ZIDELL By Sidney Purser 1704-1710 West Avenue From "A" Residence 1st Height & Area To "B" Residence 2nd Height & Area NOT Recommended by the Planning Com- mission RECOMMENDED "B" Residence 1st Height & Area MAYOR PALMER read a letter from the Chairman of the Downtown Austin Unlimited, Mr. Francis Amsler, asking that the Council seek the cooperation of the GREYHOUND CORPORATION in revising preliminary plans for that firm's proposed bus station at Fourth and Congress Avenue. The City Manager reported the Director of Public Works had met with some of the officials of the Greyhound Corporation. The City Attorney also reported the Attorney from the Bus Company had asked to be permitted to file a brief on the points of law involved; and he had been told that would be permissible, and that Mr. W. W. Patterson would be extended the same opportunity. The City Attorney stated if it were agreeable to the Council, decision on this request concerning the busses could be postponed at this time. The City Manager discussed a problem that needed to be resolved regarding a stairway which had been constructed in the San Jacinto Street sidewalk area; which is an obstruction in the sidewalk area; and which has not been approved by the Council or anyone. He stated this encroachment was different from those _ CITY OF AUSTIN, TEXAS November 25, 1964 that are extended out into the sidewalk area at entrances of buildings, as this stairway would descend to a basement level and would leave a hole in the sidewalk into which people could easily stumble. Some sort of treatment is needed to prevent that possibility. The drawing plans were discussed, and the Assistant City Manager suggested that an additional railing be placed in the area, and that planters of some type be placed where a person would be guided around and not just walk right into the cut in the sidewalk. The other solution would be to fill up the hole. He said he had been told the Federal Government would accept public liability. Councilman Shanks stated it was up to the City to make the suggestion, as to how it should be done. After discussion, Councilman Long moved that the City Manager be authorized to write a letter of recommendation to the General Service Agency in accordance with what had been outlined, or anything else that may be in the interest of public safety. He stated a study of the feasibility of the purchase had been made, and reported on what it would take to place the assets and liabilities in the same status as the other districts at the time they were purchased; on the number of customers; the projection of new customers; and the amount of possible sales in relation to the revenue. After discussion, Councilman Long moved that the Directors of Water Control District No. 1l be advised that the City is not ready at this time to purchase this District. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen LaRue, Long, Shanks, White, Mayor Palmer Noes: None Councilman LaRue offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, inquiries are made periodically by persons interested in the _ CITY OF AUSTIN, TEXAS November 25, 1964 population and growth of the City of Austin; and, WHEREAS, based upon studies and analysis of population factors indicated by water, electric, and gas connections, birth and death rates, immigration and migration, and the school census of the Austin Independent School District, the population within the corporate limits of the City of Austin is estimated with reasonable accurany to have been 212,000 as of November 1, 1964; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the official estimate of the population residing within the corporate limits of the City of Austin as of November 1, 1964, be established as 212,000. RONNIE DUGGER, asking the Council to illegalize the "automotion" advertising devices now being used on top of taxicabs in the City, as these ad-flipping devices, producing motion atop the vehicle simultaneous with motion in traffic, are undeniably designed to attract the attention of other motorists, and are obviously a traffic hazard. Councilman Long moved this be sent to the Traffic and Transportation Department for study. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen LaRue, Long, White, Mayor Palmer Noes: Councilman Shanks Mayor Palmer outlined part of the work schedule before the Council that should be considered prior to the end of the year: 1. The Council, in its work session, on Tuesday 24th, after looking at and studying hundreds of parcels of properties on which tax appeals had been made, resolved the greater portion of the appeals, and would try to make those announcements next Thursday. 2. The Recertification of the Workable Program, which should be filed in January needs consideration with respects to expanding the Committee and appointments to the Committee, as well as perhaps employing professional help. 3. Meeting of the Texas Water Commission with about 80 cities to discuss a plan that would include provisions for meeting the various types of water requirements for the State passed the year 2000. The Director of Water Utilities, Superintendent of Water and Sewage Treatment Plants, and an Assistant City Attorney were designated to attend this meeting to be held at 9:00 A.M., December 3, 1964, at the Texas Highway Department Building. 4: Appointment of a Committee of approximately 10-15 to participate in the State-wide Mental Retardation Planning Study, and have it available to work with GOVERNOR CONNALLY'S Inter-Agency and Advisory Committee. The Mayor asked that the Council have suggested names by December 1st. _ CITY OF AUSTIN, TEXAS- November 25, 1964 5. Announcement that the Field Representative of the Housing, Home and Finance Committee would be in Austin on December 2nd to discuss the status of the Workable Program. 6. The scheduling of a meeting to consider very carefully the coordination and all phases of the Economic Opportunity Act and Community Action program; as some phases fall under the Department of Labor, some under Housing, some under Educational Agencies, Schools, and other agencies. The Council should delve into this very carefully to see in what areas, if any, the City should participate. Councilman Long expressed particular interest in the Youth Opportunity program, which she would like to see move out rapidly, and suggested that a meeting be set next week. Councilman Shanks noting so much of this program involved education, recommended that the City should work with the School Board and set up a citizens committee to work in conjunction with the School Board and City Council and make a joint report. The Mayor said the whole program should be analyzed, and the Council see what portion it should go into, if any. Finally after discussion, Councilman Long moved that Tuesday, December 1, 10:00 A.M. be set as a date for this work session. The motion was seconded by Councilman Shanks. Roll call showed a unanimous vote. MR. BOW WILLIAMS inquired about the suggestion of raising the commercial rates on industries since Austin was trying to get industries to locate here. It was explained the discussion concerned reduction on commercial users of electricity, and a possible raise in water rates. Mr. Williams discussed industry in general. The Mayor stated two years ago there was a banquet honoring 222 industries in the city, employing up to 300 people. Nation-wide about 85% of the industries employ somewhere around 300 or less people. He pointed out Austin had some very fine industries and listed some of the manufacturing plants, Texas Nuclear Corporation, a boat manufacturing plant, Tracor, and many others. The Mayor read a letter from Mr. John F. Campbell and Mr. Harry D. Pollard making an appeal on behalf of Dr. and Mrs. H. O. Poole and wife, and 62 other interested persons, on the approval of a Special Permit to R. D. Hardin, for a Pet Shop and Veterinary Hospital at 4600 Burnet Road and 1400-08 West 46th Street.
