(CP14-71-004) Mr. Allen Smith of Salmonson and Smith, representing the objecting property owners, asked if the 20 per cent rule would be applicable in this situation. The City Attorney ruled that the 20 per cent rule did not apply on an appeal from a Special Permit. Mr. Ray Littlefield, owner of the subject property, reviewed the matter of the zoning for the Council. He cited other high density dwellings in the area, and referred to other similar developments around the city bordering on singlefamily dwellings. He asked that the request be granted to construct five town houses on the property and that new material would be used. OPPONENTS Mr. Smith reviewed the problem of the request from the opponents' standpoint. He requested that the Council deny the request for the town houses and suggest that Mr. Littlefield reapply under the Planned Unit Development requirements. He also requested that the Council consider the rollback petition which had been signed by over 50 per cent of the area property owners. The rollback was requested for single-family dwellings. Mr. Shive, who resided in the area, spoke against granting the request of Mr. Littlefield.
