CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting February 16, 1968 2:30 P.M. Council Chamber, City Hall The meeting was called to order with Mayor Akin presiding. Roll call: Present: Absent: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin None MAYOR AKIN announced this meeting was called for the purpose of discussing the status of the Model City Program. The Mayor stated at this time it was not necessary to determine where they expect to go on the Model City Program if they make application and if it should be accepted; but what the Council's concern today is to determine whether or not it wants to make advantage of the opportunity provided to do a comprehensive planning job. Right now, there are only two months left to file the application and to determine whether or not to apply for the planning grant. If the grant is approved, all the City is committing itself to is a period of six months of planning before it gets into the execution of the program. The City would be overlooking a tremendous opportunity to better itself otherwise. There are many things that need to be done for the City and its people; and although many things are being done, this program would enable going forward in a fashion never before visioned. He stated his hope was that the Council might determine whether or not this is to be undertaken. Councilman LaRue asked if this were an application for a planning grant; and then if an application for a supplemental grant for the demonstration model city project could be made? The City Manager said the first application is for a plan; and if the plan is adopted by the Council and accepted by the Government, then the City would be eligible to go into the execution phase. Councilman Janes also inquired if the only grant that is to be applied for now is a planning grant. The City Manager asked if they should go ahead and make efforts to obtain from various citizens in the community their participation and ideas and contributions as to a possible model city program, and try to reflect this in an appli- cation. At this time, it is now known what should be in an application for a planning grant. He asked if they should try to develop one or defer the matter. Councilman Janes said the schedule required formation of an application for a planning grant before April 15th; and what is being discussed is the CITY OF AUSTIN, TEXAS February 16, 1968 resources to determine the kind of request to be made. The City Manager stated they had less than two months to meet with citizens in the community and obtain ideas, draw up and submit the application. In answer to Councilman Janes' question, the City Manager reported he had prepared a revised appropriation request, reflecting less money, but it would enable them to carry slightly beyond the point of submitting the application. Rather than eight months which they proposed originally in the amount of $18,000, he was suggesting a reduced appropria- tion of $8,500 on a three months appropriation to allow the necessary staff, which would make necessary arrangements and meet with the citizens. Councilman LaRue asked if after the plan is formally put together, if it would be brought back to the Council for its approval or disapproval. The City Manager stated definitely that an application could not be submitted to the Federal Government without the Council's approval. Councilman LaRue noted all would admit there is a great lack of knowledge about the entire program, and his concern had been, first, the size of the program as to whether it could be carried on to its completion by the city with the facilities it had and second, about the development of lower Congress Avenue area and whether or not this might be considered the primary part of a demonstration city project. Councilman Janes stated he was not adverse to planning, and he did not think any of the Council Members had any estimate of what the model city program is but for an educational approach, he would not be adverse to funding a pre-planning program of $8,500. The City Manager an ordinance had been prepared and attached to it was a resume as to how the money would be allocated. Mayor Akin introduced the following ordinance: AN ORDINANCE AMENDING ORDINANCE NO. 670925-Α ΤΟ APPROPRIATE UNAPPROPRIATED FUNDS FOR ESSENTIAL COMMUNITY DEVELOPMENT; AND DECLARING AN EMERGENCY. Councilman Janes stated with the understanding he was not committed to the pursuit of the model cities program, he would move the passage of the Ordinance appropriating up to $8,500 for a pre-planning program to decide whether or not the Council wants to submit a request of planning for a Model City program. Councilman LaRue seconded the motion with the statement that based on his previous statement during consideration of the model city in the past, his primary concern would be the displacement of people, the size of the project as finally announced, and the inclusion of the lower Congress Avenue. The ordinance was read the first time and Councilman Janes moved that the rule be suspended and the ordinance passed to its second reading. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Mayor Akin, Councilmen Janes, LaRue, Long, Nichols Noes: None The ordinance was read the second time and Councilman Janes moved that the rule be suspended and the ordinance passed to its third reading. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Mayor Akin, Councilmen Janes, LaRue, Long, Nichols Noes: None The ordinance was read the third time and Councilman Janes moved that the ordinance be finally passed. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Mayor Akin, Councilmen Janes, LaRue, Long, Nichols Noes: None The Mayor announced that the ordinance had been finally passed. The City Manager reported that relating to the Citizens Task Forces, two additional individuals had been suggested to serve; and if the Council had no objection, he would proceed to contact MR. BILL STOLL and MR. FRANCES AMSLER. It was noted that the other members of the Task Force had been discussed by the Council and new names were added. Councilman LaRue moved the Council adjourn.
