Council Chamber, City Hall 608 The meeting was called to order with Mayor Pro-tem Perry presiding. Roll call: Present: Councilmen Armstrong, White, Mayor Pro-tem Perry Absent: Councilman Shanks, Mayor Palmer Present also: Reuben Rountree, Jr., Acting City Manager; Doren R. Eskew, City Attorney; Barent Rosen, Acting Chief of Police City Manager W. T. Williams, Jr., absent. Invocation was delivered by REV. P. L. WOODS, Wesley Chapel. The Council received the recommendation of the Director of Electric Utilities, as follows: "June 18, 1962 "TO: Honorable Mayor and Members of the City Council. SUBJECT: Bids for Condenser Tubes Power Plant. "Bids were received in the office of the Purchasing Agent at 2:00 P.M. June 14, 1962 for the purchase of 6000 uninhibited Admiralty Metal Type A Condenser bubes. "These tubes are for re-tubing condensers for Units No. 5 and No. 6. "The City's estimated cost was $40,000.00. "Bids were sent to all firms in this area and to all firms who have asked to bid on our requirements. All manufacturers were represented. "Bids received are as follows: Metal Goods Corporation (Representing Bridge Port Brass) Anaconda American Brass Co. Metal Goods Corporation (low bidder) bid a unit price of $0.2818 per foot less 1/2 pf 1% for cash 10th prox. or a saving of $10,627.01 under published prices. "Mr. Blankenship of the Power Plant has examined the bids and states that the low bidder meets the specifications. "It is recommended that contract be awarded low bidder, Metal Goods Corporation of San Antonio for the 6000 tubes at a total price of $37,567.20 1% 10 25th net 30 days. - less 1/2 of "W. T. Williams, Jr., City Manager" Councilman Armstrong offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on June 14, 1962, for the purchase of 6000 uninhibited Admiralty Metal Type A Condenser tubes; and, WHEREAS, the bid of Metal Goods Corporation (representing Bridge Port Brass), in the sum of $37,379.36, was the lowest therefor, and the acceptance of such bid has been recommended by the Superintendent of the Electric Production Division, and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Metal Goods Corporation (representing Bridge Port Brass), in the sum of $37,379.36, be and the same is hereby accepted, and that the City Manager be, and he is hereby authorized to execute a contract, on behalf of the City, with Metal Goods Corporation. The motion, seconded by Councilman White, carried by the following vote: Ayes: Noes: Councilmen Armstrong, White, Mayor Pro-tem Perry None Absent: Councilman Shanks, Mayor Palmer Councilman Armstrong submitted a request for traffic control at WOODLAWN and PALMA PLAZA, the request coming from a whole neighborhood. The matter was referred to the Traffic Engineer. Councilman Armstrong inquired if there was anything the City could do about taxicabs' parking in front of peoples' homes, and reported a complaint he had received about this. He suggested the taxicabs could be parked in areas where they would not disturb the people. - CITY OF AUSTIN, TEXAS 610 Councilman Armstrong reported a request he had received that the big tree on Lorrain not be removed in the paving of the street. The Acting City Manager reported that the policy had been to remove the trees if they were in the paved area; and the gentleman who called was going to try to get a petition of 51% of the owners in the block to object to the paving if this tree had to come down. The Acting City Manager stated that was something to be considered when it came in. Councilman White reported a call to him regarding the skip paving on Travis Heights Boulevard, stating it was different from the rest, and the cost was $600. The Acting City Manager said this recent skip paving program included either a concrete base with 1½" hot mix, or all concrete, and it was more expensive than the other type of paving. Councilman Armstrong submitted a request from a group that some type of traffic control be set at 32nd and Duval, as this big tree growing out in the street causes some concern. He said traffic was so heavy on 32nd Street that it backed up all the way to Red River Street. He requested that the Traffic Department also be asked to make a study of this situation. Councilman Armstrong reported a call he had on the brush collection, stating the gentleman was perfectly willing to pay, but complained that two men came out to his house; found no one at home, and returned to tell his wife that it would be $8.00. His complaint was the time consumed by city employees in fixing the price and suggested that the matter be looked into to see if it could be handled more efficiently. The Assistant City Manager stated there was one man trained in making contracts on the brush pick-ups, and another man was accompanying him to learn the technique, and it is possible this was the case that Professor Short had in mind. The Acting City Manager stated alsoe the men in the Parks Division are out checking the park crews over the city, and they may have been in this area and discussed this matter. The Acting City Manager also explained the method of collection, in that a note is left on the door to the effect that the men had called, and that the cost would be a certain amount to haul the particular amount of brush off, and that if the person would mail a copy of that notice along with his check, a receipt would be mailed back and the brush would be picked up. Councilman Armstrong asked the Assistant City Manager to contact DR. BYRON SHORT and explain this to him. Councilman White offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Manager be and he is hereby authorized and directed to enter into a License Agreement, on behalf of the City of Austin, with Southern Pacific Company for the installation of a twenty-four inch (24") reinforced concrete sanitary sewer line to cross said Southern Pacific Company's property and under its Western Branch main tract at an approximate angle of 68° at Engineer's Station 5854/42 (Mile Post 110.88), Travis County, Texas, in accordance with the terms and provisions of a certain license agreement exhibited to the City Council; and CITY OF AUSTIN, TEXAS 611 BE IT FURTHER RESOLVED: That the City Clerk is hereby directed to file a copy of said license agreement in the permanent records of her office without recordation in the Minutes of the City Council. vote: The motion, seconded by Councilman Armstrong, carried by the following Ayes: Noes: Councilmen Armstrong, White, Mayor Pro-tem Perry None Absent: Councilman Shanks, Mayor Palmer Mayor Protem Perry stated he had been making a study on providing a contract for fire protection in industrial areas to see if that would actually hemp on the insurance rates in these industrial areas, and he had been told by one of the agents that it would not, and he had been handed a copy of a page out of the Insurance rule book. Mayor Pro-tem Perry stated he believed it would help, and the City Attorney was asked to check over this copy and see what he thought. Mayor Pro-tem Perry stated the people on Avenue D who had these flood problems seemed to think there is an excessive amount of water being drained into their area by the State Health Department Building. The Acting City Manager, Mr. REUBEN ROUNTREE, stated he did not think so, but there were more obstructions in the creek that are being checked, and when those problems are corrected, their problems would be remedied. The Council greeted and welcomed MR. BERNARD SHAW, Public Health Officer from Kenya, Africa, introduced by MR. HERBERT HARGIS, Sanitary Engineer. Councilman Armstrong referred a letter he received from DR. GEORGE CLARK regarding providing stickers for visitors' cars, so they would not encounter so many parking problems, as they did during the recent Medical Convention, to the Assistant City Manager for answer. The Assistant City Manager filed a petition sent to MR. ARTHUR CRANDALL, Administrator, Brackenridge Hospital, by the Nursing Service Department, expressing appreciation for the work that was done and that culminated in the pay increases. The Mayor Pro-tem thanked the Nursing Service Department for this expression from them. The Acting City Manager stated MR. THOMAS PERKINS, Chamber of Commerce, had called him stating in connection with the Aqua Festival it would be necessary for them to put a boat in the lake from time to time between now and the date of the Austin Aqua Festival. The Acting City Manager asked for standing approval from the Council whereby all boats in connection with the Aqua Festival, registered with the City Manager's Office, that needed to get on the lake, could be granted permission by the City Manager, who in turn would notify the Police Department of the type of boat and barge. Acting Chief of Police Rosen recommended that there be some identification placed on the boat. Mayor Pro-tem Perry requested that the Committee put a sign on the boat to read, "Official CITY OF AUSTIN, TEXAS 612 Aqua Festival Craft". Councilman White moved that the Council authorize the official motor boats operated by the 1962 Austin Aqua Festival, which are registered with the City Manager and properly identified as official Aqua Festival Boats, to be operated when necessary on Town Lake between now and August 15, 1962. The motion, seconded by Councilman Armstrong, carried by the following vote: Ayes: Noes: Councilmen Armstrong, White, Mayor Pro-tem Perry None Absent: Councilman Shanks, Mayor Palmer The Acting City Manager stated last week a petition was received concerning the high grass in the Shadow Lawn area, and reported that the grass was high and needed mowing, and that it had been taken care of. There being no further business, Councilman White moved that the Council adjourn.
