APPROVAL OF MINUTES Councilman Gage moved that the Council approve the Minutes of the Regular Meetings of April 1 and April 8, 1971 and the Special Meetings of February 1 and April 5, 1971. The motion, seconded by Councilman Price, carried by the following vote: Councilmen Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Ayes: Noes: None LOYALTY DAY PROCLAMATION Mayor LaRue read a proclamation designating Saturday, May 1, 1971, as "LOYALTY DAY", urging citizens to take advantage of this day throughout the City, and all individuals, schools, churches, organizations, businesses, etc., display proudly the Flag of the United States of America, and presented the Proclamation to the Manchaca V.F.W. Post and Auxiliary #3377. Mrs. June Bell read a Citation to the Council for patriotic achievement during the "1971 Loyalty Day" observance, and for its dedication to the ideals of the United States, and for its stand against Communism and domestic intrigue, inspiring citizens to take positive action to assure a lasting democracy. CITY MANAGER OUT OF CITY As Mr. Lynn Andrews was out of the City, Mr. Dan Davidson, Deputy City Manager, acted as Manager at this meeting. 2/72 =CITY OF AUSTIN, TEXAS April 29, 1971 STREETS CLOSED FOR LAGUNA GLORIA FIESTA Councilman Gage moved the Council grant the request of the Women's Art Guild at Laguna Gloria for the closing of portions of certain streets until 10:00 P.M. on May 15th and 16th for activities of Laguna Gloria Fiesta. The motion, seconded by Councilman Johnson, carried by the following vote: Ayes: Councilmen Gage, Janes, Johnson, MacCorkle, Price, Mayor LaRue Noes: None PETITION TO ESTABLISH "AA" ZONING Mr. James Neeley submitted a petition requesting a change of zoning from "A" Residence to "AA" Residence in South Lund Park, Section 4, and on a 1.31 acre tract out of the Henry P. Hill League. Mr. Neeley presented this petition in behalf of 50 families, representing 85% of the real property owners in a 200 foot band surrounding and adjoining the areas. The purpose of the petition was to maintain the residential nature of the neighborhood, and to assure that adjacent undeveloped land would keep the same quality as the developed property. The main fear is a potential construction of apartments in this area. Mr. Dick Lillie, Director of Planning, stated under "A", duplexes could be developed; and "AA" would prohibit such, Councilman Gage moved that the Council note receipt of the petition and refer the document to the Planning Commission. Mayor LaRue opened the hearing on an amendment to the Austin Development Plan to change the designation from Low-Density Residential to Manufacturing and Related Uses, on approximately 30 acres located north of Rutland Drive and east of the Mo-Pac Railroad. Mr. Dick Lillie, Director of Planning, discussed the area. Mr. Floyd Hill, applicant, stated this was a logical extension of what is existing in the area. It was the recommendation of the Planning Commission that the amendment be made to Manufacturing and Related Uses. Councilman Gage moved the Council close the hearing and grant the change in designation from Low-Density Residential to Manufacturing and Related Uses. The Deputy City Manager stated he would report back to the Council. COMMENDATION Councilman Johnson noted that over the week end, many City employees worked in the Department of Water and Light and the Tax Department, and he heard nice publicity of these people working Friday and Saturday nights, and credit should be given these people. The public should be told how hard these people had worked and how many of them were on their own time. The Deputy City Manager stated these people would be told of this commendation.
