  • Urban Growth & Land Use:

    Austin expanded its city limits by annexing over 200 acres of land. Numerous zoning changes were approved to accommodate commercial, retail, and office development, though a significant retail project was notably denied despite Planning Commission recommendations.

    Substantial contracts were approved for new sanitary sewer lines, water mains, and street paving projects. Land was acquired for major developments like MoPac Boulevard, which controversially required the relocation of over 200 graves. New 20 MPH speed limits and downtown parking meter zones were also established.

    The city initiated legal action against owners of five dilapidated properties identified as substandard housing. Additionally, new regulations were implemented, requiring taxi drivers to wear uniforms while on duty, with a specific provision allowing them to remove their caps when not in service.

Roll Call: Present: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Absent: None The Invocation was delivered by REVEREND THOMAS SEAY, JR. of Highland Village Church of Christ. BRIGADIER GENERAL CARL F. SCHUPP, II Brigadier General Carl F. Schupp, II, the Assistant Adjutant General of Texas (Army), appeared before the Council to extend to the Council members an invitation from the Adjutant General of Texas and Department, and the 20,000 Army and Air National Guardsmen to an orientation briefing and tour. BLUEBONNET GIRLS STATE Mayor LaRue offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS Bluebonnet Girls State is sponsored annually by the Women's Auxiliary of the American Legion, and WHEREAS the Bluebonnet Girls State Conference is held in the City of Austin, the Capitol of the State of Texas, and June 12, 1969 CITY OF AUSTIN, TEXAS WHEREAS the participants of this program are learning the process by which the State, County and Municipal governments operate, and WHEREAS we feel that this program will help to develop an interest in the affairs of local government, and WHEREAS we feel that the participants will become better citizens as a result of this worthy program, THEREFORE be it resolved by the City Councity of the City of Austin, that we hereby declare a general appreciation by the people of Austin be publicly expressed to the young women of Bluebonnet Girls State for their fine and outstanding program. The motion, seconded by Councilman Price, carried by the following vote: Ayes: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Noes: None BUILDING GRANT COMMERCIAL DRIVEWAY Councilman Janes offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, Walter Meyer, an owner of Lots 8 and 9 of the Fruth Addition, a subdivision of record in Book 2 at Page 157 of the Plat Records of Travis County, Texas, has requested permission for a driveway across Lot 7 of said subdivision in order to have vehicular access across said Lots 8 and 9 to West Drive; and, WHEREAS, said Walter Meyer has submitted plans showing the proposed location and extent of said driveway; and, June 12, 1969 CITY OF AUSTIN. TEXAS WHEREAS, said request has been reviewed and considered by the City Council of the City of Austin Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That Walter Meyer, an owner of Lots 8 and 9, Fruth Addition, in Travis County, Texas, be permitted to construct a driveway across City-owned Lot 7 of said Fruth Addition, said drive to be no longer than 30 feet in length across City owned property, and shall be in accordance with line controls furnished by the Department of Public Works of the City of Austin, upon the following conditions: 1. Such improvements shall be constructed and maintained in compliance with all ordinances relating thereto. 2. Such improvements shall be subject to all reasonable police, traffic, fire and health regulations of the City of Austin, now existing or hereafter adopted. 3. The repair or relocation of any and all utilities made necessary by such improvements shall be done at the expense of Walter Meyer. 4. By acceptance of the benefits granted hereby the said Walter Meyer, his heirs and assigns, agree to indemnify and save the City of Austin harmless from any and all claims against the City of Austin growing out of, arising from, or connected with the construction, maintenance, or existence of such improvements 5. The said Walter Meyer, his heirs and assigns, shall be responsible for and reimburse the City of Austin for any costs incurred in repairing and restoring the area of such improvements to its natural state as a result of construction of such improvements. 6. The privilege hereby granted may be revoked at any time by the City of Austin without formal notice and upon such revocation such improvements shall be removed and the premises restored to its original condition, at the expense of Walter Meyer, his heirs or assigns.
