COUNCIL CHAMBERS, CITY HALL The meeting was called to order with Mayor Akin presiding. Roll Call: Present: Absent: Councilmen Janes, Long, Nichols, LaRue, Mayor Akin None The Invocation was delivered by RABBI JUDAH FISH, of Agudas Achim. AQUA FESTIVAL APPROVAL POSTPONED At the request of the Officials of the Aqua Festival, the Council deferred acting on approval of specific events and related schedules concerning the use of City facilities and properties until the following week. CERTIFICATE AWARD The Director of Public Works presented Mayor Akin with a Certificate awarded by the American Society of Testing Materials. The Director explained that through membership of the STM, the City received standard U.S. specifications covering petroleum products, asphalt, concrete, pipes, and related products. He also noted that bidders for contracts with the City could refer to the STM specifications concerning their qualifications. RECEIPT OF COMBINED FINANCIAL STATEMENTS Councilman LaRue moved the Council note the receipt of the Combined Financial Statements from the Urban Renewal Agency. TEXAS HUMAN OPPORTUNITIES CORPORATION HEARING Mayor Akin opened the public hearing scheduled for this time on designating Human Opportunities Corporation as Community Action Agency for the City of Austin and to consider appointment of Board Members. The City Manager stated under recent Federal Legislation, Congress included into the Statute an amendment resulting in the reconstituting of the Board of Directors of the Community Action Agency in a community. It requires the concurrence of the governing body. Councilman LaRue has been the City Council's representative on this Board in the past. Councilman LaRue reported on a called meeting on Tuesday, in which Mayor Akin, Mr. Tinstman and he had attended. There were two representatives from the County Commissioner's office present. PROPOSED FAIR HOUSING ORDINANCE HEARING Mr. Tom Black, Chairman of the Human Relations Commission, appeared before the Council to present the proposed Fair Housing Ordinance and to request a public hearing date for this ordinance. Mr. Black gave to the Council some of the history leading to the drafting of the ordinance. After the Human Relations Commission was established a committee was appointed to make a thorough investigation of the housing situation in the City of Austin and came up with the unanimous decision that some type of housing ordinance was definitively needed in Austin. The proposed ordinance is the result of that investigation and decision. At the same time the Human Relations Commission was drafting its ordinance, the Congress of the United States passed a Fair Housing Act. It appears the two are presenting a confusing situation. Mr. Black requested the Council to allow him to take the proposed ordinance before the Commission again for reviewing and possibly redrafting in view of the new Federal Law, and then have a public hearing at a later date. Councilman Long felt that a public hearing set for May 9th would give the Commission ample time for any changes they would like to make in the proposed ordinance. Councilman Janes felt that a revised ordinance might be in conflict with the Federal Law; that the original ordinance was drawn up before the Federal Law was passed and that a public hearing was not necessary. Councilman Long moved the Council wait for the Human Relations Commission's recommendation concerning the proposed Fair Housing Ordinance, accept the study material submitted by the Commission and set a public hearing at 10:30 A.M. on May 9, 1968.
