Deputy Chief Laws, Police Department, stated Austin was.. selected by the Criminal Justice Council to enter into this plan as Austin has the unique situation where it has fire-police street phones already installed. The City was invited to enter in with the Criminal Justice Council in a teaching research and development program of $54,000.00, but at no expense to the City except time of personnel who act as counselors or consultants for the Criminal Justice Council. With this program, the dispatcher is able to know where the various units are and which vehicles are available, and decrease the response time. Mayor Butler commended the Chief and others in the Police Deparmtent who had done so much work on this in the planning as well as in obtaining the grant. Councilman Lebermann noted the Austin system is more sophisticated as this research would develop a system other cities could use in a price range they could afford. The Director of Traffic and Transportation, Mr. Joe Ternus, stated this deletion would allow bicycle lanes to be installed on 21st Street. Mr. Ternus reported having sent out approximately 175 notices to property owners and business establishments, receiving 12 replies 6 encouraging, 3 opposing the parking restrictions, but thought bicycle lanes were necessary, 3 withholding comment. Mayor Pro Tem Love asked Mr. Ternus if he would follow up on approval of certain bicycle type signs on these blocks. Mr. Ternus reviewed the street markings and the type of bicycle crossing signs and the marking of thellanes. Various information brochures will be distributed dealers where bicycles are sold corlicensed, fire stations, and through a general news release. He stated the Department was working closely with the University; and it would be the University's responsibility to establish bicycle lanes on its properties. Discussion was held on parking for some churches particularly on Sundays in the neighborhood. After discussion, Mayor Pro Tem Lovemoved the Council adopt a resolution accepting the recommendation of the Traffic and Transportation Staff. The motion, seconded by Councilman Friedman, carried by the following vote: Ayes: Councilmen Dryden, Nichols, Mayor Pro Tem Love, Councilmen Lebermann, Friedman, Handcox, Mayor Butler Noes: None i _ CITY OF AUSTIN, TEXAS October 12, 1972 1003 PROBLEMS MO PAC CONSTRUCTION Mrs. Diane Davis, Matthews P.T.A., brought up problems resulting from construction of the Mo Pac Boulevard. Mr. Richard Williams, Acting Chairman of the Matthews School P. T. A, was spokesman and introduced other members of the P.T.A. concerned about the rpoblem in the area between Lake Austin Boulevard and Enfield Road -- basically from Lamar Boulevard to Exposition Boulevard, traditionally a school neighborhood serving Matthews Elementary and O'Henry Junior High Schools. The construction of the Mo Pac cuts this neighborhood in half, thus prohibiting pedestrial and bicycle transportation across the community and creating a barrier to community communications. With the advent of school registration, many became aware that the construction of Mo Pac through their community would eliminate paths previously utilized by the children as routes to their respective schools. There has never been adequate protection for the children crossing back and forth east and west from the two schools. He reported a meeting they held with representatives from the School Board, Administration, and Mr. Henry from Traffic Planning. The School Board announced at that meeting they would provide emergency transportation for the bhildren by bus to go to and from the school around the Mo Pac construction until it was completed approximately two years. Mr. Williams, on behalf of the group, asked for a permanent solution to the disunion of the community caused by Mo Pac. At no time during the public hearings of Mo Pac was the subject of pedestrians, bicycles, cross-overs, and transportation ever mentioned. He reported subsequently receiving help and consultation from District 14 of the Highway Department; Mr. Tom Anderson, Supervisor of the Austin Traffic Control, had conseled with them several times. Nothing to date had been planned to solve that problem. The P.T.A. offered two proposals: (1) To effect the guarantee of a permanent crosswalk between Enfield and Lake Austin Boulevard under the assumption that the City plans to build a north-south Hike and Bike Trail along Mo Pac. They suggested that the Trail start at the 7th Street intersection on the west side of Mo Pac and follow the natural contours of the creek to the Mo Pac Railroad overpass of Lake Austin Boulevard. Continuing the trail should cross under the overpass and extend northward from the east side of Mo Pac connecting the Clarksville segment of this Community. Their most specific request is that they have a Hike and Bike Trail in a direct line to the east side of Mo Pac. With the Counsel of the Highway Department and others it seems that if they followed the most feasible route it would wind southward to Lake Austin and northward back up to Clarksville; (2) The P.T.A. desires that a temporary crosswalk built along the side of the 7th Street detour be established. The 7th Street detour now under construction is planned to accomodate only motor vehicles. The detour could be widened to accomodate people and bicycles safely during the next two year period. He reported petitions were signed to express the concerns of the people. In conclusion, Mr. Williams asked that this Council act as their representatives and help them solve their problem of transporting themselves on foot and on bicycle across the impasse created by Mo Pac. Councilman Nichols suggested that the City Manager be directed to come up with a solution satisfactory to these people within three or four weeks. City Manager Davidson noted the need of two solutions- one, an adequate program from now until the construction is completed; and two, a permanent solution when Mo Pac has been completed. He stated they would be happy to complete CITY OF AUSTIN, TEXAS October 12, 1972 1004 their studies with the Traffic Director and his Staff, coordinate with the State Highway Department, and bring a report back to the Council and to these people. Councilman Lebermann asked if it would be possible through a system of signs and a very temporary board walk to solve at least the most critical aspect of the problem while the study is on its way. He noted the School Board would need to work with the City. City Manager Davidson stated he and Mr. Ternus would certainly check into this possibility. Councilman Friedman, after meeting and discussing with the group and the parents, noted their concern about the safety of their children and their willingness to place the needs of the City in conjunction with the needs of their children and coming before the Council with this fine presentation. Mayor Butler thanked the group for coming before the Council this morning; and told the group the City Manager's Office would be working with them. ADMINISTRATIVE POSITIONS RECOMMENDED BY CITY MANAGER AUTHORIZED The Council had before it the authorization of administrative positions as recommended by the City Manager, and the creation of the Department of Engineering for the City. Mayor Butler introduced the following ordinance: AN ORDINANCE AMENDING ORDINANCE NO. 720927-A BY INCREASING VARIOUS PORTIONS OF THE BUDGETS OF VARIOUS DEPARTMENTS AND DECREASING VARIOUS PORTIONS OF THE BUDGETS OF VARIOUS DEPARTMENTS; CREATING AN ENGINEERING DEPARTMENT FROM THE NOW EXISTING ENGINEERING DIVISION OF THE PUBLIC WORKS DEPARTMENT; SUSPENDING THE RULE REQUIRING THE READING OF ORDINANCES ON THREE SEPARATE DAYS; AND DECLARING AN EMERGENCY. Councilman Nichols moved the Council waive the requirement for three readings, declare an emergency and finally pass the ordinance effective immediately. The ordinance covered certain deletions and increases in portions of the Budget of the various departments, and decreasing portions of the various departments. Mayor Butler commended the City Manager on this well thought out plan which will allow him to render the service he pledged to, and will make her and his department heads more responsive. PARADE PERMIT ALTERED Councilman Dryden moved the Council grant the request of Timothy L. Canady to alter a parade permit for Crockett High School previously granted by the Council on September 21, 1972, to change the date, time and the route. REQUEST CANCELLED RE: SIDEWALKS At the request of Mr. Fred Young, the Council delayed for one week his appearance regarding the use of public sidewalks. REPORT ON LAKESIDE DOCK LIGHTING The Building Official, Mr. Dick Jordan, reported after approximately 100 phone calls to him plus personal interviews, along with petitions, the Navigation Board called a meeting. Two property owners who did have petitions stated the main complaint is that the people were not aware of the passage of the ordinance and the time element to comply is not adequate. They were concerned with the lighting system of docks and the wharves; and after careful study, the Board agrees that maybe the light requirements were a little too strict. The Board asks the Council to postpone the compliance of the requirements until they could make an additional study and report back to the Council. The City Attorney reported that they had an ordinance prepared which could pass through three readings providing that the lighting portion would be suspended until January 10, 1973. Mayor Butler introduced the following ordinance: AN ORDINANCE AMENDING CHAPTER 29 OF THE AUSTIN CITY CODE OF 1967, BY AMENDING SECTION 29-24 THEREOF PERTAINING TO THE EFFECTIVE DATE FOR LIGHTING REQUIREMENTS; SUSPENDING THE RULE REQUIRING THE READING OF ORDINANCES ON THREE SEPARATE DAYS; AND DECLARING AN EMERGENCY. The motion, seconded by Councilman Lebermann, carried by the following vote: Ayes: Councilman Handcox, Mayor Butler, Councilmen Dryden, Nichols, Mayor Pro Tem Love, Councilman Lebermann Noes: None Abstain: Councilman Friedman The Mayor announced that the ordinance had been finally passed. 1008 CITY OF AUSTIN, TEXAS WOMEN'S ABORTION ACTION COMMITTEE October 12, 1972 Ms. Elizabeth Cox, Co-ordinator of Women's Abortion Action Committee, appeared before the Council and read a statement requesting the Council to designate October 22-28 as "Abortion Education Week." Councilman Nichols moved in view of the fact that certain members of this Council do not concur with this finding that they do not consider or continue to consider this matter. Councilman Dryden seconded the motion. Substitute Motion Councilman Handcox stated in view of the Council's not endorsing the program as it would only be giving recognition to the week of an educational program, he offered a substitute motion that the Council grant the request. Councilman Dryden stated until the laws are clarified, there is no use for this Council or the Travis County Medical Society or State Medical Society to concern themselves with this matter. Councilman Nichols withdrew his motion. Councilman Friedman seconded Councilman Handcox's motion that the Council issue a proclamation setting aside a certain week as "Abortion Education Week." The motion failed to carry by the following vote: Ayes: Councilmen Friedman, Handcox Noes: Mayor Pro Tem Love, Councilman Lebermann, Mayor Butler, Councilmen Dryden, Nichols Councilman Friedman stated the Council has little trouble in endorsing educational programs about life insurance, business women, and banking women, and for an educational program there should be no trouble endorsing that either. Councilman Dryden stated he had no trouble endorsing educational programs either that are eethical and in line with the law that is in effect in Texas. The Council's job is to uphold that law. ITEM HANDLED ADMINISTRATIVELY Mr. Robert Howard, who had requested an appearance before the Council to use Zilker Park for the Democratic Party of Travis County, did not appear. Mayor Butler reported a note from the City Manager stating Mr. Howard's request had been handled administratively, and the Council's action was not necessary. INVITATIONS Mayor Butler announced that the Council had been invited to an 11:45 Press Conference.
