) CITY OF AUSTIN, TEXAS- MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting April 08, 1963 10:00 Α.Μ. Council Chamber, City Hall 32 ! The meeting was called to order with Mayor Palmer presiding. Roll call: Attorney Present: Councilmen Perry, Shanks, White, Mayor Palmer Absent: Councilman Armstrong Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City The Mayor announced this was a Special Meeting called for the purpose of canvassing the returns of the Election of April 6, 1963, and declaring the results thereof; and for the purpose of passing an ordinance ordering a run-off election on May 4, 1963. The Council canvassed the returns from the 37 Precincts noting the contents of Boxes No. 4 and noting the number of mutilated ballots. Councilman White offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, by virtue of an election held in the City of Austin, Texas, on the 6th day of April, 1963, for the purpose of electing five Councilmen, the official returns from the election officials and the canvass thereof by the City Council show that the following named persons severally received the total votes set opposite their names respectively, to wit: Councilman, Place No. 1 Dan Watson Received 8,636 0. V. Koen Received 229 Mrs. Emma. Long Received 12,833 Councilman, Place No. 2 Ben White Received 14,657 Ronald J. Byers Received 6,720 Councilman, Place No. 3 CITY OF AUSTIN, TEXAS April 8, 1963 327 Councilman, Place No. 4 B. T. Bonner Lester E. Palmer Louis F. Shanks Received 9,111 W. A. "Bill" Garrison Paul W. Payne Travis LaRue WHEREAS, it appears that Mrs. Emma Long received a majority of all votes cast at said election for Councilman, Place No. 1; that Ben White received a majority of all votes cast at said election for Councilman, Place No. 2; that Lester E. Palmer received a majority of all votes cast at said election for Councilman, Place No. 4; and that Travis LaRue received a majority of all votes cast at said election for Councilman, Place No. 5; and, WHEREAS, it appears that no candidate received a majority of all the votes cast at said election for Councilman, Place No. 3, but that Louis F. Shanks and Paul W. Stimson are the two candidates who received in said election the highest number of votes for Councilman, Place No. 3; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That, in accordance with said returns, as received and canvassed, the following named persons are hereby declared duly elected and authorized to qualify for the position of Councilman for the City of Austin, for the term of two years beginning May 15, 1963: Place No. 1 Mrs. Emma Long Place No. 2 Ben White Place No. 4 - Lester E. Palmer Place No. 5- Travis LaRue AND BE IT FURTHER RESOLVED: That in accordance with said returns, and the canvass thereof, the two following named persons are hereby declared to be the two candidates who received in said election the highest number of votes for the place indicated to which no one was elected and shall be voted on again: Councilman, Place No. 3 Louis F. Shanks Paul W. Stimson The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Noes: Councilmen Perry, Shanks, White, Mayor Palmer None Absent: Councilman Armstrong CITY OF AUSTIN, TEXAS April 8, 1963 Mayor Palmer introduced the following ordinance: AN ORDINANCE ORDERING A RUN-OFF ELECTION TO BE HELD MAY 4, 1963, FOR THE PURPOSE OF ELECTION ONE COUNCILMAN OF THE CITY OF AUSTIN FOR A TERM OF TWO YEARS BE- GINNING MAY 15, 1963, DESIGNATING THE POLLING PLACES IN THE VARIOUS PRECINCTS; AND PROVIDING THE PROCLAMATION OF SAID ELECTION; AND DECLARING AN EMERGENCY. The ordinance was read the first time and Councilman Perry moved that the rule be suspended and the ordinance passed to its second reading. The motion seconded by Councilman White, carried by the following vote: Ayes: Councilmen Perry, Shanks, White, Mayor Palmer Noes: None Absent: Councilman Armstrong The ordinance was read the second time and Councilman Perry moved that the rule be suspended and the ordinance passed to its third reading. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Perry, Shanks, White, Mayor Palmer Noes: None Absent: Councilman Armstrong The ordinance was read the third time and Councilman Perry moved that the ordinance be finally passed. The motion, seconded by Councilman White, carried by the following vote: Ayes: Noes: Councilmen Perry, Shanks, White, Mayor Palmer None Absent: Councilman Armstrong The Mayor announced that the ordinance had been finally passed.
