Commander Keller thanked the Council for this recognition and invited the Council to attend the Bicentennial celebration on Monday. It was noted that Congress Avenue would be redesignated Veterans Avenue throughout this day. POPPY DAYS Councilman Dryden read and then presented a proclamation to Mrs. Roger Eberhart, Auxiliary President, Miss Natale Jo Wiltzius, 1974 Poppy Girl, and Mr. Dave Crenshaw, World War I Veteran, proclaiming November 7-11, 1974, as "Poppy Days" and encouraged the citizens of Austin to wear the Memorial Poppy as a tribute to all veterans of Austin. Miss Wiltzius presented the Councilmen with poppies, and Mrs. Eberhart thanked the Council and noted that the poppies were made in Kerrville with benefits going toward the rehabilitation of veterans. Mr. Currie added that Mr. Sosa had acquired some property and renovated the land to the condition that he could rent at a lower cost and that there would be seven units on these two lots at the most. felt that this project would encourage some of the people in the area to bring up the standards of their property. He Mr. Malicio Salazar appeared on behalf of himself and his father and stated that he had known Mr. Sosa for years. He further stated that he welcomed these improvements and would hate to see this application turned down. Traynor, representing the applicant, reviewed this by stating that Mr. Carmona was having trouble getting tenants to occupy this because of the heavy traffic. He noted that in a 2-year period there had never been a resident at this location, but he now had an opportunity to rent to a man who was in the used tire business. He suggested that the area was already a great deal commercially developed and reviewed the various properties in the area. Mr. Traynor suggested that if this application were not granted, Council consider what reap this man could get on a temporary basis in that he had been paying taxes on it and had never made any money on it. In response to Councilman Dryden's question, Mr. Lillie stated that one of the problems was that this would be strip commercial development and would result in traffic increase. He felt that the Planning Commission's recommendation was one in which they had a feeling for the neighborhood to try and retain some residential character of the neighborhood and street while feeling some sympathy toward the property owner. Councilman Dryden felt that the applicant should consider some other type of zoning in that he felt it difficult for the Council to vote for this to be a commercial area in view of the information and the recommendation of the staff and Planning Commission. Councilman Friedman moved that the Council deny the zoning change. In response to Councilman Lebermann's question concerning whether or not there was a formula for the determination of the length of the dock in relation to the width of the lake, City Manager Davidson did not believe there was any set formula; but he added that the Council had a policy that any dock up to 30 feet could be considered by the Navigation Board, and they could issue a permit. Councilman Lebermann took this opportunity to announce that for a variety of reasons he had decided not to bring up his proposal. Council Discussion In response to Mayor Butler's question, Mr. Joe Liro, Management and Budget Administrator, noted that the reinstatement of the aides would entail an annual expense of $66,000. Councilman Dryden did not see how the Council could be saving the taxpayers any money by spending $66,000. Mayor Butler mentioned that the Council had eliminated the aide program as a budgetary matter and had lowered expenses to the citizens. He, therefore, felt that the Council was going in the wrong direction. Councilman Lebermann stated that one of the reasons he had pulled down his proposal was because of budgetary concerns for this year and continuing into the following year. He appealed to his colleagues on the Council to put this motion aside. The following appeared in opposition to the Motion before Council: MR. DICK HODGKINS stated that he was tired of the Council playing politics with the citizens' pocketbooks. He felt that it was unconscionable for the Council to be considering a dual plan. He suggested that the citizens would remember the Council's actions today. MR. JAY JOHNSON felt that the Council had cut some services to the public and was now going to come back and spend in excess of what was cut. He also felt that having an aide did not make a Councilman more available to the public in that the aides were isolating the Councilmen and insulating them from the public. AMENDMENT TO OPERATING BUDGET COMPENSATION AND/OR EXPENSES It was noted that the Council had before it the third reading of an ordinance amending the 1974-1975 Operating Budget by authorizing compensation and/or expenses of the office of the City Council. Councilman Binder seconded the substitute motion. Council Discussion Mayor Pro Tem Love stated that he had worked with each Councilman in the area of pay and aides and felt that Councilman Binder's motion for $12,000 - CITY OF AUSTIN, TEXAS November 7, 1974 1300 annually was very fair and that his substitute motion of $95 per week was more than a compromise. He indicated that at the end of the year if the money had not been spent, taxes must be paid on it. Councilman Dryden noted that he was confused in that it had been his recollection that Mayor Pro Tem Love had made the motion to eliminate the aide program during the budget hearing. Councilman Lebermann requested that the Councilmen think this through carefully and send it back to the people for their judgement as to whether or not the Council should be paid. Mayor Butler quoted various figures as being Councilmen's pay in various cities in Texas and noted that the $95 per week figure represented a 850% increase in Austin City Councilmen's pay. He felt that the Council was making a great mistake and hoped that since the aide program had been reinstated through its first reading, the Council would turn down this pay increase. The following appeared in opposition to the pay proposal: MR. JACK McCREARY stated that he was in support of the aides and felt that the Council had made an error in judgement by abolishing the aide program; however, he felt that the pay proposal was a disgrace and against the integrity of the voters. He suggested that this issue be placed before the voters in April. ORDINANCE PROHIBITING BEGGING IN PUBLIC PLACES It was noted that the Council had before it the third reading of an ordinance prohibiting begging in public places. MR. CECIL HENNIGER suggested that people should love their neighbor, and he felt that this ordinance did nothing but hurt the people who found it necessary to beg for money. He quoted various scriptures from the Bible and suggested that this would put more burdens on the poor people than anything the Council had done. MR. FRED YOUNG stated that he had seen a different situation than what Mr. Henniger had spoken of and added that there was a problem on the Drag with the panhandlers. CITY OF AUSTIN. TEXAS- November 7, 1974 1301 MR. PETER W. DAVIS, reporter for the Rag Newspaper, stated that he went up and down the Drag 4 or 5 times a day and had never been harassed or threatened. CITY MANAGER REPORTS It was noted that the Council had before it for possible acceptance two reports concerning Transit Service Revisions and the Park and Ride Program. City Manager Davidson stated that both reports were intended to update the Council; and in connection with Transit Service Revisions, he wanted to know the Council's feeling as to whether or not the City was headed in the right direction as far as curtailing some of the non-essential transit services to accommodate budget action. Mayor Butler indicated that it was his understanding that Mr. Joe Ternus, Urban Transportation Director, had been given the latitude concerning where the City could cut most effectively and effect the fewest number of people. Mr. Ternus pointed out that the staff would come back at a later date for the formal adoption of these reports. Therefore, it was the consensus of the Council that the afore-mentioned reports be received. PRESENTATION OF BICENTENNIAL PLAN Ms. Maline McCalla, Co-Chairperson of the Austin Bicentennial Commission, appeared before the Council to give a slide presentation of the Austin Bicentennial Plan. She indicated that one reason for the presentation was to show the Council what the Commission had done with citizen cooperation in the last 12 months. Upon completion of the presentation, she invited everyone to attend the presentation of the Bicentennial flag at the Old Bakery, Bicentennial Headquarters, on Monday, November 11, 1974. Mayor Butler announced that the Council would go into Executive Session in the Electric Building Conference Room as authorized by Section 2, Paragraphs (e) and (f) of Article 6252-17, Texas Revised Civil Statutes.
