COUNCIL CHAMBER, CITY HALL The meeting was called to order with Mayor Akin presiding. Roll Call: Present: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Absent: None The Invocation was delivered by City Attorney Doren Eskew. SALES TAX RESOLUTION Councilman Janes offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, this City Council recognized the need for supplying additional services to the Citizens of our Community; and WHEREAS, this City Council has previously called an election on Saturday, September 30th, for the Citizens of Austin to demonstrate their desire to meet these additional needs through the adoption of a one cent sales tax; and WHEREAS, it is the desire of this Council to specify the areas of community service to which the sales tax revenue would be applied to serve these needs: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Austin pledges to utilize the revenue from the sales tax in the following and other areas of municipal services to the Citizens of Austin. A. =CITY OF AUSTIN, TEXAS September 21, 1967 1. Improved police protection. 2. Improved weed and brush control in creeks and ditches. B. Increased fire protection. 3. Improved street lighting. 4. Information and financial reports to the Citizens and taxpayers of Austin. With the realization that the effective delivery of essential municipal services is directly related to a work force of adequately paid employees, provide competitive wage increases as of January 1, 1968, for City Employees in the following manner: 1. At least one step increase for each employee. 2. 3. A two step increase for each employee making less than the federal minimum wage scale of $1.60/hour which is to become effective in February of 1968. Increase those classifications which indicate a need for further adjustments resulting from competitive wage studies. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Nichols, Mayor Akin Noes: None Present But Not Voting: Councilman Long PETITION PRESENTED Mr. Howard Pyle, President of Communications Workers Local Union in Austin, appeared before the Council to present a petition asking Congress to support the enactment of laws pertaining to stopping riots through better jobs, housing, and education. Mr. Pyle was requesting that the individual Council members sign the petition as citizens in favor of legislation that would bring about such changes. Councilman Long and Councilman Nichols signed the petition, but Councilman LaRue, Councilman Janes, and Mayor Akin stated that they felt the petition lacked specifics and did not sign it. ΑΝΝΕΧΑΤΙON HEARING Mayor Akin opened the public hearing scheduled for this time on the following annexation. Councilman Long stated that the matter had been brought to the attention of the Council two weeks earlier and was being investigated. WEST 9TH STREET ALLEY HEARING Mayor Akin opened the hearing concerning vacating the alley running east of Possum Trot, eight feet to a nearby ravine. There was some controversy concerning the existence of the alley as a public right of way and the Council's authorization of vacating the alley when there were abutting property owners contesting. Councilman LaRue moved the Council take no action until a settlement could be reached in court. The motion, seconded by Councilman Janes, carried by the following vote: September 21, 1967 =CITY OF AUSTIN, TEXAS Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Ayes: Noes: None MASTER PLAN AMENDMENT HEARING Mayor LaRue opened the public hearing on a Master Plan amendment affecting an area adjacent to MoPac right of way and South of Highway 183. The proposed amendment would change the designation of the area from Low Density Residential to Manufacturing and Related Uses. After some discussion, Councilman Nichols moved the Council amend the Master Plan area in question, approximately 61 acres of land, from Residential to Manufacturing and Related Uses. CONTRACT AWARDED Councilman LaRue offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on September 1, 1967, for the purchase of ten (10) 900 KVAR and ten (10) 1200 KVAR, 7200 Volt Preassembled, Cluster Mounted Capacitor Banks for Electric Distribution; and, WHEREAS, the bids of Federal Pacific Electric Company in the sum of $17,160.00 for ten (10) 900 KVAR, 7200 Volt, Pre-assembled, Cluster Mounted Capacitor Banks; in the sum of $21,510.00 for ten (10) 1200 KVAR, 7200 Volt Pre-assembled, Cluster Mounted Capacitor Banks, were the lowest and best bids therefor, and the acceptance of such bids have been recommended by the Purchasing Agent of the City of Austin, and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bids of Federal Pacific Electric Company in the sums of $17,160.00 and $21,510.00, be and the same are hereby accepted, and that R. The motion, seconded by Councilman Nichols, carried by the following vote: Ayes: Councilmen Janes, LaRue, Nichols, Mayor Akin Noes: Councilman Long RESEARCH PROJECT RESOLUTION Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, The University of Texas has submitted an application for a Research and Development Grant to The Federal Water Pollution Control Administration for a proposed cooperative research project between The University of Texas and the City of Austin entitled "Design Guides for Selective Waste Water Treatment Processes;" and CITY OF AUSTIN, TEXAS September 12, 1967 WHEREAS, the City of Austin will benefit from the proposed research through improvement of design guidelines for future treatment plant extensions and existing plant operations; and WHEREAS, the contribution of the City in said project will be in the provision of existing or anticipated personnel and facilities which will not require additional expenditures by the City Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Manager, R. M. Tinstman, be, and he is hereby, authorized to assign the City Director of Water Treatment, A. H. Ullrich, and such additional personnel and facilities of the City as may be needed in the cooperative research project with the Federal Water Pollution Control Administration and The University of Texas, without impairment of the City's first obligation to furnish service to its own citizens. Tinstman for his services as a Trustee of Oklahoma City Municipal Improvement Authority. Such resolution is as follows: "RESOLVED, That the Trustees of the Oklahoma City Municipal Improvement Authority wish to express to Robert M. Tinstman their appreciation for his long and faithful service; and that The Trustees are especially grateful to Robert M. M. TINSTMAN WHEREAS, on September 1, 1967, R. M. Tinstman's four years' tenure as one of the Trustees of the Oklahoma City Airport Trust came to an end; WHEREAS, during this four-year period Mr. Tinstman gave unstintingly of his time and many talents to the service of the goal of the development of aviation in the Greater Oklahoma City Area; and WHEREAS, the many accomplishments and capital improvements effected by the Trustees during this period, such as the construction and completion of the $5,000,000.00 Records Building for F.A.A. at the Aeronautical Center and the planning, development and construction of a $12,000,000.00 Terminal Building at Will Rogers World Airport, were in no small part due to the dedicated and efficient manner and cooperative spirit in which R. M. Tinstman discharged the duties of his office as Co-Trustee of the Airport Trust. NOW, THEREFORE, BE IT RESOLVED by the Trustees of the Oklahoma City Airport Trust that they hereby declare, for themselves, and on behalf of the Trust Staff and the Airport Staff, that it has been a privilege to work with R. M. Tinstman during the past four years, and that they are most appreciative and proud of the outstanding service he has given to our community while holding the office of Trustee of the Oklahoma City Airport Trust. EXCHANGE OF PROPERTY DEEDS The City of Austin had agreed to sell 5,464 square feet of property to William F. Kemp. Trustee, in exchange for 18 1/2 feet of right-of-way along the property being sold. The City was to receive $22,000 in cash for the property.
