WINTON JACKSON, Bond Consultant, stated the bids received on bonds were very good, and were better than those submitted last September. He distributed a copy of a letter from MOODY'S INVESTORS SERVICE, dated April 20, 1961, re- garding the rating, and referred to a paragraph contained in the letter, "I noted that you incorporated much of your rebuttal to our rating change last fall in the new prospectus a very valuable contribution and probably the only .. = CITY OF AUSTIN, TEXAS 360 explanation of operating philosophy that I have seen in print." MR. JACKSON made comment on the interest rates on the school bond sale, stating the average of the school general obligation bonds was 14.76 years, whereas the average of the general obligation bonds of the city is 17.87 years, and the revenue bonds is 15.74. MR. JACKSON referred to DUN & BRADSTREET, INC., Municipal Credit Survey, Special Report, AUSTIN, TEXAS, ELECTRIC LIGHT AND POWER, WATERWORKS AND SEWER SYSTEM REVENUE BONDS, dated April 18, 1961, and read the last paragraph, as follows: reading: "Administration: The utilities are operated by the City through regular City departments with capable technical heads for each of the utility systems. The City Manager is W. T. Williams, Jr., and the Director of Finance is J. D. Huffman, Jr. Operating personnel are well trained and the plants are well maintained. The City officials have shown foresight in planning to keep up with expanding demands on the utilities." "Consultants: Financial consultants: First Southwest Company, Dallas Consulting engineers: Brown & Root, Inc., Houston Independent auditors: Wade, Barton & Marsh, Austin Legal opinion (this issue): Attorney General of the State of Texas, and Dumas, Huguenin & Boothman, Dallas." Mayor Pro-tem Palmer brought up the following ordinance for its second AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CERTAIN CONTRACT WITH NELSON PUETT, JR.; PROVIDING FOR THE APPROPRIATION OF MONEY PAID TO THE CITY OF AUSTIN UNDER SUCH CONTRACT; AND DECLARING AN EMERGENCY. The ordinance was read the second time and Councilman White moved that the ordinance be passed through its second reading. HENRY RAMSEY had asked for permission to use Disch Field for a Rodeo in September after the baseball season, and they would pay MR. ALLAN RUSSELL around $3,000 for the use of the park. The Council discussed this request at length as to the condition of the field after the rodeo,, as to approval of the School Board as they were going to use the field for the Junior High Football, and as to other matters. It was brought out the School Board was planning on using the field again this year; and while the season opened last year on September 15th, it will open around September 7th or 8th this time. The Rodeo is planned for September 20th to the 24th. Councilman Perry suggested that the permission be granted for the Rodeo subject to the sponsors repairing the field immediately after they finish the Rodeo, and subject to certain financial arrangements. After discussion, Councilman Perry moved that MR. RAMSEY be granted per- mission to use Disch Field on September 20th through 24th subject to his having the field back in shape by the following Thursday. RAMSEY who assured him they would work with the School Board, and would guarantee they would have the field in shape by the following Thursday. MAYOR PRO-TEM PALMER read a communication regarding application for change in motor bus schedules as filed by the Greyhound Bus Company, from San Antonio to Dallas. Councilman Bechtol stated this meant two additional bus schedules for Austin. MAYOR PRO-TEM PALMER read a request from the Explorer Scout, Post 401, to anchor a floating dock on the town lake, for fishing and boating, at any location the city selected. Councilman Bechtol stated their intention was to make this facility available to the General Public. The City Manager stated inquiries received like this could be given study. If the lake is to be maintained with no motor boats, anchoring this would not create a hazard. If motors were to be allowed, it would constitute a hazard. He pointed out responsibilities involved-- the lighting, keeping the lights burning, maintenance, etc., and operation. Finally, after discussion, Councilman Perry suggested referring the matter to the City Manager to study and make a recommendation. Mayor Pro-tem Palmer asked that the Explorer Scouts be notified so they can start some other project. Burleigh" =CITY OF AUSTIN, TEXAS 364 364 MAYOR PRO-TEM PALMER read a letter from M. L. COLEMAN regarding paving in alleys, particularly the 1300 block Alley between Nueces and Rio Grande Street. The City Manager explained the type of paving he asked for--double penetrationwould not be satisfactory in alleys with as little traffic as they have, as weeds and grass grow right through. Also it is not legally possible to assess people for double penetration as it is not a permanent improvement. He suggested again that the alley be closed, and the property owners could fence it in any manner they desired, or they could pave it with any type of paving they wanted. Councilman Bechtol suggested that the property owners be informed the Council would be willing to take the following action: (1) To vacate the alley and thereby, it would be the responsibility of the property owners to put any kind of pavement they so desired. (2) To institute assessment paving on the alley which would mean the concrete paving, with an approximately cost of $3.50 per foot to a property owner. Mayor Pro-tem Palmer suggested that this be referred to COUNCILMAN WHITE, and the DIRECTOR OF PUBLIC WORKS. The City Manager said last week discussion was held on the speed limit on Ben White Boulevard. The Highway Department had set a speed limit of 60 miles per hour from Bergstrom Intersection to the City limit line, and 45 miles per hour from the west city limit line to the Fredericksburg Road. A speed limit was set last week at 50 miles per hour. Councilman Bechtol said the Traffic Department had recommended the speed limit as 45 miles per hour. Councilman Bechtol stated the Council should make the speed limit on Ben White Boulevard coincide with that recommended by the Highway Commission--45 miles per hour. Councilman Bechtol offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, after an engineering and traffic investigation, the City Council has found that the circumstances are such that the maximum reasonable and safe speed for the operation of vehicles at thefollowing location is greater than thirty (30) miles per hour; and WHEREAS, after said investigation the City Council has found that the maximum reasonable and safe speed for the operation of vehicles is forty-five (45) miles per hour at the following location: ON STREET FROM TO Ben White Boulevard East City Limit Line West City Limit Line Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be authorized and instructed to record this finding in Section 33.40 of the Traffic Register. MR. EINER JUUL proposed to trade land, giving the City the right-of-way it needed on the east side and west side of Manchaca Road, plus three tracts of land he owns in Bouldin Creek, in exchange for the remainder of the piece of property the city owns where the old Reservoir use to be in the old Travis County Water and Control District No. 1. He proposed to pay an additional amount for the property. Councilman Bechtol offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That W. T. He pointed out the lines they claimed which were the accretion lines, and also the overflow lines. The City Attorney explained the matter involved. After lengthy detailed discussion, Councilman Bechtol moved that the City Attorney be instructed to institute condemnation proceedings on the E. L. BAULKNIGHT and JACQUELINE SZICSKO property. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Bechtol, Perry, White, Mayor Pro-tem Palmer Noes: None Absent: Mayor Miller COUNCILMAN WHITE submitted a complaint from some painters who claim the City put out bids for painting the Hospital. After they submitted bids, they were advised a few days later the painting was not going to be done. The low bidder had a job at Georgetown; but when he was low on this job, he decided to go on with the hospital bid and let the other go. He now finds the hospital painting is not going to be done now. Councilman White stated he checked with the Hospital Administrator who told him the bidding was done for estimating purposes for the budget next year. The City Manager stated this was not authorized, and he would look into it. May 7th. CHIEF MILES invited the Council to the Newsmen Pistol Shoot, Sunday, Councilman White moved that the Council adjourn.
