CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Recessed Meeting of April 06, 1964 ARRIL 6, 1964 10:00 Α.Μ. Council Chamber, City Hall 370 The meeting was called to order with Mayor Palmer presiding. Roll call: Present: Councilmen LaRue, Long, Shanks, White, Mayor Palmer Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew; City Attorney; Robert A. Miles, Chief of Police MR. CLAUDE ALLEN had the floor, and continued speaking discussing the manner in which the Department of Public Safety described the negro; urging the City Council, the power structure and its representatives to bring "Brotherhood Week" to Austin 52 times a year; urging the Council to get bitter about littering the streets with human beings. He then said he would like to yield the floor to REV. WESLEY SIMS as a part of his presentation. REV. SIMS, without permission of the Mayor and Council took the floor in view of the fact others had asked permission to speak. Finally Mr. Allen, stated he had completed his report, and expressed appreciation for the courtsey shown. REV. WESLEY SIMS, Bethany Christian Church, stated he was speaking for Mr. Overton, and said there were 114 priests and men from St. Edwards who wanted to speak, also. Rev. Sims, talked and read from the Charter of the United Nation's, universal declaration of human rights, until noon, when the Council recessed until 1:30 Ρ.Μ. RECESSED MEETING 1:30 P.M. The Council resumed its meeting at 1:30 P.M. REV. SIMS started reading from the Bible, continued talking and reading from the United Nations Charter until 5:15 P.M., when the Council recessed until 10:00 A.M., April 7, 1964.
