Council Chamber, City Hall The meeting was called to order with Mayor Miller presiding. Roll call: Present: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Robert A. Miles, Chief of Police Church. Invocation was delivered by DR. LEWIS P. SPEAKER, First English Lutheran Councilman White moved that the Minutes of the Meeting of October 6, 1960, be approved. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Palmer, White, Mayor Miller Noes: None Present but not voting: Councilman Bechtol Not in Council Room when vote was taken: Councilman Perry MR. JIM BOSWELL, Chamber of Commerce, appeared before the Council asking it to reconsider their request to bring in a carnival in conjunction with their livestock show. He had met with the Chief of Police, and he had told them if a Chamber of Commerce Committee and his office could screen the activities, he could see no objections to the carnival. Mr. Boswell pointed out that their budget had been set up with the view of having the carnival. Councilman Bechtol stated he was opposed to the idea of a carnival because of the class of people it attracted, and that it would not attract the crowd that the Livestock people would want. He suggested that if the Council granted permission this year, with the understanding that next year there would be nothing but rides, that families would be attracted and people who would be going to the livestock show. Mr. Boswell stated he would recommend this to the Livestock Board. Mayor Miller stated if there were gambling, the show would be closed down. After discussion, Councilman Palmer moved that the AUSTIN LIVESTOCK SHOW be granted permission to hold this carnival in connection with their show, and that it be policed properly by Chief Miles and the Livestock Committee. The motion, seconded by CITY OF AUSTIN, TEXASCouncilman White, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The Council had before it the zoning application of the following: GUADALUPE G. VASQUEZ 901 West Mary Street 1900-04 South 4th Street From "A" Residence To "B" Residence RECOMMENDED by the Planning Commission Opposition was expressed by MR.JOE DAWSON, 905 West Mary, in that if this were granted, other commercial businesses would be coming in--a garage or something. MR. A. F. WHITE, owner of three commercial lots, stated in order to keep the area residential he would have his lots changed back to "A". Opposition was expressed by MRS. R. L. TYLER to any commercial activity in the neighborhood. Others expressed opposition. MR. STEVE BURLAND opposed a zoning change, but had no objections to a beauty parlor. The City Attorney stated an amendment to the zoning ordinance was under study that would permit beauty parlors under a special permit in "A" Residence areas. After much discussion, Councilman Bechtol moved that the zoning change be granted to "B" Residence subject to a letter being submitted by Mr. Vasquez stating that when the ordinance has been changed allowing beauty shops by special permits in an "A" Residence, that he then request the zoning be changed back to "A" Residence District, with the understanding he will be given a special permit for a beauty shop; and with further understanding that the property immediately to the north owned by MR. A. F. WHITE will be zoned back from "C" Commercial to "A" Residence at the joint request of the Council and Mr. A. F. White. The motion, seconded by Councilman Palmer, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The Mayor announced that the change had been granted to "B" Residence and the City Attorney was instructed to draw the necessary ordinance. MR. FRANK DENIUS was present regarding the bon fire location on the river bank by the Coliseum authorized last week for the Cow Boy Organization. The Mayor stated the bon-fire should be as early as possible. MR. DENIUS stated the Cow Boy organization and representative of the Dean of Student Life would be present. Councilman Palmer suggested that Mr. Denius work with Chief Miles and City Manager on this. SOUTHERN OAKS REALTY 2509-11 South Congress Avenue From "A" Residence To "C" Commercial CITY OF AUSTIN, TEXAS Discussion was held on providing a 50' buffer strip. The Mayor wanted to check with the County Commissioners and officials to see if they had any question about this zoning across the Street from the Gardner House. The Council deferred action. こ MR. WILKES, Heating and Airconditioning Service man, stated he did not want to be required to post an electrical bond, as his equipment comes already wired from the factory, and that there was no electrical work necessary, except when a motor had to be changed, there were two wires that had to be disconnected and reconnected. After discussion, he was advised to contact the Electrical Inspector and request permission to go before the Board of Appeals. The City Manager submitted the following: درد "W. T. The motion, seconded by Councilman Bechtol, carried by the following vote: Ayes: Councilmen Bechtol, Palmer, Perry, White, Mayor Miller Noes: None The City Attorney reviewed procedures of extending water services to a subdivision pending annexation, and explained the status of University Hills Subdivision part of which is in Water District No. 8. Water and sewer lines are already in, and the subdivider has applied for a water tap. The Water District vas to serve the area in the district, and the subdivider wants a refund contract with the city. There is other property about ready to be annexed in this area and some in the district which has already installed a 6" line, and which line would be purchased by the city when this particular property is annexed. The Council advised the City Attorney to go ahead with his recommendation. Mayor Miller introduced the following ordinance: AN ORDINANCE PROVIDING FOR THE MAINTENANCE OF CERTAIN STATE HIGHWAYS AND/OR PORTIONS OF STATE HIGHWAYS IN THE CITY OF AUSTIN, COUNTY OF TRAVIS, TEXAS, HEREBY REFERRED TO AS MUNICIPAL MAINTENANCE PROJECT AND AUTHORIZING THE MAYOR OF THE CITY OR OTHER AUTHORIZED CITY OFFICIAL, TO EXECUTE AND AFFIX THE CORPORATE SEAL AND ATTEST SAME. A CERTAIN AGREEMENT BETWEEN THE CITY AND THE STATE OF TEXAS, PROVIDING FOR THE MAINTENANCE AND USE OF THE SAID MAINTENANCE PROJECT: AND DECLARING AN EMERGENCY AND PROVIDING THAT THIS ORDINANCE SHOULD BE EFFECTIVE FROM AND AFTER ITS PASSAGE. Councilman Palmer reported that the Company that had the contract for salvage work at the Sanitary Fill had left the street littered all the way back. The Director of Public Works stated this would be remedied. The Council had before it the following: "October 10, 1960 "City Council City of Austin Municipal Building Austin, Texas "Dear Council Members: "The Board of Equalization has now completed its hearings on pending appeals and other equalization matters that were before the Board at the time of its report to the City Council September 20, 1960. "There were 465 appeals, covering a total of 1066 property assessments, heard and considered by the Board. Valuations were adjusted in 287 cases and no changes made in 779 cases. "The Board of Equalization, having completed its work, stands adjourned subject to the call of the City Council to render any assistance the Council may desire. "Respectfully submitted, s/ L. The City Manager submitted a list of projects which the water and sewer Departments had scheduled during the next few years, along with an analysis by Mr. Davis and Mr. Ullrich on which could be handled by their engineers, and on which would be necessary to be designed by outside engineers. He recommended certain consulting engineers to design certain projects. After detailed discussion, the Council suggested that the City Manager go ahead as recommended and agreed to, to divide the various projects as follows: MARVIN Design of Treatment Plants at Williamson Creek Valley and Walnut Creek (oxidation plant at this time) TURNER ENGINEERS - Projects costs - $1,307,000. - - JULIAN Williamson Creek sewer line and lift station MONTGOMERY, who is to associate himself with other outstanding engineering firms so as to complete the work as soon as possible - $884,000 and $98,000. Walnut Creek Sewer line - unassigned at this time. South Austin Outfall Main on south bank of the river MARVIN TURNER ENGINEERS (already assigned) Project cost, $1,227,000. - Sanitary sewer and water lines ISOM HALE, on the basis of $1,000,000 of work for the next five years, or an adjustment in his fee. $100-150,000. Design for the Missouri Pacific Boulevard W. C. COTTON subject to approval of Missouri Pacific Railroad Company$1,200,000 project to be done in phases over a number of years. Other projects listed were a new water plant during the fourth or fifth year ($2,700,000); a large 60" line from Treatment Plant No. 3, in the fifth or sixth year, and expansion of Water Treatment Plant No. 2, on which plant Mr. Montgomery did the design work. Discussion of work falling under Schedules A and B was held. The Assistant City Manager reviewed the boning operation at the Abattoir and the experience of the past firms handling these. He stated that MR. FRANK BROOKS now has the operation and is doing well, and furnishing revenue for the City. Mr. Brooks had requested, and the Superintendent of the Abattoir has recommended that he be furnished additional space. To convert the office space on this floor to boning rooms, and to build an office for the Superintendent (recommended that the office be located in front of the Abattoir), would amount to $17,000 as estimated by Mr. Eldridge. The Assistant City Manager stated he believed the additional operations would pay for the extra space in a year's time. After discussion, Councilman Palmer moved that this expansion be approved. The Assistant City Manager recommended that the banner be located at Barton Springs Road and Lamar.
