COUNCIL CHAMBERS, CITY HALL The meeting was called to order with Mayor Akin presiding. Roll Call: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Present: Absent: None The Invocation was delivered by REVEREND S. MERLE WATERS of the St. John's Methodist Church. SALES TAX RESOLUTION Mrs. Ed Wroe appeared before the Council and stated that a series of informal meetings had been held concerning the matter of a sales tax for the City of Austin. Mr. Wroe then read the following resolution which had been based on the findings of the study of the sales tax: WHEREAS, The demands for services by city government and the costs of such services are constantly increasing, and; WHEREAS, The need for revenues to meet these increasing demands and costs is becoming critical, and; WHEREAS, The Legislature of the State of Texas in its wisdom has made available a new source of revenue to the cities of Texas in the form of a city sales tax, and; WHEREAS, The city sales tax is optional and is available to a city only upon a vote of the people in local referendum; NOW, THEREFORE, BE IT RESOLVED, That the City Council of the City of Austin be, and is hereby, petitioned to call an election at the earliest possible legal date to permit the citizens of Austin to determine by ballot whether a portion of the increasing financial needs of the City of Austin should be met by a city sales tax. • July 13, 1967 CITY OF AUSTIN, TEXAS CITIZEN APPEARANCE Mr. William B. Byers of the Houston Chronicle appeared before the Council to express his opposition to the City sales tax. He stated that the proposed one per cent sales tax would be detrimental to those with low incomes and that a property tax designed to raise revenue for the same purposes would be more equitable. After some discussion, Councilman LaRue moved the Council set a public hearing on August 3, 1967 at 2:30 p.m. for the purposes of considering the sales tax. Wilson, City Manager, be and he is hereby authorized and directed to convey to the State of Texas, the hereinafter described tract of land condemned of Thomas Lee Young, et ux Gladys R. Young. D. Wiginton has faithfully discharged the responsibility to the individual customers and to the City of Austin in accurately accounting for the water, sewer and electric services which have been rendered the citizens of the City of Austin; and WHEREAS, the very difficult and trying task of accurately accounting for such services to the satisfaction of the hundreds of thousands of people who have used these public services has been discharged with fidelity by the diligence, patience and professional competence of Mr. E. D. Wiginton who is now retiring from his service with the City; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That upon the occasion of his well-earned retirement, that public recognition and appreciation for the services of Mr. E. Councilman Long moved the Council authorize the City Manager to enter into the necessary negotiations for the building permit for a filling station to be located at the corner of Arena and Riverside Drive.
