PRESENTATION OF NEW MEXICAN CONSUL
Mr. Rudy Cisneros introduced Sr. Francisco Jaime, the new Consul of Mexico, who thanked the Council for his reception and met all of the Council members.
REQUEST FOR CITY RECORDS
Representative Delwin L. Jones of Lubbock appeared before the Council to request assistance from the City in furnishing him with City records concerning the revenue from the sale of sand and gravel on the Colorado River. He stated that he is planning to present a bill to the Legislature designating all revenue, after $5,000, to the permanent public free school fund of Texas. Councilman Long, the Mayor, and other Council members pointed out that Austin provides many services to the State of Texas and that the money could be better spent by the City of Austin.

SIDEWALK DEVELOPMENT POLICY RESOLUTIONS Councilman Nichols offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, there has been approved an ordinance to provide for the development of sidewalks in newly developing areas of the City; and, WHEREAS, it may be often desirable and necessary to develope sidewalks in the established areas of the City; and, WHEREAS, it is desirable to formulate a policy statement with regard to development of sidewalks in such established areas of the City; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That, the development of sidewalks in established areas of the City be governed by the following statement which shall be, and same is hereby, declared to be the policy of the City of Austin:

In residential areas of the existing City where sidewalks are not available, sidewalks would continue to be constructed on a voluntary assessment basis upon the request of at least fifty per cent (50%) of the property owners or fifty per cent (50%) of those persons owning property on a particular street.
In developed areas, the City shall participate in sidewalk financing according to the nature of the abutting property and adjoining street as follows:
1. On residential streets, the City shall participate up to forty per cent (40%) of the cost of sidewalks;
2. On arterial and collector streets, the City shall participate to the extent of sixty per cent (60%), reflecting broader benefit to the general public;
3. Sidewalks abutting commercial properties shall be the responsibility of the property owner.

Councilman Long offered the following resolution and moved its adoption:
(RESOLUTION)
WHEREAS, the City Council has under consideration the construction of sidewalks throughout the community; and,
WHEREAS, it is desirable to establish minimum requirements for construction of sidewalks in new subdivisions and to encourage construction of sidewalks in older portions of the community; and,
WHEREAS, it is desirable to declare the policy of the City Council at this time with respect to new subdivisions and the possibility of sidewalk construction on an assessment basis; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS:
That, under normal conditions, subject to unusual public safety considerations, it shall not be the policy of the City of Austin to require the con- struction of sidewalks on an assessment basis for a period of three years in new subdivisions which have previously complied with minimum requirements as to sidewalk construction following the approval of the final plat for the subdivision and the acceptance by the City of the streets and other public facilities for permanent maintenance purposes.

VACATION OF WABASH AVENUE At 2:00 P.M., Mayor Akin opened the public hearing scheduled for that time on vacating Wabash Avenue.
Mr. Hoyle Osborne explained the application to the Council. Mr. Sam Perry, representing Seton Hospital, spoke in favor of the application. Mr. William R. O'Connell, architect for Seton Hospital, also spoke in favor of the application, explaining several details to the Council.
Mr. Moton Crockett appeared before the Council to protest the closing of Wabash Street, and to present a petition to that effect.
HEARING RECESSED Councilman Nichols moved the Council open and recess the zoning hearing scheduled for 2:30 P.M. The motion, seconded by Councilman Long, carried by the following vote:

CONTINUATION OF HEARING ON WABASH AVENUE VACATION Mr. Crockett presented the Council with his calculations of how much land had been vacated by the City and acquired by Seton Hospital. He also presented suggestions for alleviating the traffic congestion at Lamar Boulevard and 38th Street.
Mr. Pierce Johnson also spoke against the closing of Wabash Avenue.
The Council postponed action on the application for one or two weeks, until such a time as they had had a chance to view the street in question.

CITY OF AUSTIN, TEXAS May 1, 1969 CONTRACT AWARDED Councilman Nichols moved the Council authorize the City Manager to enter into the contract subject to changes with Mr. Howard Barnett for the canoe concession on Barton Creek. The motion, seconded by Councilman LaRue, carried by the following vote: Ayes: Councilmen LaRue, Long, Nichols Noes: None Absent: Councilman Janes, Mayor Akin THEATRE DISCUSSED Councilman Nichols asked about the Hillside Theatre and the changes being made for Zachary Scott Theatre. It was decided to hold this question in abeyance for further study. POLICE PARKING LOT DISCUSSED Councilman Long brought up the question of whether or not to buy land for a parking lot for the Police Station. The City Manager asked for time to collect more information on the subject. SUBSTANDARD STRUCTURES IN MONTOPOUS AREA Mr. Gene Higgins, Associate City Manager, presented to the Council the current status of several substandard structures in the Montopolis area. Signs of condemnation had been removed from the buildings, so the City was planning to file on several people. ZONING ORDINANCE Mayor Akin brought up the following ordinance: AN ORDINANCE ORDERING A CHANGE IN USE AND CHANGING THE USE MAPS ACCOMPANYING CHAPTER 39 OF THE AUSTIN CITY CODE OF 1954 AS FOLLOWS: LOTS 7 & 8 BLOCK 2, RIDGETOP GARDENS, LOCALLY KNOWN AS 5113-5115 LANCASTER COURT AND 1301-1303 EAST 52ND STREET, FROM "B" RESIDENCE DISTRICT TO "B" RESIDENCE DISTRICT; SAID PROPERTY BEING LOCATED IN AUSTIN, TRAVIS COUNTY, TEXAS; AND SUSPENDING THE RULE REQUIRING THE READING OF ORDINANCES ON THREE SEPARATE DAYS.
