C _ CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting March 30, 1970 10:00 Α.Μ. Council Chamber, City Hall The meeting was called to order with Mayor LaRue presiding. Roll Call: Present: Absent: Councilmen Atkison, Gage, Johnson, MacCorkle, Mayor LaRue Councilmen Janes and Price. Mayor LaRue stated this was a Special Called Session of the Austin City Council for the purpose of canvassing the returns of the election held March 28, 1970, the Call having been signed and posted Thursday, March 26, 1970. The City Council determined the method by which the returns would be canvassed in that the Council members would check the returns by precinct; and if they appeared correct, they would initial each return. The Finance Director previously had verified the figures and totals. The Council then individually canvassed the returns for each proposition, by taxpaying electors and by electors, checking the totals as extended across, and the footing totals. After all returns were canvassed, Mayor LaRue read the caption of the Resolution declaring the result of the bond election held March 28, 1970, pointing out two separate ballot boxes were provided at the polling placesone for the taxpaying electors' ballots, and one for those of the resident qualified electors. The total of the votes by both categories was shown. Resolution in full is as follows: (RESOLUTION) A RESOLUTION by the City Council of the City of Austin, Texas, canvassing returns and declaring the result of a bond election held in the said City on the 28th day of March, 1970; and declaring an emergency. SECTION 2: It is further found and determined that the results of the election as canvassed and tabulated in the preamble hereof reflect the expressed desires of the taxpaying electors, electors, and total all electors (as such terms are defined in the preamble hereof). SECTION 3: That in conformity with law, this governing body is authorized to issue the bonds on behalf of said City in the amounts and for the purposes mentioned in the propositions set forth in the proceedings calling the election with respect to propositions numbered 1 through 9. SECTION 4: That the public importance of this measure and the fact that it is to the best interest of the City and its inhabitants to provide funds for the improvements hereinabove set out, at the earliest possible date for the immediate preservation of the public peace, health and safety of the citizens of the City of Austin, Texas, constitute an emergency and an imperative public necessity that this resolution take effect and be in full force immediately upon its passage, all ordinance and Charter rules governing the effective date of any resolution are hereby suspended and this resolution shall take effect and be in force and effect from and after its final passage, and it is so resolved. ATTEST: City Clerk, City of Austin, Texas Mayor, City of Austin, Tехав در CITY OF AUSTIN, TEXAS March 30, 1970 341 APPROVED: City Attorney, City of Austin, Teхав MINUTES PERTAINING TO PASSAGE AND ADOPTION OF RESOLUTION CANVASSING RETURNS AND DECLARING RESULT OF A CITY BOND ELECTION THE STATE OF TEXAS COUNTY OF TRAVIS CITY OF AUSTIN 00 ON THIS, the 30th day of March, 1970, the City Council of the City of Austin, Texas, convened in special session at the regular meeting place thereof in the City Hall, the meeting being open to the public and notice of said meeting, giving the date, place and subject thereof, having been posted as prescribed by Article 6252-17, Section 3A, V.A.T.C.S., with the following members present and in attendance, to wit: TRAVIS LARUE JOE ATKISON, JR. LES GAGE JAY L. JOHNSON, JR. STUART A. MacCORKLE MAYOR COUNCILMEN and with the following absent: COUNCILMAN JANES AND COUNCILMAN PRICE, constituting a quorum; at which time the following among other business was transacted: The Mayor introduced a resolution canvassing returns and declaring result of an election held in the City of Austin on the 28th day of March, 1970, the caption of said resolution being as follows: "A RESOLUTION by the City Council of the City of Austin, Texas, canvassing returns and declaring the result of a bond election held in the said City on the 28th day of March, 1970; and declaring an emergency." The resolution was read in full. Thereupon, Councilman Johnson moved its adoption, and the motion was seconded by Councilman Gage.
