Discussion covered the amount of the minimum rent set up with the idea of raising the minimum. The Council took no action on the contract, and the Mayor Pro-tem asked the City Manager to negotiate with Mr. Brooks again regarding a higher minimum rent figure. The Council discussed the ordinance pertaining to prohibiting the sale of gasoline in glass containers. Councilman Perry stated there were satisfactory; and in some cases, plastic containers were made specifically for gasoline. It was suggested that as other approved materials that would stand up for this purpose came up, the matter could be considered along that line also. Councilman Bechtol stated that the Fire Marshal could make a survey on the containers on the market today and come back with a report. The City Manager stated that plaques for the Terminal Building had been considered previously and it had been decided that it would be appropriate to add some names on one, and not to place the other proposed plaque at all. He suggested that since the area for these plaques had been more or less designed for two, that one plaque be placed with the names of the Council, Regional Director of the F.A.A., Administrative Staff, Architects and Contractors, and the other will have the names of the members of the former Council. The Council discussed this, and the City Manager stated he would refer it back to the Director of Aviation to prepare the wording. The City Manager submitted a request from the ALAMO AVIATION COMPANY which is interested in establishing a dealership at the Airport, and stated that the Director of Aviation had suggested an area southeast of the Terminal Building which might be used for such a project. The City Manager said his view right now was that the area should not be cluttered with hangers, and that additional land for future use of commercial activities at the Airport would be needed. The City Manager pointed out on the map the additional land that could be acquired. He mentioned the related industries that could utilize the airport and named one that wanted to locate. here, but could not because there was no place available. The Mayor Pro-tem suggested taking a positive approach and see if something can be worked out. The City Manager referred to a report from the Director of Recreation concerning inquiry from a Highland Park group regarding development of Perry Playground, and handed out copies of the report. The City Manager stated $2,000 had been budgeted this year for playground apparatus, but the request included construction of a Junior swimming pool and various other facilities. He pointed out the amount of money spent on this park, and the lump sum available in small amounts for various neighborhood playgrounds, none to exceed $4,000 or $5,000 except the Civitan Park. He listed the specific requests, which were discussed as follows: (1) Clear and clean the entire park area. It was believed that the Department of Public Works could do this. (2) Draw a comprehensive over-all plan for maximum development of Perry Park, including picnic area, tennis courts, swimming pool etc. The City Manager stated drawing the plans would be no problem. Councilman Perry said plans had been drawn sometime back, it was possible those plans could be located. ( در د = CITY OF AUSTIN, TEXAS. (3) Plan one or more access roads to the Park, and plan a parking area. The City Manager said this would not be much of a problem, although in getting access, there might be drainage problems as the area was rugged. (4) Start the installation of playground equipment as soon as possible so it could be used in 1961. (5) Plan the construction of tennis courts, etc. for 1952. (6) Develop Perry Park at its maximum potential at the earliest possible date. The City Manager stated that the swimming pool, tennis courts, etc., was scheduled for 1964. Councilman Bechtol inquired if the Schools were participating in the development of this park. Mayor Pro-tem Palmer asked Councilman Bechtol to contact the schools regarding this participation, and asked that the City Manager keep in touch with this Committee and let them know of what can be done. The Council recessed until 2:00 Ρ.Μ. RECESSED MEETING At 2:00 P.M., the Council resumed its business. 2:00 Ρ.Μ. The City Manager introduced MR. CHARLEY SAUNDERS, Part-time Administrative Assistant. Councilman Bechtol moved that the City Manager be requested to write a letter to the Texas Game and Fish Commission formally requesting that they set as early a date as possible for the stocking of the new Town Lake. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Perry, White, Mayor Pro-tem Palmer Noes: None Absent: Mayor Miller DR. EVERETT GIVENS appeared before the Council regarding requests he made on August 25, 1960. MAYOR PRO-TEM PALMER referred to a report from the Traffic Engineer in which he stated that the signal lights at Rosewood and Chicon had been approved, and the lights were ordered, but the other locations for signal lights did not meet the minimum requirements for traffic signals, and he did not recommend signals, as these streets were already protected by two-way or four-way stop signs. These streets were 23rd and Chicon; 19th and Chestnut; Rosewood, llth and Navasota; 12th and San Bernard; and 12th and Comal. Dr. Givens stated 19th and Chestnut was a "must" for traffic signals, and that 12th and Comal should have high priority. The City Manager stated on these other streets, the situation may change when the Interregional Highway is opened; and at that time he would suggest that MR. KLAPPROTH restudy it all from the point of view of traffic load on the streets. Mayor Pro-tem Palmer told Dr. Givens that after restudying these, at any time when these traffic lights are needed, they will be provided as soon as they possibly can. CITY OF AUSTIN, TEXAS- C し Discussion with Dr. Givens continued regarding the opening of certain streets. The Director of Public Works stated that East llth Street could be extended into Northwestern Avenue, but it would have a 29% grade; also Bryan Street, if it were extended, would have a 30% grade. He stated to open these two streets and to pave them sufficiently to avoid washouts, would cost $1800. As to opening Walter Street, he recommended against its opening, as it would come in on the hill where there was a 30% grade, and it would be hard to make a safe intersection. The Director of Public Works pointed out on a map a better plan by tying Poquito into Swenson, and acquiring some property to round off the corner. The Council wanted to go look at these streets with Dr. Givens. The Director of Public Works stated that a culvert could be constructed costing about $2,000 at Alamo and New York Avenue. He said two culverts were included in the budget this year at 17th and 18th on Maple when easements are obtained. Dr. Givens was asked to help obtain the easements for this right-of-way. Dr. Givens inquired about opening 16th Street west to Chestnut. It was stated that right-of-way was needed for this, and the Council wanted to make a personal inspection of this street. Councilman Bechtol told Dr. Givens there would be no problem about the cost of opening East llth and Bryan Streets, but the high grade necessary would make the streets very dangerous, and the convenience would not be worth the danger involved. The Director of Public Works said bids would be taken on improving New York Avenue within the next 60 days. Bridges on Maple Avenue on East 17th and East 18th are included in this year's budget, but easements are needed. Dr. Givens was asked to check with Mr. Ward this week to see if he could help any in securing these easements. As to Dr. Givens' request for a Railroad signal on 19th Street, Mayor Pro-tem Palmer suggested that Dr. Givens contact the Southern Pacific Railroad (Mr. O. T. Olson and Mr. Hodges) and that he too would contact them. The City Attorney distributed copies of the Electric Service Regulations, stating the Ebasco report recommended that such be set up and followed about a year, and this had been done, and no difficulties had been experienced. He said the only thing that was not put into effect was a minimum of $20.00 or cost for "here and there meters". He said the adoption of this fee for the "here and there meters" would mean $15,000 revenue.
