=CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting June 15, 1962 10:00 Α.Μ. Council Chamber, City Hall 605 The meeting was called to order with Mayor Palmer presiding. Roll Call: Present: Councilmen Armstrong, Perry, Mayor Palmer Absent: Councilmen Shanks, White Present also: Reuben Rountree, Jr., Acting City Manager; Doren R. Eskew, City Attorney. The Mayor announced this meeting was called for the purpose of finally passing an ordinance amending the Minimum Housing Standards Code; for passing an ordinance placing the administrative responsibility for enforcing the Minimum Housing Standards Ordinance in the Building Inspector, through its second reading; for introducing and passing through the first reading an ordinance amending Chapter 14 of the Austin Building Code to provide minimum ceiling heights of from 5' to 7'; changing the name of the Greater East Austin Committee to CITIZENS ADVISORY COMMITTEE FOR COMMUNITY DEVELOPMENT; and accepting the high bid for houses located at 314 E. 16th and 309 E. 18th. Mayor Palmer brought up the following ordinance for its third reading: AN ORDINANCE AMENDING SECTION 14.17 OF THE AUSTIN CITY CODE OF 1954, SO AS TO MAKE THE MINIMUM STANDARDS FOR DWELLING UNITS UNIFORMLY APPLICABLE THROUGH- OUT THE CITY; AND DECLARING AN EMERGENCY. The ordinance was read the third time and Councilman Perry moved that the ordinance be finally passed. The motion, seconded by Councilman Armstrong, carried by the following vote: Ayes: Councilmen Armstrong, Perry, Mayor Palmer Noes: None Absent: Councilmen Shanks, White The Mayor announced that the ordinance had been finally passed. CITY OF AUSTIN, TEXAS 606 Mayor Palmer brought up the following ordinance for its second reading: AN ORDINANCE AMENDING CHAPTER 14 OF THE AUSTIN CITY CODE OF 1954 SO AS TO CONFER ADMINISTRATIVE AUTHORITY UPON THE CHIEF BUILDING INSPECTOR TO ENFORCE THE PROVISIONS OF SAID CHAPTER; AMENDING SECTION 14.21 ΤΟ MAKE IT CONFORM WITH SECTION 14.17; AND DECLARING AN EMERGENCY. The ordinance was read the second time and Councilman Armstrong moved that the ordinance be passed to its third reading. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Armstrong, Perry, Mayor Palmer Noes: None Absent: Councilmen Shanks, White Mayor Palmer introduced the following ordinance: AN ORDINANCE AMENDING CHAPTER 14 OF THE AUSTIN CITY CODE OF 1954 SO AS TO ESTABLISH MINIMUM STANDARDS FOR CEILING HEIGHTS IN DWELLING UNITS; AND DECLARING AN EMERGENCY. The ordinance was read the first time and Councilman Armstrong moved that the ordinance be passed to its second reading. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Armstrong, Perry, Mayor Palmer Noes: None Absent: Councilmen Shanks, White Councilman Armstrong moved that the name of the GREATER EAST AUSTIN COMMITTEE be changed to the CITIZENS ADVISORY COMMITTEE FOR COMMUNITY DEVELOPMENT. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Armstrong, Perry, Mayor Palmer Noes: None Absent: Councilmen Shanks, White Councilman Armstrong moved the Council accept the high bid of DICK RATHGERBER for the houses as follows: 314 East 16th $423.63 309 East 18th 1.00 The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Noes: Councilmen Armstrong, Perry, Mayor Palmer None Absent: Councilmen Shanks, White - CITY OF AUSTIN, TEXAS 607 Councilman Armstrong suggested that the Council invite two citizens every week, giving a list to the City Clerk to write them an invitation, and ask them if they cannot come to reply by a certain date.
