  • Significant Land Use Changes

    The city approved numerous zoning changes, converting various residential areas to commercial districts, including a large 171.8-acre tract along Airport Boulevard, Middle Fiskville Road, and Interregional Highway. The Council discussed bids for the Mobile Book Trailer for the Library. Members of the Library Staff stated this Trailer would act as a library station, and would be open six or seven hours a day in an area, whereas the Bookmobiles are at a location just one or two hours. Councilman Bechtol asked that no action be taken at this time, as he wanted to study the matter for another week. The Mayor Pro-tem stated the Council would look into this and give an answer next week. MR. WALTER E. LONG submitted the following letter to the Council: "December 8, 1960 "Mr. Lester Palmer, Mayor pro-tem and Members of the Austin City Council Austin, Texas "Gentlemen: -- "A quarter of a century ago an old cattle drover -- Mr. P. P. Ackley, of Elk City, Oklahoma conceived the idea of marking the "Longhorn-Chisholm Trail" from Brownsville, Texas up through Austin toward Abilene to Red River and "Indian Territory" to Abilene, Kansas. At his own expense he had two markers made for each county over this route. The cost of these markers was approximately $15.00 each. Two of them were placed in Travis County, one on the south end of the Congress Colorado River bridge and the other on Congress Avenue where it intersects 11th street at the foot of the Capitol walk. "Since a million or more head of these Longhorn cattle crossed the Colorado River where you have just completed a low water dam with its attractive overhead causeway, it would seem to me that it would not be inappropriate to take down this marker at 11th and Congress at the present time (to be sure it is preserved) and if and when the new dam and causeway is dedicated it might be unveiled at some point on this causeway. "This suggestion is made purely because I feel many Austin citizens desire that this historic location not be forgotten. "This suggestion is passed on to you for whatever it is worth and with no criticism of whatever action you might desire to take. "Respectfully, 8/ Walter E. Long" MR. LONG suggested that the plaque at the head of the Avenue be removed and placed on some point of the new dam and causeway. Since the location of this crossing is of great historic interest and was the location where more than a million head of longhorn cattle crossed in their journey from Brownsville to Abilene, Mr. Long suggested that this plaque, marking the "Longhorn-Chisolm Trail" be placed on the bridge. He stated that the marker placed on the Congress こ CITY OF AUSTIN, TEXAS.- Avenue Bridge was taken down when the bridge was widened, and has been misplaced. Councilman Bechtol suggested that the mould be located and a duplicate plaque be made. Mr. Long stated he would check to see if the mould was still in existence. Mayor Pro-tem Palmer thanked Mr. Long for his suggestion. MR. GEORGE SHEPHERD appeared before the Council regarding the zoning of his property in Area 6, Tract No. 1 (South of Northland Drive, west of Bull Creek Road, adjoining Highland Park West) to "IR" Local Retail. Mayor Pro-tem Palmer reviewed the application, stating the letter of credit had expired as far as the paving was concerned, and there were some drainage easements to be provided; a 30 foot buffer strip in back of the property was to be provided, and a certain lot was to be kept residential. The Mayor Pro-tem asked Mr. Shepherd to check with the Planning Director, and the Director of Public Works; and stated that when the requirements had been met, the Council would set the zoning application for public hearing. Councilman Bechtol offered the following resolution and moved its adoption, subject to Councilman White's inspection of this boat dock: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Council of the City of Austin hereby approves the erection of a boat dock on the property owned by S. W. Henry as described in the Travis County Deed Records and known as a tract of land being on the south side of Lake Austin opposite Mt. Bonnell and approximately 1 miles upstream from the westerly extension of the south line of Windsor Road, and hereby authorizes the said S. W. Henry to construct, maintain and operate this boat dock subject to same being constructed in compliance with all the ordinances relating thereto and further subject to the foregoing attached recommendations; and the Building Inspector is hereby authorized to issue an occupancy permit for the erection of this boat dock after full compliance with all the provisions of this resolution. Said permission shall be held to be granted and accepted subject to all necessary, reasonable and proper, present and future regulations and ordinances of the City of Austin, Texas, in the enforcement of the proper police, fire and health gulations and the right of revocation is retained if, after hearing, it is found by the City Council that the said S. W. Henry has failed and refused, and will continue to fail and refuse to perform any such conditions, regulations and ordinances. Henry, owner of property abutting on that part of Lake Austin lying approximately 1½ miles upstream from the westerly extension of the south line of Windsor Road as recorded in the Travis County Deed Records, for permission to construct and maintain a boat dock projecting out into the lake approximately 35 feet beyond the normal high water level. The construction details meeting all the requirements, I recommend that if S. W. Henry is granted his request by the City Council, that it be subject to the following conditions: "(1) That nothing but creosoted piles, cedar piles or concrete piles, substantially braced and bolted to withstand wind and water pressure, be used in the con- struction and that no structure shall extend more than one-third the distance from shore to shore at the point where structure is located, or be nearer than ten feet to any side property line of the owner or applicant. "(2) That no business, such as a restaurant, dance hall, concession stand, or any other enterprise for the sale of goods, wares and merchandise, except marine supplies and tackle, and no living quarters of any character, shall be erected on any pier, dock, wharf, float, island, piling or other structure extending into or above Lake Austin. "(3) That every structure shall be equipped with proper lights which show all around the horizon for night use and shall be equipped with flags or other warnings for daylight use. "(4) That all structures extending out into the Lake be constantly kept in a state of good repair and that the premises be kept reasonably clean at all times. し こ "Respectfully submitted, s/ Dick T. PAUL MURCHISON appeared before the Council regarding his zoning application and submitted an affidavit that there would never be more than six apartment units built on this lot. After discussing the pending application, CITY OF AUSTIN. TEXAS. Councilman Bechtol moved that the City Attorney be instructed to bring in the ordinance, subject to the proper form being signed by Mr. Murchison. MR. S. WINETROUB made inquiry about an assessment made for paving his property on Pearl Street, stating he did not realize the payment would be approximately $40.00 more if not paid within the stated period. Mayor Pro-tem Palmer stated that Mr. Winetroub had received notice and was quoted the amount of his assessment and was notified if he put the money up by August 8, 1960, it would be on the voluntary basis; and if not, it would cost 30-40% more. The Assessment procedure was explained to Mr. Winetroub, and it was stated that there was nothing the Council could do in this case to help him. HOFFMAN 931 East 41st Street From "A" Residence To "GR" General Retail NOT Recommended by the Planning Commission RECOMMENDED "O" Office ) ) CITY OF AUSTIN, TEXAS: C Councilman Bechtol moved that the zoning application be referred back to the Planning Commission with recommendations that the Commission study "GR" General Retail zoning on all lots facing on East 41st Street from the Expressway to Red River. He asked if the Council would like for him to negotiate with the property owner on a possible trade of property (5th and Lamar). Council man Bechtol wanted to look at both tracts of land. Mayor Pro-tem Palmer suggested that the City Manager proceed to explore the possibility of a trade and find out the costs; and in the meantime that the Council go look at the properties. The City Manager submitted a letter from C.B. SMITH in regard to the lot at 3rd and Lamar in which he stated that he believed it would be fair if the City Council would give him the refusal of leasing the property or purchasing the property in the event a bona fide offer from someone else were received. The City Manager explained that it had been the custom to deal with only adjoining property owners where the property the City owned was so small that it could not be developed as a separate tract; but in this case, the property was of sufficient size to be developed separately. No action was taken by the Council on answering the letter. =CITY OF AUSTIN, TEXAS. The City Manager stated Mr. J. V. Riley had offered $15,000 for the property at 3rd and Lamar. Councilman Bechtol suggested that Mr. Riley be informed that the Council is not willing to sell the lot at that price, as the lot's value is around $30-35,000; and if he has any kind of an offer in that range, that the Council would be glad to consider it. The City Manager submitted an offer from the people who handle the fire insurance schedules whereby the present policies will be cancelled out and rewritten on a deviating plan from the normal insurance rates providing for a 20% discount, which would result in a considerable savings. He explained the savings of approximately $4,000 per year over a five year period. No action was taken by the Council at the request of Councilman White, as he wanted to check into the matter further, C Councilman Bechtol brought up the following zoning application: ΤΟΜΜΙΕ Ε. The Mayor Pro-tem announced that the change had been granted to "B" Residence and the City Attorney was instructed to draw the necessary ordinance. The Administrative Assistant, MR. JIM WILSON, brought up for discussion the location of plaques in the Auditorium. MR. F. W. VICKERS, Administrator of the Auditorium, and MR. WOLF JESSEN, Architect, had recommended that plaques be placed in the area just to the right of the Telephone Booths, near the Administra tor's Office. As an alternate, Mr. Wilson stated the suggestion was placing these plaques in one of the meeting rooms. Mayor Pro-tem Palmer stated it was his thought that these plaques would not be on the first floor. The City Attorney stated the group was to bring back for the Council's approval the wording and the design, before the Council would decide on the plaque's location. Councilman Bechtol stated he was interested in the wording on the plaque. Councilman Bechtol moved that the BALLET SOCIETY be allowed to install their plaque, subject to the approval by the Council on the wording and size, in a Committee room. motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Bechtol, Perry, White, Mayor Pro-tem Palmer None Noes: Absent: Mayor Miller The CITY OF AUSTIN, TEXAS こ し The Administrative Assistant reviewed a discussion regarding a shelter survey in which the Government was going to provide the finances; and the City of Austin was to employ an architect or engineer to conduct this survey. He stated since the survey was of short duration, and the architect or engineer was required to devote full time to the work, that it had been difficult in getting a qualified person to apply. Rather than employ an individual, the City could engage an architectural firm and a certain large firm was recommended to handle this survey. MR. JIM WILSON, Administrative Assistant, stated it was desirable to get approval of the firm before it were contacted. After discussion, Councilman Bechtol moved that the City Manager contact the firm of Architects which he recommends in regard to contracting their services for the Civil Defense Shelter. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Noes: Councilmen Bechtol, Perry, White, Mayor Pro-tem Palmer None Absent: Mayor Miller MAYOR PRO-TEM PALMER reported that he had a call from DR. E. H. GIVENS regarding some requests he had made on August 25th, and read the Minutes of that date listing the various requests. He asked if the Council would like to make a tour of the area and see what Dr. Givens had requested. The City Manager stated that most of the streets he had inquired about involved the construction of culverts and bridges. Mayor Pro-tem Palmer asked if any of these items were in the Capital Improvement Plan. Councilman Perry suggested that a report be made on these; and if they are not scheduled, that the Council see what the problems are. MAYOR PRO-TEM PALMER asked for a report on the paving program--miles of paving completed and number of blocks. The Director of Public Works stated since October, 62 blocks or four and a fourth miles had been paved, which averages about a block a day. MAYOR PRO-TEM PALMER made inquiry if the complaint made by MR. BOB FOLMAR about drainage had been checked. The Director of Public Works made a report of one check made, and stated he would make another check. The City Manager submitted the request of MR. JOE CARRUTH, subdivider of Barton View, to have an easement vacated, and explained that Mr. Carruth had filed a new plat and resubdivided the area, but the old easements had never been vacated. He said the lines had been constructed in the new easements, and the original easements would not be needed, and Mr. Carruth wanted them released. The Council discussed again the rodent control program, and the recommendation that the City discontinue the program. DR. PRIMER, Health Officer, explained what was being done, and that at anytime an emergency existed, the Health Department could go immediately into another program if necessary. Mayor Pro-tem Palmer asked that those who were receiving the rodent control services be notified that they were to be discontinued, and that private companies would be available for this type of service. Councilman Bechtol moved that the City's rodent control program be discontinued effective January 1, 1961. TERRELL BLODGETT'S last Council meeting with the Council, as he was leaving the next day to become City Manager of Waco, Texas; and speaking for the Council, expressed congratulations to Mr. Blodgett on his appointment as City Manager of Waco, and appreciation for the fine services he had rendered the Council. Councilman White complimented him on the wonderful work he had done for Austin. Councilman Bechtol stated he was speaking not only for himself but for the people of Austin, and groups who had been fortunate to have Mr. Blodgett working with them, in complimenting him on having done a splendid job. Councilman Perry complimented Mr. Blodgett highly on his efficient manner in handling details and complaints and his willingness to attend to the many details, and expressed his personal appreciation to him. Councilman Bechtol moved that the City Manager be instructed to have an appropriate Resolution drawn commending Mr. Blodgett for his many years of service to this wonderful City; and that a page of the Minutes of this meeting be set aside for this Resolution. The motion was adopted by standing vote. MR. BLODGETT stated the people of Austin are very fortunate in having a Council like it does; and the Council and people were fortunate in having the City Manager they have. He stated anything he had been able to do or any help he was able to give was due to the guidance of the City Manager and cooperation of the Department heads. He stated the functions and activities of the City could hold their heads up among all other cities in Texas and throughout the United States, because there are employees who are not only technically qualified, but otherwise qualified; and because Austin has one who can give real leadership and real inspiration to do a good job, which the City Manager has done the past five years. Mr. Blodgett expressed appreciation for the opportunity of working with the Council and administrative forces. He complimented the City Manager on his selection of MR. JIM WILSON as Assistant City Manager. CITY OF AUSTIN, TEXAS. こ ) The City Manager, MR. W. T. WILLIAMS; stated he and Mr. Blodgett had been working together for nearly six years, and that many things had been put into effect due to the detailed studies that Mr. Blodgett had made and worked out; for instance, employee relations. Many things have been done along that line due to his studies. Through his studies he has been able to ferret out the answers for what was needed in order to make proper decisions. The City Manager stated it had been a pleasure to work with Mr. Blodgett under the conditions present and under the guidance of the Council. Other expressions of appreciation and commendation were made by the City Attorney, Director of Public Works, Health Officer, the new Assistant City Manager and others. Mayor Pro-tem Palmer stated if our beloved Mayor were here, he would express his feelings and wish MR. BLODGETT well in his new appointment. The Director of Public Works reviewed the matter of a possible change of name in Balcones Drive, Parkcrest, and Balcones Trail, and showed the location of these streets on the map. He stated the matter had been under study since 1958, and gave a resume of the contacts made with the property owners, and listed the number who favored the change, the number who were opposed to and the number that could not be contacted. After discussion, Councilman Bechtol moved that the name of the street from 35th Street, going all the way to U. S. 183, that is now known as Balcones Trail, Parkcrest Drive, and Balcones Drive, be changed to Balcones Drive; and that the short section of the old Bull Creek Road from the present Balcones Trail to the present Northland Drive, be changed to Parkcrest, effective at the listing date dead-line of the telephone book to be published in late 1961.
