CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting February 25, 1969 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor Akin presiding. Roll Call: Present: Mayor Akin, Councilmen Janes, LaRue, Long, Nichols Absent: None Mayor Akin announced this was a Special Meeting called for the purpose of passing Resolutions to honor the footbal members of the John H. Reagan High School; for reading Ordinance 690206-H through its second reading; and to hear Tax Appeals scheduled for this date. RESOLUTIONS HONORING FOOTBALL MEMBERS OF THE JOHN H. REAGAN HIGH SCHOOL MAYOR AKIN read a resolution prepared for all members of the football squad, each to have an original with each individual's name inscribed. Councilman Nichols offered the following resolution and moved its adoption (RESOLUTION) WHEREAS, the 1968 John H. Reagan High School Football Team has achieved an undefeated and untied record, and in doing so, has become the undisputed champion of State Class AAAA Football; and WHEREAS, this is the second consecutive year during which the Reagan Raiders have achieved this most distinguished position in Texas high school football; and WHEREAS, team member Gary Brown has caused recognition from over the entire state as well as the nation to be focused on the City of Austin; and WHEREAS, in recognition of his extraordinary accomplishment, with esteem for the character, disipline and sportsmanship displayed, the people of Austin wish to pay rightful tribute to this young man, Now, Therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: CITY OF AUSTIN, TEXAS February 25, 1969 The appreciation and admiration of the City of Austin be publicly expressed to Gary Brown of the 1968 John H. The motion, seconded by Councilman Janes, carried by the following vote: Ayes: Councilmen LaRue, Nichols, Mayor Akin, Councilman Janes Noes: Councilman Long Mayor Akin brought up the following ordinance for its second reading: AN ORDINANCE ORDERING AN ELECTION TO BE HELD IN THE CITY OF AUSTIN, ON APRIL 5, 1969 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS, FOR ADOPTION OR REJECTION, AN AMENDMENT TO THE EXISTING CHARTER TO PERMIT THE VOTERS TO DIRECTLY ELECT THEIR MAYOR; ENACTING PROVISIONS INCIDENT AND RELATING TO THE PURPOSE OF THIS ORDINANCE. The motion, seconded by Councilman The ordinance was read the second time and Councilman LaRue moved the ordinance be passed to its third reading. Janes, carried by the following vote: Ayes: Councilman Nichols, Mayor Akin, Councilmen Janes, LaRue Noes: Councilman Long TAX APPEALS MAYOR AKIN opened the hearings on Tax Appeals from decisions of the Board of Equalization. On each appeal, the appelant or his representative, presented the case, which was discussed thoroughly with the Council and at length. The Tax Assessor reviewed maps, pointed out recent sales in each area that might indicate the fair market value, discussed topography, land which might come under agricultural exemption, and pointed out all factors that affect or have bearing on the value of each parcel. In most instances the Council made trips to the areas to see the properties on the ground. Each of the following cases was carefully considered by the Council before a decision was reached. All appeals discussed are in the Oak Hill-Manchaca area except the property appealed by John J. McKetta. Councilman Janes moved the Council uphold the Board of Equalization on the following: JOHN J.
