Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Absent: None Present also: W. Terrell Blodgett, Assistant City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Robert A. Miles, Chief of Police Church. Mr. W. T. Williams, Jr., City Manager, absent as he was out of the State. Invocation was delivered by REV. HARRY G. SECKER, All Saints Episcopal Councilman White moved that the Minutes of the meeting of August 25, 1960, be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, White, Mayor Miller Noes: None Not in Council Room when vote was taken: Councilman Perry ..م MR. JOHN HENRY FAULK outlined plans of a Citizens Committee to handle a big barbecue for the S.A.C. personnel that will be in Austin from all over the country. The Barbecue will be September 1lth, from 5:00P.M. until 7:00 Ρ.Μ. The funds are being contributed by various individuals. The Mayor stated that the facilities at Zilker Park would be available. MR. ROGAN GILES appeared regarding his request to obtain a special permit to do some filling on his property on the river. No action was taken by the Council at this time until general rules for land are set up. The Assistant City Manager submitted the following: "MEMO TO: Mr. W. T. Williams, Jr. FROM: City Manager A. H. Wlrich, Superintendent Water & Sewage Treatment :) CITY OF AUSTIN, TEXAS. "SUBJECT: Tabulation of bids received for Wash Water Recovery System for Filter Plant No. 1, 600 West First Street. Bids received and opened at 2:00 P.M., Tuesday, August 30, 1960. "We are transmitting herewith tabulation of bids on the subject project. "The detailed plans and specification for this project were prepared by the Construction Engineering Division, City of Austin. Their estimate for the cost of the project was $30,000.00 "The base bids are for furnishing and installing cast iron pipe and fittings for the required piping. The alternate bids are for furnishing and installing asbestos-cement pipe instead of cast iron. "The W. D. Anderson Company of Austin is the low bidder both on the base bid (lump sum of $29,695.00) and on the alternate bid (lump sum of $29,000.00). "We recommend the acceptance of the W. D. Anderson Company alternate bid in the amount of $29,000.00. "Attached are explanatory comments regarding the project. "Respectfully submitted s/ A. H. Ullrich" "Explanatory Comments: "The "Wash Water Recovery" project is a companion to the "Sludge Removal and Disposal" project. It is needed in order for us to discontinue the discharge of our "White" filter wash water into the river and soon into the "Town Lake". "Unlike the sludge which will be removed for disposal under the Sludge Removal and Disposal project, the filter wash water contains only relatively small amounts of the harmless white calcium carbonate precipitate which is produced in our softening treatment. It is only that small portion which has failed to settle out in the settling basins and it does not present a problem insofar as filling up the Town Lake is concerned as does the sludge from the settling basins. However, since it is suspended in the approximately 50,000 gallons of water which is used each time a filter is washed, it is sufficient in quantity to cause discoloration in a small area in the river. "The Wash Water Recovery project is designed to collect the filter wash water and to pump it back into the plant for retreatment. The sludge which it contains will then be settled out and recovered for disposal by the sludge removal equipment. Since the wash water has already been softened it will require less treatment than the river water. Also, since the pumping head will be less than when pumping from the river, there will be a small saving in power. The total savings in chemicals and in power will, however be small because we use only from forty to fifty million gallons of wash water per year at the No. 1 Plant. It should be sufficient to pay for the cost of maintenance and operation of the wash water recovery system. "The contract now proposed is for construction of a 100,000 gallon concrete tank for collecting the wash water and for installation of the necessary piping. Bids will soon be received for the pumps required to pump the water back to the plant. CITY OF AUSTIN, TEXAS. "As you will recall, the first equipment required for the companion "Sludge Removal and Disposal" project is on order. D. Anderson Company, in the sum of $29,000.00, was the lowest and best bid therefor, and the acceptance of such bid has been recommended by the Superintendent of Water & Sewage Treatment of the City of Austin, and the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of W. D. Anderson Company in the sum of $29,000.00 be, and the same is hereby accepted, and W. Terrell Blodgett, City Manager of the City of Austin is hereby authorized and directed to execute a contract on behalf of the City of Austin with W. D.Anderson Company. Franks is the Contractor for the demolition of a building located at 2300 2306 Guadalupe Street and desires a portion of the sidewalk and street space abutting Lot 31, Louis Horsts Subdivision, Outlot 36, Division D of the City of Austin, Travis County, Texas, during the demolition of the building, such space to be used in the work and for the storage of materials therefor; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: 1. THAT space for the uses hereinabove enumerated be granted to said J. J. Franks, the boundary of which is described as follows: 2. Sidewalk and Street Working Space Beginning at a point which is the northeast corner of the above described property; thence in an easterly direction and at right angles to the center line of Guadalupe Street 14 feet to a point; thence in a southerly direction and parallel with the center line of Guadalupe Street 70 feet to a point; thence in a westerly direction and at right angles to the center line of Guadalupe Street 14 feet to a point which is the southeast corner of the above described property. (6) That the Contractor shall in no way obstruct any fire plugs or other public utilities in the construction of such barricades. (8) That the Contractor shall place on the outside corners of any walkway, barricades or obstructions, red lights during all periods of darkness and provide lighting systems for all tunnels. (9) That the Contractor shall remove all fences, barricades, loose materials and other obstructions on the sidewalk and street immediately after the necessity for their existence on said sidewalk or street has ceased, such time to be determined by the City Manager, and in any event all such sidewalk, barricades, materials, equipment and other obstructions shall be removed not later than October 1, 1960. (10) That the City reserves the right to revoke at any time any and all the privileges herein granted or to require the erection or installation of additional barriers or safeguards if the conditions demand it. (11) That the use and enjoyment of the spaces herein granted shall not be exclusive as against public needs, and the City, in making such grant reserves the right to enter and occupy any part or all of said space any time with its public utilities, or for other necessary public purposes. (12) That any public utility, or public or private property disturbed or injured as a result of any of the activities necessary for the completion of the construction work for said building projects, whether done by the Contractor, City Forces, or public utilities, shall be replaced or repaired at the Contractors expense. (13) That the Contractor shall furnish the City of Austin a surety bond in the sum of Two Thousand Dollars ($2,000) which shall protect, indemnify and hold harmless the City of Austin from any claims or damages to any person or property that may accrue to or be brought by any person by reason of the exercise or abuse of the privileges granted the Contractor by the City of Austin and shall guarantee the replacement of all sidewalks, pavement and all other public property and public utilities disturbed or removed during the construction work and shall further guarantee the construction of a walkway and other safeguards during the occupancy of the брасе.. The Director of Public Works displayed plans, and pointed out there would be five feet of sidewalk space left. After discussion, Councilman Palmer moved that the requested permission be granted. Mayor Miller stated he was led to believe the subdivider was going to pay for this bridge to have an entrance into his subdivision. Councilman Bechtol stated this would be setting a precedent. Councilman White suggested that they go on and advertise for bids. The Council recessed until 3:00 Ρ.Μ. At 3:00 P.M. the Council held a public hearing in the Auditorium on the development of the new lake. The Council reconvened at the City Hall at 5:00 P.M. Councilman Bechtol moved that the City Attorney be instructed to bring in an ordinance prohibiting the use of power craft on the new town lake when it is complete, except for special events.
