WORKABLE PROGRAM The Council had before it for consideration a review of the Workable Program which included a list of accomplishments of the previous year as well as the goals for 1967. City Manager Williams read the following accomplishments and goals of the Workable Program: ACHIEVEMENTS OF THE PAST YEAR 1. Approval was given to revisions to the Zoning Ordinance including increased off-street parking requirements for apartments and dormitories, amendment to "0" Office District to provide for additional office uses and the elimination of the "C-1" Commercial District. 2. The Office of the City Manager completed its review of fees and charges for services. The only significant changes made were increases in fees at the hospital. 3. City Council approved a cooperation agreement with the Austin Housing Authority for the construction of 1,000 additional public low-rent housing units. 4. The City received a $1 million grant from the Department of Health, Education and Welfare for hospital development. Architectural plans have been completed and contracts have been awarded for the construction of the first phase of the City's Brackenridge Hospital. In connection with this, land acquisition for this first phase has been completed. 5. The Thirteenth annual 5-year Capital Improvements Program was completed June, 1966, and formed the basis for the City Manager's capital improvements budget recommendations in the 1966-67 Annual Budget. May 4, 1967 _ CITY OF AUSTIN, TEXAS 6. The Seventh annual 5-year Operating Budget Program was completed and formed the basis for the City Manager's operating budget recommendations in the 1966-67 Annual Budget. 7. The City Council called a $50 million utility revenue bond election (for water, sewer and electric utilities) and this was approved by the voters of the City with a 6 to 1 vote on April 2, 1966. In calling the election, the Council established a 100 plus member "Bond Committee" with a 14 member speakers committee to inform the community about the need, nature of projects and other information concerning the election. 8. In cooperation with the University of Texas, Chamber of Commerce, Texas Highway Department, Lower Colorado River Authority and other interested groups, the City prepared and submitted a proposal to the Atomic Energy Commission for locating a $375 million accelerator installation near Austin. Although Austin was not finally selected, it was among the final ten possible sites for the installation. 9. The Council authorized the construction of Decker Lake on land being acquired under the Open Space Program. Project completion will be in 1967. 10. The City Council granted fund assistance to the Austin Council for Retarded Children and for the Austin-Travis County Mental Health and Mental Retardation Center planning. 11. The Council established and funded the Austin Equal Citizenship Corporation to work on community problems concerning minorities and discrimination. 12. The Council approved an agreement with the Department of Health, Education and Welfare, and Brackenridge Hospital was approved for Medicare. 13. In September, 1966, the Council adopted a $49 million budget for the City which included an average 8 percent pay increase for City employees, with the lower income brackets receiving a 20 25% increase. 14. The Council and City Manager presented a proposal for joint development of the Missouri-Pacific Expressway to the State Highway Commission. A joint development agreement was entered into in October, 1966. 15. The Federal Housing Administration authorized the development of projects where rent supplement funds could be used for 100 housing units in Austin. 16. The City cooperated extensively with the Texas Research League in analyzing problems and possible solutions which formed a basis for the legislative and other recommendations prepared by the Texas Research League in its joint study of urban and regional problems for the Governor and Legislature and the Texas Municipal League. 17. The City received a $1.5 million grant from the Department of Housing and Urban Development for construction of a third water treatment plant to serve additional population and to assist in service to City-owned and City-served water districts in the surrounding area. Construction of the plant has begun.
May 4, 1967 =CITY OF AUSTIN, TEXAS 18. The City and County adopted the Civil Defense Shelter Plan and, with Federal assistance, installed a civil defense voice warning system. 19. The City, through its Department of Planning, established a position of Planning Coordinator with one of the major functions being that of working with private industrial development and the Chamber of Commerce. This cooperative effort has been partly responsible for the location of an International Business Machine's plant, and Infotronics plant and the Roberts Jewelry plant near Austin. 20. Plans were prepared and the Council authorized the beginning phases of a new computerized traffic control system for the city. 21. Work was completed on the City-financed Emergency Reporting Telephone System for Austin. This system will implement the rapid reporting to the fire, police and other emergency agencies. 22. The Council authorized a joint City/State Health Department air pollution study to begin in the middle part of 1967. 23. The Council approved three amendments to the land use designations in the Master Plan and incorporated a new "Planned Development Area" designation as part of the Master Plan. 24. The Planning Commission recommended and the Council adopted a new Expressway and Major Arterial Plan as part of the Master Plan. The Expressway and Major Arterial Plan is based on the recommendations in the Austin Urban Transportation Study, undertaken jointly by the City, County and State Highway Department. 25. The Council adopted a Commercial Standards Ordinance to require minimum structural and environmental standards on commercial buildings. This was adopted in January, 1967, and five commercial structures have been condemned of which two have already been demolished. 26. The joint City/Federal Open Space Program has proceeded as follows: a. Tex OS-4 Walnut Creek District Park area north of Austin. Contract Executed. b. The following applications were reapproved by the City Planning Commission, City Council and Regional Planning Commission and resubmitted under the provisions of the Housing Act of 1965: Tex OS-6 American Legion Tract on Town Lake. Tex OS-7 Roberta P. Dickson property (Chalmers Addition) on Town Lake. Tex OS-8 Decker Lake Park and Recreational Reserve east of the city. May 4, 1967 _ CITY OF AUSTIN, TEXAS c. The following applications have been newly submitted to the Department of Housing and Urban Development: Kealing Playfield in Kealing Urban Renewal Project. Acquisition approved. Chalmers #1 near Town Lake. Pending authorization to proceed. Chalmers #2 near Town Lake. Pending authorization to proceed. Bergman-Valley View Addition near Town Lake. Pending authorization to proceed. d. Two additional applications for the Town Lake area are currently being prepared. 27. The City Council authorized continued funds and other assistance as part of the local share in the Community Action Program for Austin and Travis County. This program has been shifted from the Austin-Travis County Community Council to the Human Opportunities Corporation because of Federal requirements concerning the nature and composition of the governing board. 28. The following Health and Sanitation Ordinances have been adopted by the City Council following recommendation by the Health and Sanitation Code Advisory Committee: (1) convalescent and nursing home ordinance; (2) swimming pool ordinance; (3) pest control ordinance; (4) child caring facilities ordinance; (5) amendment to meat inspection ordinance; (6) milk ordinance (based on U.S. Public Health Service regulations) and (7) vending machines ordinance. The following ordinances have been passed: (8) construction worker's water and toilet facilities ordinance; (9) septic tank construction ordinance; and (10) septic tank cleaners ordinance. The Advisory Committee is reviewing additional ordinances which will be presented to the Council during the coming year. 29. The Department of Planning has completed the Neighborhood Analyses coverning 73 "planning areas" of the city. This study is submitted under separate cover. 30. The Department of Planning submitted the preliminary renewal project and intensive code enforcement project recommendations, under the Community Renewal (Development) Program, to the City Council and the public in December, 1966. This report included background information concerning growth, income levels, housing conditions and other social, economic and physical factors present in the community. Project areas, costs and priorities were recommended for the 1967 through 1976 period. General project areas and costs were recommended for the May 4, 1967 _ CITY OF AUSTIN, TEXAS 1977 through 1986 period. It was indicated that the initiation of execution of one project each year during the twenty-year period, plus the five renewal and one intensive code enforcement project now in application, planning or execution would correct the great majority of slum, blighting and deteriorating conditions present in the city. Technical work on the Community Renewal (Development) Program is nearing completion of both staff and consultant reports. Publication of the various reports is scheduled for the late spring and summer period with submission of the reports to the City Planning Commission, Urban Renewal Agency and Citizens Committee for Community Improvement for review and recommendation to the City Council. It is anticipated that the Program will be completely submitted to the Council during the coming year. 31. Review of the Heating and Air Conditioning Code has been delayed until receipt of the new National Uniform Heating and Air Conditioning Code. This has been received and the study is now underway. 32. Review of the subdivision ordinance has been delayed pending the availability of staff, the possible scope of the first phase of work on the regional plan, the adoption of the Expressway and Major Arterial Plan and the completion of technical work on the Community Renewal (Development) Program. Initial staff work has now begun on those sections that would permit "town houses" and would amend provisions for suburban subdivision. As the staff work is further developed, a technical advisory committee will be requested to examine and recommend on the proposals. 33. Related to the City's Workable Program goals, the following renewal activities are in progress by the Urban Renewal Agency and the City of Austin: a. Kealing Project: Execution phase being completed and redevelopment is already in progress. b. Glen Oaks I Project: Waiting for funds for execution. c. Brackenridge Project: Survey and planning completed, plans sent to Department of Housing and Urban Development regional office for approval. d. Blackshear Project; Survey and planning being completed. e. University East Project: Application has been made to Department of Housing and Urban Development for funds for survey and planning. 34. In addition, an application for an Intensive Code Enforcement Project has been submitted to the Department of Housing and Urban Development. This is the "Meadowbrook Project" located in south Austin. Work on a proposed agreement between the City of Austin and the Urban Renewal Agency for provision of relocation services for non-renewal displacement is currently in progress. MAJOR GOALS OF THE 1967 WORKABLE PROGRAM FOR THE CITY OF AUSTIN 1. Submit the remaining Health and Sanitation Ordinances to the City Council for public hearing. 2. Begin formal review of the Subdivision Ordinance with technical committee and Planning Commission. 3. Continue to and necessary revise amendment of the Zoning Ordinance. 4. Complete the review of the new Uniform Heating and Airconditioning Code and report to Council on possible revisions to City Ordinance. 5. Continue present program of systematic code enforcement on housing. 6. Begin Meadowbrook Code Enforcement Project, previously submitted by the City, if the project is approved by the Department of Housing and Urban Development. 7. Submit the Community Renewal Program to the Citizens Committee for review and recommendation. Submit to the City Council for consideration. 8. Continue the Open Space Acquisition Program. 9. Complete the Air Pollution Study which is to begin June, 1967. 10. Strengthen the Citizens Committee for Community Improvement through reorganization of its present structure and more precise determination of its functions and authority, including quarterly and annual review of the Workable Program and reports to the City Council. 11. Continue support and cooperative effort with Austin-Travis County Organization for Regional Planning. Major work will be in development of first phase of regional plan. 12. Assist Mental Health and Mental Retardation Center planning and development in cooperation with other public and private agencies. 13. Continue assistance to Human Opportunities Corporation (Community Action Program). 14. Proceed with Mo-Pac Boulevard planning, review and beginning of rightof-way acquisition. Under the major goals of the 1967 Workable Program of the City of Austin, the Council gave considerable attention to the item concerning the Citizens Committee for Community Improvement. Director of the Planning Department, Hoyle Osborne stated that the Citizens Committee was deficient in that it did not have specific activities or functions. He further suggested that the Council should select the people specifically involved on the committee. Councilman Long moved the Council draft a formula as proposed by the Planning Director for the Citizens Advisory Group relative to the Workable Program and that the Citizens Committee be composed of thirty or more people. Mayor Palmer suggested that the City of Austin designate one of its departments to coordinate, collect, and assimilate information to further work out the marking of the points of interest in Austin.
