CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting March 20, 1969 9:00 Α.Μ. COUNCIL CHAMBERS, CITY HALL Roll Call: The meeting was called to order with Mayor Akin presiding. Present: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Absent: None The Invocation was delivered by REVEREND J. H. YOUNG, of Wesley Methodist Church. CAVALCADE OF COMMERCE AWARD Mr. James Patterson of the Austin Jaycees presented a trophy to the City Electric Utility Department for the most educational booth in the 22nd Annual Cavalcade of Commerce. Dexter Kinney, representing the Electric Utility Department, accepted the trophy and expressed his appreciation of the support given by the City of Austin in the Cavalcade. HEARING OPENED AND RECESSED Mayor Akin opened the public hearing scheduled for 10:30 A.M. on: 1. Clarification of amendments to the Zoning Code. 2. Amendment to Master Plan re: 80 acre area on North Lamar between Rutherford Drive and Kramer Lane. Councilman LaRue moved the hearing be recessed. The motion, seconded by Councilman Nichols, carried by the following vote: CITY OF AUSTIN, TEXAS March 20, 1969 Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None PARKING TICKETS Judge Dale 0. Johnson appeared before the Council to discuss legislative immunity from parking tickets. Judge Johnson acknowledged the validity of dismissing the tickets, but questioned the fashion of dismissal. City Attorney H. Glenn Cortez stated that the tickets were handled on an individual basis that would bear any scrutiny anyone would care to give them. ZONING CODE AMENDMENTS HEARING Mayor Akin opened the public hearing. The Council, in clarifying the Zoning Code Amendments, discussed certain regulations concerning land dedicated for public purposes. Councilman Janes moved the Council continue the hearing for one more week. The motion, seconded by Councilman Nichols, carried by the following vote: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Ayes: Noes: None MASTER PLAN AMENDMENT Mayor Akin opened the public hearing scheduled for 10:30 A.M. to consider an amendment to the Master Plan. The proposed change was from Low Density Residential to Commercial Service and Semi-Industrial Uses. The property included approximately 100 acres and essentially was bounded on the north by Braker Lane; on the east by a line approximately 300 feet east of and parallel to the east property line of North Lamar Boulevard; on the south by a line approximately 100 feet south of and parallel to the south right-of-way line of Applegate Drive; and on the west by a line approximately 1000 feet west of and parallel to North Lamar Boulevard, generally following an existing drainage ditch. After discussion of the proposed change, Councilman Janes moved the Council accept the amendment to the Master Plan with the provision that residential service would be supplied in the area. The motion, seconded by Councilman Long, carried by the following vote: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Ayes: Noes: None ΑΝΝΕΧΑΤΙON HEARING Mayor Akin opened the public hearing scheduled for 10:30 A.M. to consider annexation of the following: March 20, 1969 CITY OF AUSTIN, TEXAS Requested by owner or representative: (a) 10.79 acres of land out of the William Cannon League FLOURNOY'S SWEETBRIAR, SECTION FOUR. (b) 8.77 acres of land out of the John Applegate Survey NORTH CREEK. (c) 17.31 acres of land out of the William Cannon League TURTLE CREEK ESTATES, SECTION ONE. (d) 12.12 acres of land out of the Isaac Decker League GLENWOOD SQUARE. (e) 17.43 acres of land out of the John Applegate Survey QUAIL CREEK, SECTION THREE. Model Neighborhood Area: (a) 77.02 acres of land out of the Santiago Del Valle Grant Valdez Street, Hergotz Lane and unplatted land. (b) 166.02 acres of land out of the Santiago Del Valle Grant portions of Vargas Road, East Riverside Drive, East Ben White Boulevard and unplatted The ordinance which would annex 77.02 acres of land out of the Santiago Del Valle Grant; Valdez Street, Hergotz Lane and unplatted land was contested by Robert Wolf. Mr. Wolf, who had a trailer park, mobile home supply, and Butane business in that area, did not want to be under the city tax laws which neighboring trailer parks were not subject to. After some discussion, Councilman LaRue moved the Council continue the hearing at 2:30 p.m. The motion, seconded by Councilman Long, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None adoption: HIGHWAY IMPROVEMENTS Councilman Janes offered the following resolution and moved its (RESOLUTION) WHEREAS, there has been a definite expression of need for grade separation improvements at the intersection of U.S. Highway 183 and Loop 275 (North Lamar) by various citizens of Austin, by the Texas Highway Department, by the City of Austin, in adopting the Expressway and Arterial Street Plan on March 16, 1967, and by persons with a particular interest in this area of the City; and, March 20, 1969 =CITY OF AUSTIN, TEXAS WHEREAS, it is the desire of the City of Austin to formally endorse the resolving of this community need at the Public Hearing on these proposed improvements scheduled for Friday, March 21, 1969 at the Texas Highway Department District 14 Office; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: 1. That the willingness and desire of the City of Austin to cooperate in this needed public improvement and to expedite its completion be publicly expressed at the said Public Hearing on Friday, March 21 at 10:00 a.m. 2. That particular concern be expressed and careful consideration be encouraged as to adequate traffic circulation serving Anderson Lane and this intersection. 3. That every reasonable effort be made to carry the larger traffic volumes through the interchange on the grade-separated levels, and to decrease traffic movement at grade-level intersections within the interchange.
