  • City Expansion & Development:

    The city passed multiple ordinances for annexing significant tracts of land and set hearings for further large annexations, while notably denying one large annexation. Land acquisition also advanced for the major Missouri-Pacific Boulevard (Loop 1) highway project.
  • Key Investments & Finance:

    Austin approved $6 million in revenue bonds to fund extensions and improvements for its electric, water, and sewer systems, and finalized the 1969 municipal property tax rates.
  • Community Services & Recreation:

    A new branch library was approved for East 1st Street, and electric boats were officially permitted on Town Lake. The council also deferred action on a Zilker Park curfew and lighting improvements, pending a study on rising crime in the park.
  • Modernization & Public Transit:

    The city moved to hire an IBM systems engineer to develop a centralized computer-based management information system. Additionally, the council initiated a legal review concerning Austin Transit Corporation's attempt to discontinue a "crosstown" bus route with insufficient notice.

COUNCIL CHAMBERS, CITY HALL The meeting was called to order with Mayor LaRue presiding. Roll Call: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Present: Absent: None The Invocation was delivered by REVEREND D. RHEA ALLISON, Shettles Memorial Methodist Church. ZACHARY SCOTT THEATRE MENTIONED Mr. Alvin Golden, President of the Zachary Scott Theatre, thanked the Council for its support of the community theatre, and announced the season would begin on October 17. RECOGNITION OF MR. JOHN HUDSON Councilman Price offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, the City of Austin has been very fortunate to have had in its employ since 1966 a man of high integrity and ability in the person of John W. Hudson, Jr., presently serving as Associate Director of the Department of Traffic and Transportation; and, WHEREAS, his effective work and congenial manner have made him a respected and well-liked supervisor and employee of the City of Austin; and, WHEREAS, he is leaving the City to enter private business in a responsible and promising position; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the appreciation of the City of Austin be publicly expressed to John W. Mr. Denius announced the new appointment because of the contractual relationship between the City and Capital Cable Company. Mayor LaRue, on behalf of the Council and the citizens of Austin, expressed gratitude for Colonel Malone's decision to remain in Austin after leaving his position at Bergstrom Air Force Base. NEW BRANCH LIBRARY AT EAST 1ST AND COMAL STREETS Mr. Norman Barker, City Manager, recommended that the City lease a building, renovate it, and stock it with books to create a branch library on East 1st Street. Councilman MacCorkle moved the Council approve the recommendations of the City Manager with regard to the branch library on East 1st Street. BID ACCEPTED Councilman Price offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, bids were received by the City of Austin on September 12, 1969 for the estimated requirement of CO2 for all City departments for a period of twelve (12) months beginning October 1, 1969; and, WHEREAS, by resolution adopted September 18, 1969, it was resolved to authorize entry into a contract with Austin Oxygen Company, Inc.; and WHEREAS, Austin Oxygen Company, Inc. requested that it be allowed to withdraw subsequent to such resolution its proposal to furnish CO2 to the City pursuant to its bid; and the administration has recommended such allowance; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the bid of National Welding Supply Company of Austin, the second low bidder for such CO, received on September 12, 1969 be, and the same is hereby accepted and that Norman McK Barker, City Manager of the City of Austin, be and he is hereby authorized to execute a contract on behalf of the City with National Welding Supply Company of Austin. Bagley Addition, a subdivision lying partly within and partly without the City of Austin, Travis County, Texas, of record in Book 5 at Page 162 of the Plat Records of Travis County, Texas; and, WHEREAS, the owners of the above described property have requested the City Council of the City of Austin to release the hereinafter described portion of said easement; and, WHEREAS, the City Council has determined that the hereinafter described portion of said easement is not now needed and will not be required in the future; SAVE AND EXCEPT, however, there is to be retained an electric easement in, upon, over and across the north five (5.00) feet of the public utilities easement to be released; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Associate City Manager of the City of Austin be, and he is hereby authorized to execute a release of the following described portion of said public utility easement, to-wit: A strip of land thirty (30.00) feet in width, same being out of and a part of Tom B. D. Williams Survey, William Bell Survey and James Coleman Survey in Travis County, Texas, according to a map or plat of said Lakewood Park, Section Four, of record in Book 19 at Page 74 of the Plat Records of Travis County, Texas; and, WHEREAS, the owners of the above described property have requested the City Council of the City of Austin to release the hereinafter described portion of said easement; and, WHEREAS, the City Council has determined that the hereinafter described portion of said easement is not now needed and will not be required in the future; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the Associate City Manager of the City of Austin be, and he is hereby authorized to execute a release of the following described portion of said drainage easement, to-wit: 5,791 square feet of land, same being out of and a part of Lot 11, Block B, Lakewood Park, Section Four, a subdivision of portions of the M. D. The motion, seconded by Councilman Gage, carried by the following vote: Ayes: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Noes: None OFF-STREET PARKING 808 NUECES STREET Councilman Janes moved the Council approve the request for off-street parking at 808 Nueces Street for an office building subject to the following conditions: (1) that the 14 places on the additional lot be marked as tenant parking only for the occupants of the building, (2) that 9 of the 15 spaces provided on site be marked for customer parking only and (3) that the lease be obtained and a copy of the lease be given to the City. Councilman Johnson said that there had been a rise in crime on River Loop in the park and that proper lighting could reduce the problem. Councilman Atkison mentioned the Sunken Garden area as another problem spot. The Council decided to allow Mr. Sheffield two weeks to make a further study and report to the Council at that time. DISCONTINUANCE OF ROUTE BY AUSTIN TRANSIT CORPORATION The Mayor read a letter from Austin Transit Corporation asking that it be allowed to discontinue the "crosstown" route. The Mayor and City Attorney felt that the matter should be considered in one week to allow the two parties, Austin Transit Corporation and the City Attorney time to research all legal aspects. The Council agreed to notify Austin Transit Corporation of the October 9, 1969 meeting. Councilman Johnson stated that the November 21, 1968 bus ordinance provides that the company shall notify the City sixty days prior to the discontinuance of a route. The company had allowed only 28 days notice, therefore, Councilman MacCorkle felt the City should retain Doren Eskew, an attorney, to study the matter. Mr. Barker said he would have Mr. Eskew present the City's case at the October 9 meeting. SEAT VACATED ON HUMAN RELATIONS COMMISSION Mayor LaRue announced that Thomas Black would not accept an additional appointment and that, therefore, there was a vacant seat on the Human Relations Commission. CITY BONDS DISCUSSED Mr. Barker gave a short history of what the City had done in the last ten years in the way of bond ratings. HOME BUILDERS ASSOCIATION RESOLUTION Mr. Ken Zimmerman of the Home Builders Association read a resolution endorsing the City Council's recent action to move the responsibility of electrical inspections to the Building Inspector's office. BLACK SHEAR NEIGHBORHOOD DEVELOPMENT PROGRAM Mr. Emmet W. Lindsay appeared before the Council asking for a further hearing for the Neighborhood Development Program. He presented a petition asking CITY OF AUSTIN, TEXAS September 25, 1969 for the hearing, signed by eighty residents of the area. The Mayor read a letter from Mr. Leon Lurie saying that the earliest date a hearing could be held was October 30, 1969, twenty-three days after the deadline for the HUD reservation grant. He felt, however, that HUD was willing to extend that deadline.
