CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting January 13, 1960 6:30 Ρ.Μ. Council Chamber, City Hall !! The meeting was called to order with Mayor Pro-tem Palmer presiding. Roll call: Present: Councilmen Bechtol, Perry, White, Mayor Pro-tem Palmer Absent: Mayor Miller Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney Mayor Pro-tem Palmer announced that this meeting was called for the purpose of considering the acceptance or rejection of proposal for the supplying of natural gas fuel requirements for the City's Electrical Generating Plant. MR. CHAS. J. BROWN, MR. JOHN W. CRUTCHFIELD, representing INTRA-TEX GAS COMPANY; and MR. CHESTER WHELESS, Director of Intra-Tex Gas Company, and MR. JACKSON HINDS were present. Councilman Perry called upon the City Manager to express his views, if any, concerning the proposal, stating he specifically asked the City Manager if this Intra-Tex Gas Company proposal is the best fixed price contract available to the City at this time; and if the City Manager's recommendation to the Council was the acceptance of this proposal. The City Manager stated that from our calculations and computations in regard to the proposal made, this proposition of January 13, 1960, together with the proposal of November 10, 1959, as amended by the letter of January 11, 1960, does constitute the best fixed price that we have been offered so far. Unless we could get some extension of time on this, it is my opinion that it would be advisable to accept the INTRA-TEX proposal at this time. Councilman Palmer asked MR. CHAS. J. BROWN, representing Intra-Tex Gas Company whether there was a possibility of extending the time for acceptance or rejection of the proposal; and MR. BROWN stated that in view of the fact that the offer had been extended several times from the original date of November 11, 1959, that it would not be possible to extend it farther beyond 7:00 P.M. January 13, 1960. Councilman Bechtol moved that the proposal of Intra-Tex Gas Company be accepted as of this date, and that the Council instruct the City Manager to CITY OF AUSTIN, TEXAS..... execute the letter of intent in its present form. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer Noes: Councilman White, with the following statement: "I would like to make a statement. I have had all hopes for the last few months that we could have beaten this price that we are getting; and I do believe and feel that if we had waited a few more days and heard from these other people, that we could have gotten a better price than what we are getting now, and I will have to vote 'No'." Absent: Mayor Miller Councilman White stated that the facts should show that the Mayor had had to leave and was not present at this meeting, but that he had requested that his vote be registered as "No". There being no further business, Councilman White moved that the Council adjourn. The motion, seconded by Councilman Bechtol, carried by the following vote: Ayes: Councilmen Bechtol, Perry, White, Mayor Pro-tem Palmer Noes: None Absent: Mayor Miller The Council adjourned at 7:05 P.M.
