SMC PARADE PERMIT Mr. Travis Ferguson appeared before the Council to ask that the Council withdraw the request of the Student Mobilization Committee to parade down Congress Avenue, as suggested by the City staff, and instead grant a parade permit for a route down Guadalupe Street and Eleventh Street to the Capitol grounds. He stated that the Congress Avenue route would give his organization less exposure to the crowds. Councilman Johnson asked if the parade was for the purpose of transporting persons to the Capitol. When Mr. Ferguson replied yes, Councilman Johnson suggested that they should use the sidewalk. He felt that the SMC had already been granted enough parade permits for the year and he thought the financial burden on the City was excessive. Councilman MacCorkle thought Guadalupe Street was the busiest street in town and that the route requested by the SMC was unreasonable. Councilman Janes moved the permit be granted as requested but the motion failed for lack of a second. He then moved the permit be granted for the Congress Avenue route, as suggested by the City staff. After a lengthy presentation from both parties, the Council members agreed to go and see the property in question before voting on the zoning change. Because the Council was undecided on what action to take on this application and because the Planning Commission was scheduling a Master Plan change hearing for the same subdivision in the next week, Councilman MacCorkle moved the Council send this application back to the Planning Commission for restudy.
