at the time there was a choice. Later he did choose to join, and now he would like to pay into the system the amount he would have paid in from the first. Councilman Bechtol moved that the Retirement and Pension Ordinance be amended to permit this gentlemen's entering the system, as stated by the City Manager. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None No action was taken on the request of the Texas Fine Arts Association for an appropriation for $500 to apply on the operation of La Guna Gloria, and for which the association would render certain services to the city. Councilman Palmer moved that the Belshan house be advertised for sale, subject to the Belshan's not having an option to repurchase it. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The Assistant City Manager stated the Federal Civil Defense and State Defense groups would like to construct a type of bomb shelter, approximately 10'x15' in a residential neighborhood, and have the City man it for several hours a day, giving out information and pamphlets. The Mayor said that in reply say that they could put up a shelter, but he suggested that they not put it against anybody's house. The Assistant City Manager stated a location had been picked out at Buster Robinson's house 200 yards east of Barton Springs.
