The area in question is on the shore of Town Lake, about 100 yards east of the Congress Bridge up to the Shoal Creek. Tinstman added that the money was already committed for the consultant but he felt that he should bring the matter before the Council for their consideration. The Council members felt that he should proceed with the search for a consultant for the project. Vic Schmidt suggested that the City give this non-profit corporation some assistance because they were building low-cost housing, and that the Council authorize a cash settlement at a better rate than the usual 33 1/3% and 66 2/3%. Councilman Gage suggested a rate of 75% 25%, in this special case. Councilman Atkison asked for a legal opinion on whether it was possible to set a policy of different rates for different builders. Councilman Gage asked that this matter be put on next week's agenda and that it be further investigated by the staff. Mrs. Fisher Tyler, speaking for Kappa Kappa Gamma sorority, opposed the zoning change on the grounds that there was not adequate parking and that the change would open the whole neighborhood to such businesses, thereby destroying the beauty of the entrance to the University of Texas. Mr. C. T. Uselton, representing the owner, stated that he felt this easement was not necessary and he asked the Council to grant the zoning change. The Council felt they should look at the property before granting a change which would be spot zoning. ZONING APPLICATIONS DENIED MRS. J. SALE OF HOUSE Councilman Gage moved the Council authorize the City Manager to enter into a sale agreement with Mr. Jack Webb for $1,511.00 for the house at 1604 Newfield Lane. Miller Company, asked to be relieved of the obligation to buy the house due to a bidding error.
