COUNCIL CHAMBER, CITY HALL The meeting was called to order with Mayor Akin presiding. Roll Call: Present: Councilmen LaRue, Long, Janes, Nichols, Mayor Akin Absent: None The Invocation was delivered by REVEREND G. M. RELERFORD, of the Rosewood Baptist Church. GENERAL OBLIGATION BONDS Mayor Akin noted that it was time to receive bids on the City of Austin General Obligation Bonds, ascertained the accuracy of the hour, that there were no other bids having been received in the mailing room, the City Manager's Office by the Finance Director or by the City Clerk's Office, or to be submitted by anyone present in the Council Chamber. Mayor Akin announced that it was now 10:30 A.M., and the time for receiving bids was closed. ! Later in the Council Meeting, Mr. Curtis Adrian, Fiscal Advisor, reported seventeen bids were received for the General Obligation Bonds. The low bidder was Phelps, Fenn & Company, Rauscher Pierce and Company, Inc. and Associates, with an effective interest rate of 3.9225%. Mr. Adrian reviewed the current bond market, made a comparison of the Bond Buyer and Dow-Jones Average and noted that the City's interest rates were much lower. Reuben Rountree, Jr., City Manager of the City of Austin, be and he is hereby authorized to execute a contract on behalf of the City with Ford-Wehmeyer, Inc. The motion, seconded by Councilman Nichols, carried by the following vote: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Ayes: Noes: None BUILDING STANDARDS COMMISSION RECOMMENDATION POSTPONED Mr. Charles Richards, an attorney representing Mr. Robert S. Sibley, III and family appeared before the Council to request that they delay any action until October 2- concerning the recommendation from the Building Standards Commission on a substandard house at 1700 Piedmont. Mr. Richards stated that there was a point of contention concerning ownership of the property, and that it was necessary to establish the rightful ownership before any repairs on the property could be made. Councilman Nichols moved the Council authorize the City Manager to turn the matter over to the Legal Department to take whatever legal jurisdiction necessary for the repairing or demolishing of the house at 1700 Piedmont. Councilman Janes moved the Council refer the matter to the City Manager for the appropriate investigation and recommendation. The motion, seconded by Councilman Nichols, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None August 24, 1967 =CITY OF AUSTIN, TEXAS CITY OWNED PROPERTY TO BE APPRAISED City Attorney Doren Eskew stated that the leasing of partly owned City property located at the Northwest corner of South Lamar and Barton Springs Road was being considered for a Dunkin' Donuts Corporation. Mr. Eskew further stated that the joint owner of the property would probably not be interested in selling it, but that an agreement might be worked out. After some discussion, Councilman Long moved the Council authorize the City Manager to have the land appraised and report back to the Council. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None ELECTRIC SERVICE BOUNDARY LINE HEARING SET Mr. Rountree stated that a Mr. Ernest Stewart, Jr. had requested a Council hearing of a matter concerning the changing of the boundary line of a service area between the City of Austin Electric Service area and the REA area. The Council agreed to set the hearing on the following Thursday, August 31, 1975, at 10:00 A.Μ. WORKABLE PROGRAM It was The Council duscussed the plans for the prospective Workable Program. pointed out that a short range plan of action had to be developed and submitted and approved of in order to get assistance for grants. A neighborhood analysis and itemization of particular areas of existing deficiencies in the Master Plan would also have to be submitted, but priority would be given to projects that constituted neighborhood improvements as opposed to Community or regional improvements, such as swimming pools and recreational facilities. It was agreed upon that Councilman Nichols be appointed to the 49 member Commission set up to study the program. FIRE DEPARTMENT The Council discussed various grievances of the City's Fire Department. Salary comparisons were made between the Police Department and the Fire Department and it was pointed out that a fireman's pay was not only less than a policeman's, but that they were also working fifty-six hour shifts under severe occupational hazards. The Fire Department requested the Council to consider purchasing cars for the District Chiefs, as well, as a pay raise for the firemen. CITY OF AUSTIN, TEXAS August 24, 1967 PARKS AND RECREATION DEPARTMENT BUDGET Members of the Parks and Recreation Board appeared before the Council expressing the need for additional funds for various projects under the Parks and Recreation Division. The Council agreed that it was necessary for the Parks and Recreation Department to draw up an itemized budget before any action could be taken. ACQUISITION OF MOPAC RIGHT OF WAY Councilman LaRue offered the following resolution and moved its adoption: (RESOLUTION) A. F. DeLoney et ux, Jeannette W. DeLoney (MoPac Blvd.) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the offer of the owners and claimants of the hereinafter described tracts of land to convey unencumbered fee simple title thereto to the City of Austin in consideration of the cash payment of $80,000.00 therefor be accepted, and that the City Manager or his designate be and he is hereby authorized to consummate purchase of the following described tracts of land, to-wit: TRACT I. The Northeast 106 feet by 125 feet of Lot No. Five (5) in Block No. One (1) of Westfield "A", a subdivision in the City of Austin, Travis County, Texas, according to the map or plat of said subdivision of record in Book 3, Page 107, of the Travis County Plat Records. TRACT II.
