CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting February 24, 1960 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney Councilman Palmer moved that the Council recess until 1:00 P.M. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None RECESSED MEETING The Council resumed its meeting at 1:00 Ρ.Μ. 1:00 Ρ.Μ. The Council interviewed MR. RALPH DAVIS, Consulting Engineer, with regard to his advising in writing specifications for the proposed gas contract and evaluating the bids. Mr. Davis listed his qualifications and experience and named some of the companies for which he had made studies and had served as a consultant--COLUMBIA GAS COMPANY, CONSOLIDATED NATURAL GAS COMPANY OF NEW YORK, UNION NATURAL GAS OF CANADA, AMERICAN NATURAL GAS COMPANY, a holding company owning Michigan Gas Company, Michigan Pipe Line Company, American-Louisiana Gas Company, Milwaukee Gas Company; NORTHERN NATURAL GAS COMPANY, CANADIAN WESTERN NATURAL COMPANY, WEST COAST TRANSMISSION, UNITED GAS COMPANY, TENNESSEE GAS COMPANY, SOUTHERN NATURAL GAS, TRANSCONTINENTAL GAS, TEXAS EASTERN, TEXAS GAS TRANSMISSION, OKLAHOMA NATURAL GAS COMAPNY, and several others. Bids had been advertised for March 9th, and Mr. Davis was asked if he could help draw up the specifications, help to review the bids and make a recommendation in that length of time. Mr. Davis reviewed some items to be considered in the specifications. _ CITY OF AUSTIN, TEXAS... The Council went into Executive Session. Councilman White moved that MR. RALPH DAVIS of Houston be employed to check with the City in getting the specifications drawn; and after the bids come in to check on all bids and most of all be fair to everybody and get the very best price possible and plenty of gas. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, White, Mayor Miller Noes: None Present but not voting: Councilman Perry MAYOR MILLER announced that the following had been appointed to assist in winding up the contract; MR. CHARLES FRANCES, MR. JAMES P. HART, former Chancellor of the University of Texas and Judge of the Supreme Court; and MR. COLEMAN GAY. There being no further business, Councilman Bechtol moved that the Council adjourn. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, White, Mayor Miller Noes: None Present but not voting: Councilman Perry The Council adjourned subject to the call of the Mayor.
