• CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting March 23, 1967 10:00 Α.Μ. COUNCIL CHAMBERS, CITY HALL The meeting was called to order with Mayor Palmer presiding. Roll Call: Present: Absent: Councilmen LaRue, Long, White, Mayor Palmer Councilman Shanks INVOCATION The Invocation was delivered by REVEREND WARD H.N. GREGG of the Koenig Lane Christian Church. GARY JOB CORPS INVITATION Dr. John McIver, Community Relations Advisor for the Gary Job Corps in the Austin area, introduced to the Council two fellow corpsmen, Mr. Steve Philton and Mr. Marvin Foreman. Mr. Foreman read a citation commending the citizens of Austin for their interest and cooperation in the projects of the Gary Job Corps. He then extended an invitation to Mayor Palmer to be guest of honor, along with Congressman Jake Pickle, at a luncheon on March 28, 1967. Mayor Palmer then thanked Mr. Foreman and expressed his appreciation on behalf of the citizens of Austin for the community interest of the Job Corpsmen. TRAFFIC REPORT Mr. Bob Armstrong appeared before the Council to give a comparative report on traffic accidents of 1966 and 1967. Mr. Armstrong noted that there were 262 fewer accidents in 1967 than in 1966, and that property damages as well as fatalities and personal injuries had decreased in 1967. He then thanked the Police Department and the news media for furnishing the traffic data and encouraged Austinites to obtain safety stickers. Councilman Long moved the Council grant the change to "C-2" on the area occupied by the building. March 23, 1967 CITY OF AUSTIN, TEXAS JOHN TABOR By Russell Rowland C14-67-18 2121-2139 Ben White Blvd. 2120-2138 Redd Street From "A" to "GR" RECOMMENDED by the Planning Commission except for south 85' which was recom- mended "B" and west 30' which was recommended "0" Mr. Russell Rowland stated that there was an agreement to provide 10' for widening Redd Street and an additional 75' for "B" zoning for protection to the south across from the park. A buffer zone was to be left on the west side of the property. To eliminate the possibility of three zoning classifications on the tract he asked that the buffer zone be disregarded. Councilman Long asked that he give something in writing that the fence and planting would be kept to protect the neighbors from any debris that might blow. Mr. Rowland was agreeable to some kind of adequate screening. Mrs. Stanley Kornfuehrer did not object to the zoning, but did want a buffer zone left on Redd Street. The Mayor pointed out that the "B" zoning would not permit retail buildings, which would leave a 75' buffer. Councilman Long moved the Council grant the change to "GR" General Retail on the tract located at 2121-2139 Ben White Boulevard and to "B" Residence on the tract located at 2120-2138 Redd Street, subject to the restrictive covenant and dedication of 10' of right-of-way on Redd Street. He presented a 1951 map and a 1966 map of the area in question March 23,1967 =CITY OF AUSTIN, TEXAS- to show that it was developing rapidly and would continue to do so, regardless of the Council's decision on the zoning request. Mr. Moody noted that a petition had been filed by residents living in that area protesting that the zoning change would diminish the value of their property. Mr. Moody stated that the objections raised by the opponents did not furnish a relevant basis for denying the application and that the change from "A" 1st H&A to "LR" 2nd H&A would be beneficial to the property owners in that it would tend to keep the area more contained. The Council, on Mayor Palmer's suggestion, agreed to go inspect the area and postpone action until a full Council would be present. The motion, seconded by Councilman LaRue, carried by the following vote: Councilmen LaRue, Long, Shanks, White, Mayor Palmer Ayes: Noes: None STREET VACATION ORDINANCE Mayor Palmer brought up the following ordinance for its second reading: AN ORDINANCE VACATING AND PERPETUALLY CLOSING FOR PUBLIC USE A PORTION OF ANGELINA STREET, IN THE CITY OF AUSTIN, TRAVIS COUNTY, TEXAS; RETAINING AN EASEMENT FOR PUBLIC UTILITY PURPOSES SUSPENDING THE RULE REQUIRING THE READING OF AN ORDI- NANCE ON THREE SEPARATE DAYS; AND DECLARING AN EMERGENCY. _ CITY OF AUSTIN, TEXAS March 23, 1967 The ordinance was read the second time, and Councilman LaRue moved the Council waive the requirement for the third reading, declare an emergency and finally pass the ordinance effective immediately. AND MRS. RICHARD A. MURPHY as described in the Travis County Deed Records and known as Tract 18 of Revised Manana as described on the attached plot plan and hereby authorizes the said MR. AND MRS. RICHARD A. MURPHY to construct, maintain and operate this boat dock to same being constructed in compliance with all the ordinances relating thereto and further subject to the foregoing attached recommendations; and the Building Official is hereby authorized to issue an occupancy permit for the erection of this boat dock after full compliance with all the provisions of this resolution. Said permission shall be held to be granted and accepted subject to all necessary, reasonable, and proper, present and future regulations and ordinances of the City of Austin, Texas, in the enforcement of the proper police, fire and health regulations and the right of revocation is retained if, after hearing, it is found by the City Council that the said MR. Hospital for a six (6) months period, beginning March 28, 1967; and, WHEREAS, the bid of Oak Farms Dairies, in the sum of $17,215.25 was the lowest and best bid therefor, and the acceptance of such bid has been recommended by the Purchasing Agent for Brackenridge Hospital, and by the City Manager: Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Oak Farms Dairies, in the sum of $17,215.25, be and the same is hereby accepted, and that W. T. Williams, Jr., City Manager of the City of Austin, be and he is hereby authorized to execute a contract, on behalf of the City, with Oak Farms Dairies. McDonald Mr. Bennie Daugherty CITY OF AUSTIN, TEXAS March 23, 1967 TAXICAB HEARING SET Councilman Long moved the Council set a hearing on April 6, 1967 at 10:30 a.m. for the appeal of Mr. Sabatino Sconci from finding of the Taxicab Franchise Commission, requesting the Council to consider passage of an ordinance granting a franchise for the taxicab service. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen LaRue, Long, Shanks, White, Mayor Palmer Noes: None ELECTRICITY REQUEST DENIED The Council had before it for consideration a request from Mr. Glen McDavid of Oak Hill for the use of the City's electric services. The Council agreed that the request violated the City's policy concerning such services.
