    Passed a new ordinance making it unlawful to sell "harmful materials" to unmarried persons under the age of seventeen.

    Voted to establish the Capital Area Planning Council, a new 10-county organization aimed at coordinating regional planning and securing federal or state grants.
  • Invested in Youth:

    Launched a new summer employment program, hiring 400 disadvantaged young people for various jobs, including city creek maintenance and cleanup.

"The attached adjustments have been discussed with the Director of Traffic and Transportation, and we understand there is no objection to the changes. "We are prepared to discuss this matter further, at your convenience. Extra copies are enclosed for information of necessary city officials. "The recommended route would be south on Nueces from 19th to 7th, east on 7th to Waller, and thence north on Waller. "2. Travis Heights Route: The present route is from Lake Austin Boulevard, east on 6th to Congress, and then south on Congress. "The suggested route would be from Lake Austin Bouldvard, east on 5th to Lavaca, north on Lavaca to 7th, east on 7th to Congress, and thence south on Congress. "3. Oil Mill Route: The present route is from 11th and Colorado, south on Colorado to 6th, east on 6th to Chicon, and north on Chicon. "The suggested route would be from 1lth and Colorado, south on Colorado to 7th, east on 7th to Chicon, and north on Chicon. DRAINAGE IN SHOAL CREEK Councilman Gage reported a bad situation in Shoal Creek, 6600 Block. Due to the banks eroding in the creek beds, the pecan trees are being lost. The City Manager reported there are 30 young men in addition to the normal. personnel, working exclusively trying to correct the bad conditions in the creeks and keep them clean. He would report this problem immediately. _ CITY OF AUSTIN, TEXAS COMPLAINT June 4, 1970 Councilman Janes reported a written complaint on excessive noise from musical instruments. Also a letter about dogs trying to get into one's house. He suggested that the City Manager investigate and make proper response. HEALTH HAZARDS Councilman MacCorkle reported a bad situation in the 600 Block on West 33rd Street, in that the way people are living out there is worse than animals. The Health Department should move out and get those places cleaned out. Councilman MacCorkle called attention to dogs running loose in the streets. The present dog ordinance did not meet the requirements. This matter needs to be reworked. The Mayor agreed. It was the intent of the Council to make every effort to determine health hazards along these matters. PARADE PERMIT Councilman MacCorkle moved the Council grant American Legion Department of Texas, a parade permit on June 12, 1970, from 8:00 A.M. to 9:00 A.M., 1900 Block Speedway, in parking lots on the University of Texas Campus to the State Capitol. The motion, seconded by Councilman Price, carried by the following vote: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Ayes: Noes: None SUMMER YOUTH EMPLOYMENT PROGRAM Mr. Joe K. Wells, National Alliance of Businessmen, which is a working partnership between the business communities and government, interested in placing the unemployable adult, and providing work for inner-city in-school disadvantaged youth, stated the latter was what was being emphasized at this time, jobs for youngsters during the summer. Mr. Dan Cruze, Tracor, explained their interest was in youth from 16 to 21 in school, and any disadvantaged youth. Over 400 employers had been contacted to see if they could employ some of these young people during the summer. All placement is through the Texas Employment Commission, which makes the referrals. Mayor LaRue expressed appreciation to Mr. Cruze, Tracor, the Austin National Bank, and Mr. Leon Stone for contributing their services for this program. Mr. Wells suggested that the Council members as they spoke to an employer individually or in groups remind them of this program. Later in the meeting, the City Manager reported there were 400 of these young men working for the city during the summer time, 30 being from an underprivileged group, and being paid through the County School system. They will be trying to get the creeks in shape, correcting undesirable condition, and locating what the problems are. ANNEXATION HEARINGS It being 10:00 A.M., Mayor LaRue opened the hearing to consider June 4, 1970 CITY OF AUSTIN, TEXAS annexing 85.82 acres of land, proposed BALCONES WOODS, SECTION ONE and a portion of U. S. llighway 183. Discussion was held on the extension of sanitary sewer lines. Mr. Andrews recommended continuing this hearing to determine whether or not the developer could get an easement across the IBM property. Councilman Janes suggested if the Council decided to annex it should have an estimate of the cost to the city. Councilman MacCorkle suggested that if a territory could not pay its own way it should not be annexed, or that a policy be in the refund contracts established where perhaps there would be some adjustment made in the payment for services by the developers, and he asked that the City Manager come in with a recommendation along these lines. Councilman Gage stated the Council, before it annexed, should have an idea of how the water and sewer lines in the area could best serve the total area rather than one development. Councilman Price noting the City was expanding fast, warned of the possibility of septic tanks being constructed if the development is ready to start. Mr. W. T. Williams Jr., Nash Phillips Copus, stated they had been negotiating with IBM concerning routing of the sewer line. Mr. Woodrow Sledge announced two elementary schools were planned in this vicinity and a Junior High School will be necessary. Richard Baker, representing Walter Carrington interests, listed development of 136 acres out of the 225 acre tract within the next 1.0 to 12 months. Mr. Williams said annexation of this property had been requested in December 1969, discussion held with the Utility Departments and Planning Department; and the subdivision plat had been approved subject to departmental requirements and annexation. The tract is approximately 200 acres, and will be developed into about 600 building sites. The location of Mo-Pac Boulevard had been resolved. Mr. Gerald Hart warned against satellite towns in unannexed area. Councilman Janes moved to continue the hearing on the following annexation until June 11th at 10:00 A.Μ. 85.82 acres of land out of the James P. The motion, seconded by Councilman Johnson, carried by the following ) vote: Ayes: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Noes: None CITY OF AUSTIN, TEXAS June 4, 1970 COUNCIL OF GOVERNMENTS Mr. David Barrow, Chairman of the Regional Planning Commission of Austin and Travis Council, stressed the importance of a Council of Governments as to future approval of grants unless such a Council is formed. Since January 1.969, 76 applications for government funds had been processed through the Regional Planning Commission. Since January 1, 1970, 46 applications from cities and counties in this area for Federal or State Funds amounting to millions of dollars have been made. The Council discussed in lengthy details the creation of a Council of Governments. Membership is opened to incorporated cities and other political entities within the ten county area. Discussion of bylaws was held. Councilman Janes moved that the City of Austin join an organization to be formed and named the Capital Area Planning Council, composed of elected officials for the purpose of regional planning provided this Council approves the by-laws.
