CITY OF AUSTIN. TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting April 24, 1969 9:00 Α.Μ. COUNCIL CHAMBERS, CITY HALL The meeting was called to order with Mayor Akin presiding. Roll Call: Present: Absent: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin None The Invocation was delivered by REVEREND JESSE LEOS of El Buen Pastor Presbyterian Church. COXVILLE ZOO Mr. Gerald Knappe and Mr. Cox of the Coxville Zoo appeared before the Council to protest the abolishing of the Coxville Zoo. The Council, though in sympathy with Mr. Cox, informed him that the Austin population was insufficient to support a zoo. Mr. Cox was requested to report back to the Council the following week after a meeting with the City Manager and Mr. Sheffield of Parks and Recreation concerning the welfare of the animals. TOWN LAKE EXPRESSWAY REPORT Councilman Janes moved the Council note the receipt of Town Lake Expressway report. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Mayor Akin Noes: Councilman Nichols i April 24, 1969 CITY OF AUSTIN. TEXAS- ZONING HEARING Mayor Akin announced that it was 10:30 A.M. and the Council would hear the zoning case scheduled for public hearing at this time. Pursuant to published notice thereof, the following zoning application was publicly heard: WILLIAM C. KENNEDY ET AL. By Tom Curtis Tract 1 Rear of 7608-7640 Balcones Drive From Interim "A" Residence 1st Height and Area To "BB" Residence 1st Height and Area NOT Recommended by the Planning Commission After some discussion, Councilman Janes moved the Council grant the change from "A" Residence, 1st Height and Area, to "BB" Residence, 1st Height and Area, except for the westernmost 120' of that tract and subject to the provisions for the extension of Greystone into the tract or fiscal arrangements be made. The motion, seconded by Councilman Nichols, carried by the following vote: Ayes: Noes: Councilmen Janes, Long, Nichols, Mayor Akin Councilman LaRue The Mayor announced that the change had been granted to "BB" Residence, subject to conditions, and instructed the City Attorney to draw the necessary ordinance to cover. MODEL CITIES ITEM NOT HEARD Mayor Akin announced to the Council the withdrawal of Mr. Paul Tovar's appearance to make a presentation of the by-laws and resolution of Model Cities. MASTER PLAN HEARING Mayor Akin opened the public hearing scheduled for this time on amendments to Master Plan. Councilman Nichols moved the Council grant the change from Suburban Residential to Manufacturing and Related Uses on approximately four acres located at U.S. Highway 183 westerly to Old Highway 183 from Hamilton Lane southerly to Balcones Drive (Mo-Pac Expressway). No action was taken at this time on approximately 100 acres which had been added by the Master Plan Committee for consideration. The motion, seconded by Councilman Janes, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None After some discussion, the Council decided that the Master Plan Amendments were more extensive than expected and agreed to moved the Master Plan Hearing to 2:00 Ρ.Μ. April 24, 1969 CITY OF AUSTIN, TEXAS- CONTRACTS AWARDED Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on April 18, 1969, for resurfacing and seal coating a portion of Runway 12R-30L at the Robert Mueller Municipal Airport Contract 69-C-7; and, WHEREAS, the bids of Young Brothers, Inc., in the sum of $15,587.50 for Alternate No. 1, and in the sum of $6,438.00 for Alternate No. 2, were the lowest and best bids therefor and the acceptance of such bids has been recommended by the Director of Public Works of the City of Austin and by the City Manager, Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bids of Young Brothers, Inc., as enumerated above, be and the same are hereby accepted, and that R.M. Tinstman, City Manager of the City of Austin, be and he is hereby authorized to execute contracts on behalf of the City, with Young Brothers, Inc. The motion, seconded by Councilman LaRue, carried by the following vote: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Ayes: Noes: None Councilman Long offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on April 17, 1969, for the installation of electric ductline and concrete foundations at Summit Substation located at F.M. 1325 and IBM Plant; and, WHEREAS, the bid of Ford-Wehmeyer Contractor, Inc., in the sum of $66,880.20, was the lowest and best bid therefor and the acceptance of such bid has been recommended by the Director of Electric Utility of the City of Austin and by the City Manager; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of Ford-Wehmeyer Contractor, Inc., in the sum of $66,880.20, be and the same is hereby accpted, and that R.M. Tinstman, City Manager of the City of Austin, be and he is hereby authorized to execute a contract on behalf of the City, with Ford-Wehmeyer Contractor, Inc. April 24, 1969 CITY OF AUSTIN, TEXAS The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None SUBDIVISION REGULATIONS--SIDEWALK DEVELOPMENT POLICY Mr. Tinstman reported to the Council that minor changes in the ordinance amending Subdivision Regulations were necessary and that an additional ordinance relating to the design, location and construction of sidewalks was being considered. The Council agreed to defer action one more week. ANNEXATION HEARING ΑΝΝΕΧATION ORDINANCE 1ST & 2ND READINGS Mayor Akin opened the public hearing scheduled for this time on the following annexation: (requested by representative for owner) (1) 0.987 of one acre of land out of the William Cannon League unplatted land. (2) 0.36 of one acre of land out of the Santiago Del Valle Grant a portion of BATTLE BEND SPRINGS No one appeared to participate. Councilman Nichols moved the Council close the hearing. The motion, seconded by Councilman Janes, carried by the following vote: Ayes: Councilmen Janes, LaRue, Long, Nichols, Mayor Akin Noes: None Mayor Akin introduced the following ordinance: AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF AUSTIN AND THE ANNEXATION OF CERTAIN ADDITIONAL TERRITORY CONSISTING OF 0.36 OF ONE ACRE OF LAND, SAME BEING OUT OF AND A PART OF THE SANTIAGO DEL VALLE GRANT AND 0.987 OF ONE ACRE OF LAND, SAME BEING OUT OF AND A PART OF THE WILLIAM CANNON LEAGUE; ALL OF THE ABOVE LAND BEING SITUATED IN TRAVIS COUNTY, TEXAS, WHICH SAID ADDITIONAL TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF AUSTIN, IN PARTICULARS STATED IN THE ORDINANCE. April 24, 1969 CITY OF AUSTIN, TEXAS ANNEXATION ORDINANCE SET FOR PUBLIC HEARING Mayor Akin introduced the following ordinance: AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF AUSTIN AND THE ANNEXATION OF CERTAIN ADDITIONAL TERRITORY CONSISTING OF 2.79 ACRES OF LAND, SAME BEING OUT OF AND A PART OF THE JOHN APPLEGATE SURVEY; 0.06 OF ONE ACRE OF LAND, SAME BEING OUT OF AND A PART OF THE SANTIAGO DEL VALLE GRANT; 2.53 ACRES OF LAND, SAME BEING OUT OF AND A PART OF THE THEODORE BISSEL LEAGUE; 16.76 ACRES OF LAND, SAME BEING OUT OF AND A PART OF THE T.J.
