CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting November 07, 1963 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Pro-tem LaRue presiding. Roll call: Present: Councilmen Long, Shanks, White, Mayor Pro-tem LaRue Absent: Mayor Palmer Present also: Reuben Rountree, Jr., Acting City Manager; Doren R. Eskew, City Attorney; Robert A. Miles, Chief of Police Church. Invocation was delivered by DR. WILLIAM T. GIBBLE, University Christian Mayor Pro-tem LaRue welcomed a group of University of Texas students visiting the Council Meeting. The Mayor Pro-tem announced that the Mayor and City Manager were in New York regarding bonds. MR. JIM WILSON, Assistant City Manager, reported that at the request of the Council the Austin Fire Safety Board had made a study of the feasibility of an emergency reporting system for fire and police, and had recommended to the Council the adoption of the Bell System Telephone Reporting System. He stated the locations, the number of instruments, etc. had been firmed up and they were ready to enter into the contract with the Telephone Company for the installation of this system. There will be 192 stations covering all shopping centers and all schools, except the University of Texas who asked for ll additional instruments to be put on their campus at their expense. He stated the key rate for Austin was 174 and of this 74 was charged for not having a reporting system. If the system is installed as planned it will reduce the key rate by 44, not receiving the full 7 as the instruments are not being installed at every point. The cost would be $31,000 a year on the system, which includes both station rates and the line rental to each one of the instruments; and a one time installation cost of $7,080. He said there would be a savings of $55,304 to persons in Austin buying insurance. Equipment and locations have been approved by Mr. Hawley, State Insurance Board. Mr. W. L. Heaton, Fire Marshal, and Mr. Les Phares were present in the interest of the System. After discussion, Councilman Long offered the following resolution and moved its adoption: = CITY OF AUSTIN, TEXAS November 7, 1963 (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That W. T. Williams, Jr., City Manager, be, and he is hereby authorized to execute on behalf of the City of Austin an agreement with Southwestern Bell Telephone Company for the installation of an emergency telephone reporting system heretofore proposed by said Southwestern Bell Telephone Company. The motion, seconded by Councilman White, carried by the following vote: Ayes: Councilmen Long, Shanks, White, Mayor Pro-tem LaRue Noes: None Absent: Mayor Palmer On behalf of the Council, Councilman Shanks thanked the Fire Prevention Board, under the chairmanship of Mr. Les Phares, for all their diligent work and for the time and effort they put into this study. The Director of Public Works said these were voluntary paving programs and they would be paved with either an 8" or 10" base and 1½" hot mix. No persons appeared to be heard. TEXAS November 7, 1963 Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the following described tract of land owned by the City of Austin, a municipal corporation situated in Travis County, Texas, be and the same is hereby set aside and dedicated for use as a public street and thoroughfare in the City of Austin, to be known as Duval Street, said tract being described as follows: BEGINNING at an iron stake located at the southwest corner of Lot 11, Block 4, St. John's Home Addition in the City of Austin, Travis County, Texas, recorded in Book 4, Page 42, Plat Records of Travis County, Texas, said point being also on the north line of that certain 28.62 acre tract of land out of the James P.
