TEXAS August 15, 1968 The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Nichols, Mayor Akin Noes: Councilman Long Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on August 9, 1968, for the installation of 1,055 feet of 6-inch cast iron water mains and 818 feet of concrete sewer mains in this subdivision for the Water and Sewer Department; and, WHEREAS, the bid of the J. C. Evans Construction Company, Inc. in the sum of $13,568.90 was the lowest and best bid therefor and the acceptance of such bid has been recommended by the Purchasing Agent of the City of Austin and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of the J. C. Evans Construction Company, Inc. be and the same is hereby accepted, and that R. M. Tinstman, City Manager of the City of Austin be and he is hereby authorized to execute contract on behalf of the City, with the J. C. Evans Construction Company, Inc. The motion, seconded by Councilman Nichols, carried by the following vote: Ayes: Noes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin None ZONING HEARING CONTINUED FRED EBY, JR. 503-505 Bellevue Place From "A" Residence, 1st Height and Area to "B" Residence, 2nd Height and Area NOT RECOMMENDED by the Planning Commission RECOMMENDED "B" Residence, 1st Height and Area Fred Eby, Jr. appeared before the Council for the hearing of his zoning application for 503-505 Bellevue Place. Mr. Eby had requested "B" Residence, 2nd Height and Area which would enable him to build more apartments than "A" Residence, 1st Height and Area. Councilman Long noted that though many students could use apartments located conviently near the University, the area was predominately residential and she would have to uphold the Planning Commission. Councilman Janes moved the Council uphold the recommendation of the Planning Commission and grant the change from "A" Residence, 1st Height and Area to "B" Residence, 1st Height and Area. AUSTIN OPTIMIST CLUB Councilman Janes moved the Council grant the request of the Austin Optimist Club to sell Christmas trees on San Gabriel and Lamar. The motion, seconded by Councilman LaRue, carried by the following vote: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Ayes: Noes: None TRAFFIC DISCUSSION City Manager Tinstman suggested the Council take a look at the left turn situation on Burnet Road after lunch. RECESSED MEETING 2:00 Ρ.Μ. TWO WAY LEFT TURN Councilman Janes offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, after an Engineering and Trail investigation, the City Council has found that the circumstances are such at the following location that special traffic regulations are necessary to insure improved traffic flow and to reduce the number of accidents, said location being ON Burnet Road and, FROM TO Whitehorse Trail Anderson Lane WHEREAS, after said investigation the City Council has found that for the proper movement of traffic and the protection of persons turning left on Burnet Road between the areas of Whitehorse Trail and Anderson Lane there will be designated a certain section in the center portion of Burnet Road which will be used only as a left turn land and so marked for traffic traveling north or south on Burnet Road and it shall be unlawful for any person to drive a vehicle in said center lane which shall be designated as a left turn lane for any purpose other than making a left turn. CITY OF AUSTIN. TEXASAugust 15, 1968 It is further found that since traffic may travel in either direction on said lane that any vehicle already traveling in said left turn lane should and shall have the right of way over any vehicle wishing to enter that lane; and, WHEREAS, after an Engineering and Traffic investigation, the City Council has found that certain circumstances are such that the maximum, reasonable, and safe speed for the operation of vehicles in the above described left turn lane on Burnet Road to be less than thirty (30) miles per hour; and, WHEREAS, after said investigation the City Council has found the maximum, reasonable and safe speed for the operation of vehicles is twenty (20) miles per hour in the designated left turn lane from Whitehorse Trail to Anderson Lane; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the City Clerk be and she is hereby authorized and directed to record this finding in Section 33.37 and Section 33.39 of the Traffic Register. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None CODE AMENDMENT LEFT TURNS Mayor Akin introduced the following ordinance: AN ORDINANCE AMENDING CHAPTER 33 OF THE AUSTIN CITY CODE OF 1954 TO AUTHORIZE VEHICLES TO BE TURNED TO THE LEFT UPON EMERGING FROM OR ENTERING DRIVEWAYS OR BUILDINGS FROM AREAS OFFICIALLY MARKED AND DESIGNATED FOR LEFT-TURN STORAGE AND MOVEMENT; AND DECLARING AN EMERGENCY. BUS STUDY AND AUSTIN TRANSIT Mr. Clyde Malone, President of Austin Transit Corporation appeared before the Council to discuss the bus study concerning traffic congestion at Congress and Sixth. Mr. Malone noted that due to parking and meter spaces the buses were not able to get close enough to the curb and were thereby creating a traffic problem. He further noted that people were parking in the bus zone. Councilman Janes moved the Council authorize the elimination of one passenger and one meter space in the zones A and C. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None The Council further discussed the bus situation on Congress Avenue. Councilman Nichols moved the Council authorize the elimination of all bus stops along Congress Avenue with the exception of the one at Sixth and Congress, and authorize the installation of 60 to 120 minute parking meters in the existing bus zones. The motion, seconded by Councilman Janes, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None Mr. Frank Denius, representative of Austin Transit Company, appeared before the Council to present certain data concerning rates, franchise, route schedules, and to summarize future objectives and goals that Austin Transit would like to do by November 1969 when their franchise expired. Mr. Denius requested that the Council appoint a joint committee for traffic study which would include someone from the City Manager's Office, someone from the Legal Department, Mr. Ternus, and Mr. Malone. The purpose of the committee would be to promote better cooperation between private enterprises and transportation companies, and to investigate and review the opportunities available under the Mass Transportation Acts. The second item that Mr. Denius requested of the Council was a more flexible type of franchise which would allow the transportation company to submit its proposed schedules, routes, and fare charges to the Police and Traffic Departments and then go to the Council for a permit. Mr. Denius further stated that Austin Transit would present to the Council their current revenue data, so the Council would have the opportunity to study it. ZONING HEARING CONTINUED The Council then reheard the following zoning application: GLEN A. WELSCH by John B. Selman 1009-1103 Shelley Ave. From "A" Residence to "BB" Residence as amended NOT RECOMMENDED by the Planning Commission as amended -CITY OF AUSTIN, TEXAS August 15, 1968 Councilman Janes moved the Council uphold the recommendation of the Planning Commission and deny the change from "A" Residence to "BB" Residence as amended. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Mayor Akin Noes: Councilman Nichols The Mayor announced that the change to "BB" Residence had been denied.
