COUNCIL CHAMBERS, CITY HALL The meeting was called to order with Mayor LaRue presíding. Roll Call: Present: Absent: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue None TAX APPEAL Mayor LaRue announced that the purpose of the Special Meeting was to hear appeals from the Board of Equalization. At 9:00 A.M. the Council heard the following Tax Appeal: Multiprint Company Personal Property at 406 Brazos Full Value by the Tax Dept. 1968 Full Value by the Tax Dept. 1969 Assessed Value by Tax Dept. Mr. Will Cowan, attorney for Multiprint Company, appeared before the Council to protest a property valuation of the Multiprint Company's assets which, he claimed, was 5 to 10 times higher than the true value. In 1958 the City sent to Multiprint an evaluation of $1,350 and in 1969 the evaluation was $14,000, even though the property was the same used equipment in each assessment. He also claimed that the City had been invited to send its appraiser to view the printing press and that he would not come. He presented a copy of an December 16, 1969 CITY OF AUSTIN, TEXAS- appraisal, made by Mr. Sonny Compton, of the entire furniture, fixtures, and equipment of the company. He added that he had been requested to present an inventory of supplies in the business as of January 1, 1969; however, he explained that the company did not make an inventory at that time. The company bought enough supplies to complete each order as the order came in. When pressed, the owners evaluated the items that were always available in the business at $200. The City's appraisal was $1,500. Mr. Cowan also stated that he had accomplished nothing in his appearance before the Equalization Board. Mr. Klitgaard stated that he received a late confidential return from the Multiprint Co. for the 1969 year and that he had not received a confidential return for 1962-1968. He based his assessment on comparable businesses and stated that the Constitution did not require him to send an appraiser. The confidential return is supposed to give the value of the personal property to the assessor. He also stated that he was refused access to the books and records of the Multiprint Company, and that he could not rely on the itemized list of equipment submitted by Mr. Cowan because it was not signed by a qualified appraiser. Mayor LaRue asked the Council if they would like to see the equipment in question. They all agreed that that was necessary and that they would postpone deliberation on this tax appeal.
