The other bids would require longer time for evaluation. The Mayor Pro-tem introduced the DeMolay group which was to have DeMolay Government Day, and have representatives for city officials. The Council discussed with the Director of Aviation, and MR. TOM BROWN, the opening date of the Airport Terminal and the program, It was stated there was a tentative hold on the Thunder Birds for May 27th; and although the Terminal would be completed by May 13th, it was thought May 27th would be the better date. Outside financing to raise the necessary funds was discussed, and the plan was to offer tickets (1) for reserved parking and reserved seats; (2) for the luncheon in addition to reserved parking and reserved seats. Discussion of the number of - CITY OF AUSTIN, TEXAS 314 314 guests was held. It was suggested that the financial arrangements be left with MR. TOM BROWN and the Committee. The Council postponed other details until later in the afternoon. Councilman Perry moved that the Council set the opening date of the Airport Terminal as May 27 and 28, 1961. The City Manager stated the Planning Commission recommended against the vacating of this alleyas it is not known whether or not a part of that alley will be required in connection with the development of the Missouri Pacific Boulevard. Councilman Perry moved that the request be denied and to notify the people that at a later date, it might be reconsidered. The City Manager displayed their original design and stated the Traffic and Transportation Department had recommended a better arrangement whereby there would be 30 spaces, and whereby the cars could get in and out better. The amended plat eliminated backing over the sidewalk area. The City Manager recommended that in granting this permit that it be noted they should develop their plan according to the amended plan or even a better plan. Councilman Perry moved that the permit be approved subject to their providing 30 off-street parking spaces in accordance to a pattern or plan that is approved, and offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, there has been submitted to the Building Inspector, the application of The Forty Acres Club by Wolf E. Jessen for a building permit together with a site plan dated April 6, 1961, meeting the requirements of Section 10-B, 3 of the Zoning Ordinance of the City, for certain building establishment at 2500-2502 Guadalupe Street, more particulary described in said application; and, WHEREAS, it has been found and determined by the City Council of the City of Austin that, based upon the use of the premises for the purpose of Private club, hotel and one rental space the maximum number of parking spaces which will probably be used by employees and customers of such establishment, taking into account the loading facilities on the site, the public parking area and street space available for parking in the vicinity, public safety, and free circulation of traffic both on and off the site, is 34 parking spaces; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That Thirty Four (34) spaces is an adequate number of parking spaces for the establishment shown on the site plan of Forty Acres Club dated April 6, 1961, for use of the premises for the purpose of a private club, hotel & 1 rental space. The second bid, as submitted by Ingram Equipment Co. on Trojan 114, fails to meet the City of Austin's Specifications under item #5 "Lifting Capacity". The City Specifications calls for a minimum lifting capacity of 8,000 lbs. and the Trojan states 7,700. In literature received by mail on April 6, 1961 from the Yale and Towne Mfg. Company, who is the manufacturer of Trojan 114, they state the lifting capacity is 7,000 lbs. This literature was not included with the bid, but we have included it in the bid. In order to make all bidders equal on equipment that meets the City of Austin's Specifications, the bid as submitted by Ingram must be disallowed. Also the delivery time is 45 days. This loader is needed at this time to relieve the amount of work we have with penetration type paving. "RECOMMENDATION: It is recommended the acceptance of bid as submitted by Jess McNeel Equipment Company on Hough Payloader H-50 for $9,856.84. This loader more than meets the City of Austin's Specifications in all items and is a Nationally known loader with splended service. The delivery time is about three weeks. "W. T. Councilman Perry moved that the Council grant permission for a banner at 8th and Congress, Saturday, April 15th, welcoming KONRAD ADENAUER, Chancellor of the Federal Republic of Germany. EDWARDS UNIVERSITY permission for a banner at Ist and Congress from April 20th to April 30th. Councilman Bechtol moved the Council instruct the City Manager that he may approve any banners as long as they are not connected with a commercial venture which must still be brought to the Council, and as long as they are in the usual places, with a two weeks' maximum. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Noes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer None Absent: Mayor Miller and Councilman White The City Manager stated many people who planned parades liked to come before the Council in order to get some publicity, while others left their requests with his office to bring before the Council. He suggested the Council might want to do the same thing about parades generally as long as they met certain conditions approved by the Police Chief. If the people wanted to come before the Council, they would be able to do so. Councilman Perry moved the City Manager be given authority to grant permission for the parades, as suggested, The motion, seconded by Councilman Bechtol, carried by the following vote: Ayes; Noes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer None Absent: Mayor Miller and Councilman White The Assistant City Manager had a request from the Headquarters of Senator Blakley to have two meters on the South side of llth Street next to the corner of the Austin Savings and Loan building, between now and election time, to bring in a van to load and unload supplies. Councilman Bechtol stated it would be contrary to the policy. It was brought out other requests similar had been made, but not granted. Councilman Bechtol moved the request be denied. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer Noes: None Absent: Mayor Miller and Councilman White CITY OF AUSTIN, TEXAS 321 321 The Assistant City Manager submitted the request from ACACIA FRATERNITY to park a covered wagon on Guadalupe on the west side in front of the Co-op, April 24-28th, and leave it there during the day time; but at night, if the Fraternity can obtain horses, they want to take the covered wagon around to the sorority houses and serenade them. The matter was discussed. Councilman Bechtol suggested that the group be told that the Council could not pass on this and that they come up next week with information on the purpose, whether or not it is for charitable purposes, and other information. The Chief of Police brought up the traffic hazard involved, and stated that the covered wagon would have to be properly lighted. Councilman Bechtol moved permission be granted Roy Velasquez to have a dance for the LULACS, Sunday, July 2, 1961, from 8:00 to 12:00 P.M. at the Coliseum at the regular rate. "Since this substation is necessary as a part of the power plant tie line now under construction, we recommend that the contract be awarded to Line Material Company as the lowest and best bid of $29,864.00. Lundelius, Chief Electrical Engineer" The Council discussed the esculation figures, and Mayor Pro-tem Palmer stated he would prefer to see the contracts issued on the base bid. The City Manager explained how the contract could be handled, and recommended that it be awarded on the basis of the $64,000 figure. Councilman Bechtol moved the Council award the Contract for the Isolated Phase Bus, Contract 75, to WESTINGHOUSE ELECTRIC CORPORATION on the basis of $64,000. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer Noes: None Absent: Mayor Miller and Councilman White Councilman Bechtol moved the Council award the contract for the Substation Addition, Contract No. 76, to LINE MATERIAL COMPANY, at $29,864.00. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Noes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer None Absent: Mayor Miller and Councilman White CITY OF AUSTIN, TEXAS 323 MR HIGGINS stated the other two tabulations would be studied and a recommendation made next week. The Director of Planning submitted two problems before his office. One, the Motel to be built on the Expressway and Riverside Drive. He listed the various items under discussion. The zoning was "0" lst Height and Area, which would require a special permit for a motel. The owners want to construct 121 units, but the ordinance permits 100. It was pointed out that the off street parking was planned on a part of the Interregional Highway right-of-way, which parking could not be permitted. He stated the applicants did not submit their plans and could not be issued a building permit, and the architect was told he would have to submit the plans before he could get his permit. Then the plans revealed these various points. It was brought out that the owners and architects were warned that they could not use the right-of-way for parking, and that the owner was told on several occasions that he could not build a 121 unit in this zone. The Director of Planning stated the consideration of the Council would be the timing over the special permit and zoning, which would require a public hearing on the part of the Planning Commission. The Director of Planning then brought up the second case, which was the Telephone Company's starting a service yard on 12th and Interregional Highway. He stated no application for special permit had been received. He said the Special permit would not require Council action, but a change of zoning would, which would probably come up four weeks from now. Mayor Pro-tem Palmer asked that they be told to initiate their special permit, and to bring in enough information showing what they plan to do. Discussion was held on the nursing home at 1203 Chicon Street, for which zoning is now pending. Mayor Pro-tem Palmer suggested that DR. E. H. GIVENS be contacted to see what could be worked out on the dedication of the street all the way from Redwood beyond Dr. Givens' property. The Director of Planning stated he would report back. The Director of Civil Defense made a report on the warning system that is being installed and about ready to be tested. After discussion, Councilman Bechtol moved the Civil Defense Director be authorized to have the first warning system drill at 3:00 P.M., April 28th, in connection with the National Alert; and from then on, once a month on the first Friday at 10:00 A.M. as per his recommendation. RAYWORTH WILLIAMS DAY - _ CITY OF AUSTIN, TEXAS 324 324 Councilman Bechtol moved that Absentee voting be conducted during the regular office hours and that we not have special hours for absentee voting in the Clerk's Office, and that the Legal Holiday of April 21st be observed. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Noes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer None Absent: Mayor Miller and Councilman White Mayor Pro-tem Palmer made inquiry as to the procedure to be followed regarding the Austin Develop Plan. The City Manager suggested it might be well to have some informal discussion meetings between the Commission and the Council, and a procedure be worked out by which the Council could ultimately come up with some concluded plans--whether there would be a series of hearings and the adoption of a complete plan or whether there would be parts to be considered and adopted. The City Manager stated bids received for some small construction at Brentwood Park came quite a bit higher than the estimate, and the Building and Grounds Superintendent thought he could do the construction for $3500. It had been noted that there had been found some errors on the plans which might bring the bid of the low bidders down. After discussion, Councilman Bechtol moved the Council reject the bids and authorize the City Manager to advertise with revised plans and specifications. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Perry, Mayor Pro-tem Palmer Noes: None Absent: Mayor Miller and Councilman White Mayor Pro-tem Palmer introduced the following ordinance: AN ORDINANCE APPOINTING ELECTION JUDGES AND CLERKS TO SERVE AT THE VARIOUS POLLING PLACES AT THE MUNICIPAL RUN-OFF ELECTION TO BE HELD ON APRIL 29, 1961, IN THE CITY OF AUSTIN; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EMERGENCY. The ordinance was read the first time and Councilman Bechtol moved the ordinance be passed through its first reading. CITY OF AUSTIN, TEXAS 325 325 The City Manager stated that the TEXAS SAFETY ASSOCIATION which met in Houston about two weeks ago had awarded the City of Austin 14 out of 17 awards. The only reason awards in the other three catagories were not made to Austin was there were too few people involved, although there was a perfect record. He stated this was quite an accomplishment as far as the safety work was concerned. The Council asked that the various Department Heads be invited to receive these awards publicly at 10:00 o'clock Thursday, April 20th, the next Council Meeting. There being no further business Councilman Bechtol moved the Council adjourn.
