Councilman Nichols asked, regarding Mercury Vapor Floodlights, if these contractors were both supplied by the same manufacturer. Mr. R. L. Hancock, Director of the Electric Department, stated they were supplied by two separate manufacturers, Wide Light and General Electric. Councilman Nichols asked information as to who supplied the City last time. The information would be forth- coming this afternoon. Later in the meeting, City Manager Davidson reported that the City had the same bidder this time as it had at the last purchase except a different manufacturer was bid. Councilman Nichols stated there were two different manufacturers and only one supplier; and it appears the City is limited to one supplier. City Manager Davidson stated additional research would be done on this. Based on this continued research, Councilman Nichols moved the adoption of a resolution awarding the following contracts: (1) TOM FAIREY CO. NO TAX INCREASE Mayor Butler stated the Council is extremely pleased to announce that the City of Austin will be able to fund the entire Capital Improvement Program without an increase in the tax levy. Original schedules and cash flow requirements would have necessitated an increase of approximately four cents per $100 evaluation. Last Friday the Council announced that the City Manager was working with his staff to determine if certain re-allocations could be effected and this has been done. This Council has been most concerned that all vital needs of the City are met but they had also been committed not to increase the tax burdens for our citizens if at all possible. It was toward this end that the Council exerted this policy of leadership. After many hours of study of the C.I.P., they could now recommend all items on the September 9th ballot with confidence and without a tax levy increase. By adding $8,000,000 Hospital improvements and constructing all elements of the hospital job simultaneously, cash flow requirements are substantially changed, resulting in an issue of $4,500,000 in bonds, later in the five year program when they could be sold without affecting the rate. In addition, $4,000,000 will be financed by additional contributions from the general fund. This is possible due to the stated policy of this Council's taking a businesslike approach, improving certain services; and that policy is that the charges for services rendered, hopefully, will equal the City's cost. The City Manager later will provide specific recommendations prior to the adoption of the annual operating budget in September. In announcing this revised C.I.P., which will not be changed as to what it will do in the amounts to be accomplished, it is the Council's pleasure to announce the co-chairman to head up the citizens committee that will explain the details of the forthcoming bond proposals to the residents prior to September 9th, Mayor Butler announced Mr. Les Gage, and Mrs. Mary Nell Garrison to Co-chair this very important development in the City. ELECTION ORDINANCES AND RESOLUTION Mayor Butler introduced the following ordinance: AN ORDINANCE by the City Council of the City of Austin, Texas, establishing the election precincts for the holding of elections in said City; and declaring an emergency. The motion, seconded by Councilman Lebermann, carried by the following vote: Ayes: Councilman Nichols, Mayor Pro Tem Love, Councilmen Lebermann, Friedman, Handcox, Mayor Butler, Councilman Dryden Noes: None POLICY PURCHASE OF RESERVE FUEL OIL The Council brought up for discussion increasing the capacity for fuel oil, and it was the concensus that the City Manager should proceed. Mr. Hancock, Director of Electric Utilities, reported if there were a 100% curtailment in the summer, there is a five day supply; if the 100% curtailment occurs in the winter, there is approximately a ten day supply. Mayor Bulter reported that the Council had asked the City Manager to study the costs and other factors that would enable the City to materially increase the reserve time. Mr. Hancock pointed out the possbility of accellerating the installation of an additional plant at Holly Street and an early installation at Decker. The City Manager said there would be a report on this matter shortly. Mr. Hancock stated with what had happened and perhaps what will happen, the City would be more secure with double the capability. Mayor Butler stated that ought to be the minimum and questioned if that were enough. Mr. Hancock brought out that some utilities were considering full time alternate fuel oil burning in addition to gas burning. In their installation, it would be their recommendation that there be full time fuel oil burning in addition to natural gas burning. In view of escalated costs for oil fuel, Mayor Butler stated if the City had a bid storage capacity this fuel might be purchased now. as well as having it on hand. Mayor Pro Tem Love stated these alternatives should be considered - either a double or triple supply. Councilman Lebermann asked for information which would be descriptive of the history of curtailments in the past. Mr. Hancock said that this would be prepared. ROLLBACK PETITION - GASTON AVENUE Mr. Henry W. Taylor, 1015 Gaston, appeared presenting a petition from the.... residents of Gaston Avenue from Lamar Boulevard to Wooldridge Drive, in an effort to prevent the owner of Lot 25 in Shoal Terrace from building a duplex. It was explained that "A" zoning permitted duplexes and although the Councilmen were in sympahty with the petitioners, it could not keep the Building Inspection Department from issuing a permit when the owner already had the "A" zoning on his lot. Mr. Taylor understood that, and then requested the Council roll back the zoning on the petitioner's lots to "AA" to prevent any further deterioration of the neighborhood. It was explained that this could be done individually, but that the roll back could not include the Lot 25 in question, as zoning could be changed only by the request of the person owning the lot. Mr. Glenn Cortez, representing Mrs. Podolnick, asked if the zoning could be handled as a complete neighborhood. It was then suggested by Councilman Nichols that the property owners interested in rolling back their own property talk to Mr. Dick Lillie of the Planning Department. AMENDING SECTION 21-41 OF 1967 CODE Mayor Pro Tem Love introduced the following ordinance: AN ORDINANCE AMENDING CHAPTER 21 OF THE AUSTIN CITY CODE OF 1967 BY PROVIDING IN SECTIONS 21-41(d) AND 21-41(e) FOR A MAXIMUM PRIMA FACIE REASONABLE AND PRUDENT SPEED FOR CERTAIN SCHOOL ZONES; CONSOLIDATING SECTIONS 21-41(f) AND 21-41(1) WITH OTHER SECTIONS AND REPEALING SAME; CREATING CERTAIN ADDITIONAL SCHOOL ZONE AREAS IN THE TRAFFIC REGISTER; PROVIDING FOR THE PLACEMENT OF TRAFFIC SIGNS CONTROLLING SCHOOL ZONES; REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE; SUS- PENDING THE RULE REQUIRING THE READING OF ORDINANCES ON THREE SEPARATE DAYS; AND DECLARING AN EMERGENCY. EMERGENCY REQUEST - TRAFFIC & TRANSPORTATION At this time the Council heard the emergency request by the Traffic and Transportation Department to temporarily change two one-way streets to two-way streets, due to the construction of MoPac Boulevard, as follows: 5th Street from Campbell to I.H. 35 West Service Road, East Bound 6th Street from Campbell to I.H. 35 West Service Raod, West Bound Councilman Lebermann, in view of this having been declared an emergency measure, mobed the Council grant the change.
