Council Chamber, City Hall The meeting was called to order with Mayor Palmer presiding. Roll call: Present: Councilmen Armstrong, Perry, White, Mayor Palmer Absent: Councilman Shanks Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney; Reuben Rountree, Jr., Director of Public Works; Robert A. Miles, Chief of Police Invocation was delivered by REV. BILL C. CLARK, West Austin Baptist Church. MR. TOM PERKINS, Chamber of Commerce, introduced MR. BILL GASTON who extended an invitation to the Council to the dinner on May 13, 1963, honoring Austin's 222 Industries. The Mayor thanked Mr. Perkins and Mr. Gaston, and stated the Council was interested in the industrial development of the City. MRS. J. COLEMAN AKIN submitted a program for the two-day LaGuna Gloria Fiesta May 4th and 5th. The Council welcomed and greeted MRS. GEORGE FRANCISCO. TEXAS May 2, 1963 The City Manager reported that MR. FIELDON W. BERRY had been operating the concession in Zilker Park under the direction of MR. MARVIN YOUNG. Mr. Young has transferred the concession rights to Mr. Berry, and it is provided in the contract that any transfer would require Council approval. Councilman White moved that the transfer of the Concession rights at Zilker Park from Marvin Young to FIELDON W. BERRY be approved. Spear League, in the City of Austin, Travis County, Texas, according to a map or plat of said Enfield E of record in Book 3 at page 180 of the Plat Records of Travis County, Texas; and, WHEREAS, the owner of said property has requested the City Council of the City of Austin to release said easements; and, WHEREAS, the City Council has determined that the hereinafter described easements are not now needed and will not be required in the future; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Manager of the City of Austin be, and he is hereby authorized to execute a release of the following described easements for public utility purposes, to wit: Two (2) strips of land five (5.00) feet in width, the strip hereinafter described as Number 1 being out of and a part of Lot 13, Enfield E; the strip hereinafter described as Number 2 being out of and a part of Lot 14, Enfield E; said Enfield E being a subdivision of a portion of the George W. Spear League in the City of Austin, Travis County, Texas, described in a deed of record in Volume 2547 at page 123 of the Deed Records of Travis County, Texas; and, WHEREAS, the owner of said property has requested the City Council of the City of Austin to release said easement; and, WHEREAS, the City Council has determined that such easement is not now needed and will not be required in the future; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Manager of the City of Austin be, and he is hereby authorized to execute a release of the following described storm sewer easement, to-wit: A strip of land five (5.00) feet in width, same being out of and a part of that certain tract of land out of and a part of the George W. A. Rauhut submitted the highest and best bid in the amount of $1,150.00 on Parcel 1, and Richard S. Hinton submitted the highest and best bid in the amount of $3,303.99 on Parcel 2, both parcels being more particularly hereinafter described; and, WHEREAS, the City Manager and the Director of Public Works have recommended the sale of the hereinafter described property to said bidders; Now, Therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That W. T. Councilman Armstrong moved that the City Manager be authorized to proceed with the work and have the mercury vapor lights installed on South Congress Avenue. The motion, seconded by Councilman Perry, carried by the following vote: Ayes: Councilmen Armstrong, Perry, White, Mayor Palmer Noes: None Absent: Councilman Shanks The City Manager reported the grade separation for Westover Road and the Missouri Pacific track had been completed, and the shoo-fly track had been removed, the cut and fill will be finished, and the paving can be started and the road under that separation can be completed. He recommended rather than to advertise for bids on this small job, that it be added to the present contract at the same unit price. If this could be added to the WERNEBURG contract, he could move in and the completion would not be delayed. After discussion, Councilman White moved that the City Manager be authorized to execute a change order with Werneburg Company for this extra work. The City Manager made a progress report on the new golf course, and stated it was nearing completion. He suggested that the course be named. The Mayor recalled there was a request many years ago that it be named to honor the MORRIS WILLIAMS family, and it had been suggested again. The Parks and Recreation Board recommended the name. JOHN CAMPBELL, TV Cable Company of Austin, made a progress report on the television signal distribution service his company has made, stating there was almost 20 miles of construction with over 100,000 feet of cable strung in the south Austin Area. The micro-wave application has been on file with the F.C.C. for over the required 60-day period, and Mr. Campbell stated he expected the premit within 10-15 days. He said the site in San Marcos had been obtained, and construction there will start when the permit is received. He already had the special permit on his lot on South 1st Street, upon which he would build a 200' tower. He was putting from 35-40,000' feet of cable in the air per week, and Austin will have cable TV in a very short time. The Mayor stated this was fine news, and many people would be interested in this report. Councilman White moved that the Council authorize MR.
