Roll call: Present: Councilmen Atkison, Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Absent: None Present also: Lynn H. Andrews, City Manager; Don R. Butler, City Attorney ORDINANCE AMENDING CLASSIFICATION AND WAGE SCHEDULES FOR POLICE AND FIREMEN Mayor LaRue introduced the following ordinance: AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF ALL POLICEMEN AND FIREMEN; ASCRIBING A CIVIL SERVICE CLASSIFICATION NUMBER TO EACH CLASSIFICATION; PROVIDING FOR DUTY ASSIGNMENTS UNDER SUCH CLASSIFICATIONS; ESTABLISHING BASE SALARIES; PROVIDING FOR EXPERIENCE SALARY INCREASES; PROVIDING FOR LONGEVITY PAY FOR SUCH CLASSIFIED EMPLOYEES; PROVIDING FOR THE CONTINUATION OF CIVIL SERVICE EMPLOYEES PERFORMING DUTIES OF SUCH CLASSIFIED POSITIONS AT THE TIME OF THE ADOPTION OF THIS ORDINANCE WITHOUT HAVING TO TAKE A COMPETITIVE EXAMINATION FOR SUCH POSITION; PROHIBITING UNAUTHORIZED FILLING OF POSITIONS; REGULATING PROMOTIONS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY; AND FIXING AN EFFECTIVE DATE. The ordinance was read the first time and Councilman Johnson moved that the rule be suspendéd and the ordinance passed to its second reading. AUSTIN PROPERTY OWNERS' ASSOCIATION MR. ROGAN GILES noted a possible appeal to the Courts by the Austin Property Owners' Association, stating if they appeal, they would have to do so before the tax roll was adopted. He recalled the letter written to all of the Councilmen setting out four ideas regarding an evaluation system encompassing the entire City, and the creation of an advisory board by the Council to be composed of real estate representatives, appraisors and people familar with real estate values to consult with the Tax Department before notices of re-evaluation were sent out. The City Attorney explained the procedures required by the Charter and the State Statute as to adopting the Budget and approving the tax rolls. APPROVAL OF TAX ROLLS After discussion, Councilman MacCorkle offered the following resolution and moved its adoption: (RESOLUTION) WHEREAS, the Board of Equalization of the City of Austin has certified its approval of the tax assessment rolls and records of the City of Austin for the year 1970, and has forwarded the same to the City Council; and, WHEREAS, said tax assessment rolls appear in all respects to be in correct form and prior to their submission the valuations of property shown in said rolls have been examined and corrected in the manner provided by law and ordinances of the City of Austin by the Board of Equalization; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That subject to such adjustments as may be found necessary by reason of appeals pending, the tax assessment roll, showing a total amount of $1,070,065,560 valuation for said year, be and the same is hereby approved adopted. ! The ordinance was read the first time, and Councilman Atkison moved that the rule be suspended and the ordinance passed to its second reading. SHOAL CREEK Councilman Gage reported a phone call from residents on Shaol Creek, and that he went out to look at their problem where a big piece of concrete had blocked the creek.
