_ CITY OF AUSTIN、TEXAS: MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting August 24, 1964 10:00 Α.Μ. Council Chamber, City Hall 1 The meeting was called to order with Mayor Palmer presiding. Roll call: Present: Councilmen LaRue, Long, Shanks, White, Mayor Palmer Absent: None Present also: W. T. Williams, Jr., City Manager; Doren R. Eskew, City Attorney MAYOR PALMER announced this was a Special Meeting of the City Council called for the purpose of canvassing the returns of the Special Bond Election held on August 22, 1964. The Council canvassed the returns from each of the 37 precincts. Councilman Shanks offered the following resolution and moved its adoption: (RESOLUTION) A RESOLUTION by the City Council of the City of Austin, Texas, canvassing returns and declaring results of a bond election held in said City on the 22nd day of August, 1964, to authorize the issuance of bonds of the City of Austin; enacting provisions incident and relating to the purpose and object of this resolution and declaring an emergency. WHEREAS, under and by virtue of an ordinance duly passed by the City Council of the City of Austin, Texas, on the 30th day of July, 1964, an election was held in said City on the 22nd day of August, 1964, on four propositions for the issuance of the bonds of said City of Austin, Texas, in the following amounts and for the following purposes, to-wit: $3,500,000 general obligation bonds for constructing, equipping, improving and repairing hospital buildings of the City of Austin and acquiring necessary lands therefor; $ 750,000 general obligation bonds for constructing, equipping August 24, 1964 _ CITY OF AUSTIN. TEXAS and improving fire stations in and for the City of Austin and acquiring necessary lands therefor; $1,500,000 general obligation bonds for constructing and improving public parks and public playgrounds of the City of Austin and for constructing, improving and repairing buildings and other recreation facilities of said parks and playgrounds and for acquiring necessary lands and equipment therefor; $8,250,000 general obligation bonds for constructing and improving streets including bridges and drainage incidental thereto in and for said City of Austin and for acquiring necessary lands therefor; AND WHEREAS, on this the 24th day of August, 1964, there came on to be considered the returns of said election; and, WHEREAS, upon consideration of the returns of said election, it appears that the same was in all respects legally held, after due notice had been given, and that the said returns were duly and legally made; and, WHEREAS, it further appears from said returns that there were cast at said election 6025 votes on the proposition for the issuance of $3,500,000 General Obligation Hospital Bonds, of which number 5103 votes were cast "FOR THE ISSUANCE OF $3,500,000 GENERAL OBLIGATION HOSPITAL BONDS"; and 922 votes were cast "AGAINST THE ISSUANCE OF $3,500,000 GENERAL OBLIGATION HOSPITAL BONDS"; and, WHEREAS, it further appears from said returns that there were cast at said election 6011 votes on the proposition for the issuance of $750,000 general obligation fire station bonds, of which number 5168 votes were cast "FOR THE ISSUANCE OF $750,000 GENERAL OBLIGATION FIRE STATION BONDS"; and 843 votes were cast "AGAINST THE ISSUANCE OF $750,000 FIRE STATION BONDS", and, WHEREAS, it further appears from said returns that there were cast at said election 6020 votes on the proposition for the issuance of $1,500,000 general obligation park bonds, of which number 4682 votes were cast "FOR THE ISSUANCE OF $1,500,000 GENERAL OBLIGATION PARK BONDS"; and 1338 votes were cast "AGAINST THE ISSUANCE OF $1,500,000 PARK BONDS"; and, WHEREAS, it further appears from said returns that there were cast at said election 6017 votes on the proposition for the issuance of $8,250,000 general obligation street improvements bonds, of which number 5067 votes were cast "FOR THE ISSUANCE OF $8,250,000 GENERAL OBLIGATION STREET IMPROVEMENT BONDS"; and 950 votes were cast "AGAINST THE ISSUANCE OF $3,250,000 STREET IMPROVEMENT BONDS; and, WHEREAS, the City Council considers that it is to the best interest of the City and its inhabitants that at the earliest possible date the City provide funds for such purposes, thereby creating an emergency measure for the immediate preservation of the public peace, health and safety of the citizens of the City; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: SECTION 1. That the aforesaid election was duly and legally called and : August 24, 1964 _ CITY OF AUSTIN, TEXAS.: notice thereof given in accordance with the laws of the State of Texas and the ordinance calling said election; that said election was held in strict conformity! with the Constitution and laws of the State of Texas, and the returns thereof have been properly made to the officials of the City entitled to receive same; that only resident qualified property taxpaying electors of the said City of Austin, Texas, who owned property therein, subject to taxation, and who have duly rendered the same for taxation, were permitted to vote at said election; and, further that said election properly represents the desires of those qualified to vote as aforesaid. SECTION 2. That the proposition to issue $3,500,000 general obligation bonds for permanent public improvements, to-wit: constructing, equipping, improving and repairing hospital buildings of the City of Austin and acquiring necessary lands therefor, was sustained by a majority of the qualified electors of said City, voting at said election, who own taxable property in said City, and who had duly rendered the same for taxation, and that the City Council of said City is authorized to issue said bonds and to levy and have assessed and collected taxes for the payment of the principal of and interest on said bonds in the time and manner prescribed by law. SECTION 3. That the proposition to issue $750,000 general obligation bonds for permanent public improvements, to-wit: constructing, equipping and improving fire stations in and for the City of Austin and for acquiring necessary lands therefor, was sustained by a majority of the qualified electors of said City, voting at said election, who own taxable property in said City, and who had duly rendered the same for taxation, and that the City Council of said City is authorized to issue said bonds and to levy and have assessed and collected taxes for the payment of the principal of and interest on said bonds in the time and manner prescribed by law. SECTION 6. That the public importance of this measure and the fact that it is to the best interest of the City and its inhabitants to provide funds for the improvements hereinabove set out, at the earliest possible date for the immediate preservation of the public peace, health and safety of the citizens of the City of Austin, Texas, constitutes an emergency and an imperative public CITY OF AUSTIN, TEXAS August 24, 1964 !1 necessity that this resolution shall take effect and be in full force immediately upon its passage, all ordinance and charter rules governing the effective date of any resolution are hereby suspended and this resolution shall take effect and be in force and effect from and after its final passage, and it is so resolved. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen LaRue, Long, Shanks, White, Mayor Palmer Noes: None Councilman Long moved that a letter of commendation be sent to the Chairmen and Co-Chairmen of the Bond Committee; also letters to the Speakers Committee and to the others who served on the Committee.
