BANNERS FOR INAUGURAL PARADE Councilman Gage moved the Council grant the request of Downtown Austin Unlimited requesting cooperation of the City in installing the red, white, and blue banners on Congress Avenue on January 19 to coincide with the 1971 Inaugural Parade. The motion, seconded by Councilman Janes, carried by the following vote: Ayes: Noes: Councilmen Atkison*, Gage, Janes, MacCorkle, Price, Mayor LaRue None Absent: Councilman Johnson HEARING SET FOR REVISION ON TAXICAB RATES Councilman MacCorkle moved the Council set a public hearing on January 21, 1971, at 9:30 a.m. to consider the request by Taxicab Companies for the revision of rates and charges for all Taxicab Franchise Holders in the City of Austin. (initiated by City) Annexation Generally The City Manager stated these large extensions from the City Limits to developments should have very serious study regarding this policy after the first of the year. The continuation of the present policy on these long extensions can create some hardships to the City. The question is whether or not the tax payer assumes the burden or will the development carry the load. The Director of Water and Wastewater gave statistics on an approach main to be paid back to the developer by the City in three to five years at no interest, mentioning there is a charge for sanitary sewage service outside the City limits. *Councilman Atkison's vote was not counted in accord with the ruling of the City Attorney. AMENDMENT TO CHAPTER 20, SECTION 2, DELETING "CERTIFIED RAW" AND "GRADE 'A' RAW" DR. JOHN D. SESSUMS, JR., County-City Health Officer, pointed out a slight conflict in the wording of the existing ordinance wherein by reference the U. S. Public Health Milk Ordinance which bans the sale of raw milk was adopted while the City Ordinance permits the sale at the same time it bans the sale. The City Manager recommended amending the ordinance. The Council discussed this at length. It was suggested that perhaps a public hearing should be held. The Mayor had just received a communication from objectors to the amendment wanting to voice strong protest against the passage of this ordinance stating they used raw milk and should continue to have the privilege of buying it. A milk processor in the City saw no justification for this amendment. It was pointed out that this ordinance would give better control in the processing of milk. The City Manager noted the difficulties in checking out raw milk. Other cities in the State do not allow the sale of raw milk, and none of the local producers have any interest in selling it. After hearing Dr. Sessums' recommendation, Mayor LaRue introduced the following ordinance: AN ORDINANCE AMENDING SECTION 20-2 OF CHAPTER 20 OF THE AUSTIN CITY CODE OF 1967, BY INSERTING THE WORDS "CERTIFIED RAW, AND GRADE A RAW;" AND DECLARING AN EMERGENCY. Frick WITNESSES MUNICIPAL OFFICE UTILIZATION REPORT The City Manager, Mr. Andrews, asked Mr. JIM CAROTHERS to make the report, which needed Council approval in principle, so that lease agreements and architectural studies by the owner of the Travis building could be worked out, and brought back to the Council. MR. CAROTHERS pointed out the problem of inadequate office space and the effects on working conditions, efficiency. and service to the public. The key to the plan is the vacating space on the first floor -- by the Tax and Water and Light Departments, and vacating space on the third floor by the Public Works Department. *Councilman Atkison's vote was not counted in accord with the ruling of the City Attorney. December 22, 1970 1419 CITY OF AUSTIN, TEXAS: He reported on the proposed changes in City Hall and leasing of space for the Tax, Water and Light, and Public Works Departments; relocation of Services and Information, the Law Department, City Clerk, Planning, Mayor and City Council. After lengthy discussion, Councilman Gage moved the Council note receipt of the report, and ask the City Manager to make a more detailed report on the remodeling of the present facilities. The motion, seconded by Councilman Janes, carried by the following vote: Ayes: Councilmen Atkison*, Gage, Janes, MacCorkle, Price, Mayor LaRue Noes: None Absent: Councilman Johnson The City Manager stated this move would last for some time, and scattered departments could be consolidated, thus better services at a more economical price. The estimates for preparing the spaces would run from $10 to $50,000. Councilman Councilman Atkison questioned the need of offices for Councilmen. Councilman MacCorkle said relief for the employees was definitely needed. Councilman Gage could not vote on a plan until he knew what the costs would be, and he believed building could be accomplished more economically than remodeling. Councilman Janes stated new space could not be provided for the employees at less money than remodeling, including the new restrooms. The City Manager stated the estimate of renovating the Travis Building was realistic, and that $50,000 would be adequate to remodel the City Hall to meet the rearrangement. Price stated with the amount of ground space around the City Hall, a building could be constructed over the parking areas. He could not spend $688,000 of taxpayers' money during five years; and at the end of that time still be leasing buildings. He suggested elevating and tying on to the existing building, excavate, and build a new addition to this building; and in five years $600,000 tax payers' money would not have been wasted and still not have anything to show for it. The Mayor explained the lessor would be paying taxes, and using utilities. Mayor LaRue asked if the City Manager could furnish the Council the total amount of money being spent on leases and rents, the Council would be in a position to compare ownership verus leasing; and how long it would take to amortize an addition to the City Hall based on the amount of money being paid out now on leasing. He mentioned using bonds authorized sometime back for a utility building. Councilman Price moved that the City Manager bring back a report on remodeling this City Hall, and definitely the type of cost it would be; and in the near future give the Council some idea of what the costs would be on rebuilding what had been discussed here this morning a long range project, building on to the existing City Hall and making office space. (rough square foot estimate --not an architectural design at this time) ردد *Councilman Atkison's vote was not counted in accord with the ruling of the City Attorney. ! i December 22, 1970 CITY OF AUSTIN, TEXAS 1420 CAPITAL AREA PLANNING COUNCIL - STAFFING The City Manager reported in connection with any applications to be made for Federal Funds through the Capital Area Planning Council, it will be necessary to establish the Capital Area Planning Council first with sufficient staff. The City may enter into such contract to furnish City employees at specified titles and rates if it is agreed these people are needed by the CAPC. The City is agreeing if the CAPC needs a certain type of employee for a day or so, and if one is available, he would be provided at CAPC cost plus fringe benefits. The Contract will be executed by the City Manager and the Director of the CAPC to be submitted to the Housing Urban Department. Councilman Gage moved the execution of the contract be authorized. The motion, seconded by Councilman Janes, carried by the following vote: Ayes: Councilmen Gage, Janes, MacCorkle, Price, Mayor LaRue Noes: None Absent: Councilman Johnson Not in Council Room at roll call: Councilman Atkison PROGRESS REPORT ON BUS SITUATION The City Manager reported the Council would be furnished an agreement for an interim bus service, while he was still seeking a longer term solution also. He discussed the problem on the school bus situation, for which there would be no Federal funds. He would be submitting route changes and timing for consiceration. SCHOOL CITY RELATIONSHIP In this line, Councilman MacCorkle stated the relationship of the School District and the City should be discussed, and brought out what services the City is providing for the School District. It would be helpful to him and others to know the status. The City Manager replied there was a report being prepared for the Council early in the new year. AMBULANCE SERVICE Councilman Price noted receipt of a letter from Austin Doctors, pointing out what is being done under the franchise with the Austin Ambulance Company. A person was forced to pay before the Ambulance Service would transfer him from one hospital to another. It was not an emergency. Councilman Price stated the Council should take a look into this matter. The City Manager reported the terms of the Contract with the Ambulance Company, in that the City would pay for emergency patients brought into the Emergency Room, and then charge the person and try to collect. Councilman Janes agreed with Councilman Price, stating this policy must be examined and the key is the advisability of authorizing doctors to declare an emergency and let the City assume the responsibility. He suggested consulting with the Medical Staff to work out a solution. The Mayor stated this would be the will of the Council to ask the City Manager to take these letters and come back with some recommendation to alleviate these complaints in the future. Councilman Gage asked along with this report, if it could include a financial report, on how much money the City has sent to the Company each month and how much the City had collected. December 22, 1970 1921. - CITY OF AUSTIN, TEXAS COUNTY PHYSICIAN - PRACTICING IN BRACKENRIDGE HOSPITAL Councilman Price had a copy of a letter to the County Commissioners from Dr. de Chenar, County Physician for December. The City Manager stated the other physician was a pathologist and did not treat patients; nor was he on the Brackenridge Staff. REPORT FROM CORPORATION COURT JUDGE Members of the Council expressed satisfaction with the report received from the Judge of the Corporation Court. U.T. NURSES TRAINING AT BRACKENRIDGE HOSPITAL Councilman Janes noted receipt of a copy of the Affiliation Agreement with the University of Texas School of Nursing. The City Manager explained the University sends their nurses over to Brackenridge Hospital for training at no cost to the City at all. REPORT ON SCHOOL OF NURSING AND RECRUITING Councilman Janes said the time was drawing near to decide on the school of nursing. He was not convinced that the City shoulf refuse to accept nursing candidates for the coming year; and if they are to be accepted, recruiting should begin. The City Manager stated a report would be coming through in January. Mayor LaRue reported a contract with DR. EDGAR, and his office stands able and willing to participate with the City in a like manner as they did with the L.V.N. training. Councilman Gage moved the Council appoint MESSRS. TOM GUEDA and F. R. RICE to the Human Relations Board.
