=CITY Or AUSTIN. T1XAJ MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting March 10, 1975 10:00 A. M. Council Chambers 301 West Second Street The meeting was called to order with Mayor Butler presiding. Roll Call: Present: Councilmen Binder, Friedman, Lebermann, Mayor Butler, Mayor Pro Tern Dryden Absent: None CANVASS OF SPECIAL MUNICIPAL ELECTION The Council had before it the canvassing of the Special Municipal Election held on March 8, 1975. The following precincts were reviewed: Precinct 239 - It was noted that there was a discrepancy of 2 ballots. Precinct 240 - Okay. Precinct 241 - Okay. Precinct 242 - Okay. Precinct 243 - Okay. It was noted that there were 6 write-in candidates for the Election. Mayor Pro Tern Dryden'moved that the Council adopt a resolution verifying the results of the Special Municipal Election held on March 8, 1975, and declaring Jimmy Snell 1* duly elected and authorized to qualify for the position of Councilman for the City of Austin for the unexpired term of Councilman Place 6. (Term expiring May 15, 1975.) The motion, seconded by Councilman Lebermann, carried by the following vote: :CITY OP AUSTIN. IT— March 10 - 1975 Ayes: Mayor Butler, Councilman Binder, Mayor Pro Tern Dryden, Counoilmen Friedman, Lebermann Noes: None RECOGNITION Mayor Butler took this opportunity to recognize the newly elected Jimmy Snell. He congratuiatedsMr, Snell for winning the Place 6 position on the Council, and it was decided that Mr. Snell would take the oath of office on Thursday, March 13, 1975, at 1:00 p.m. at the Council Chamber. Mayor Butler informed Mr. Snell that he could have the judge of his choice present to administer the oath. In response to Mr. Ben Blond's question concerning the cost of a recount for Place 6, Mr. Hugh Standifer, Data Systems Administrator, estimated the cost of the computer to be around $600. ORDINANCE CALLING RUN-OFF ELECTION In the Special Municipal Election held on March 8, 1975, Emma Lou Linn and Tommy Lawless were found by the City Council to be the two candidates who received the highest number of votes in said Election for Council Place No. 3. Mayor Butler introduced the following ordinance: AN ORDINANCE ORDERING A RUNOFF ELECTION IN THE CITY OF AUSTIN FOR THE PURPOSE OF ELECTING A COUNCILMAN TO PLACE 3 ON THE CITY COUNCIL OF THE CITY OF AUSTIN FOR THE REMAINDER OF THE UNEXPIRED TERM OF COUNCIL PLACE 3; PROVIDING FOR POLLING PLACES; PROVIDING FOR THE FORM OF THE BALLOT; PROVIDING FOR THE HOURS OF ABSENTEE VOTING; PROVIDING FOR A SPECIAL CANVASSING BOARD; PROVIDING FOR THE USE OF AN ELECTRONIC VOTING SYSTEM; PROVIDING FOR PROPER NOTICE AND SUCH OTHER ASPECTS AS ARE INCIDENT AND RELATED TO THE PURPOSE OF THIS ORDINANCE; SUSPENDING THE RULE REQUIRING THE READING OF AN ORDINANCE ON THREE SEPARATE DAYS; AND DECLARING AN EMERGENCY. Councilman Lebermann moved that the Council waive the requirement for three readings, declare an emergency and finally pass the ordinance effective immediately. The motion, seconded by Mayor Pro Tern Dryden, carried by the following vote: Ayes: Councilman Binder, Mayor Fro Tern Dryden, Councilmen Friedman, Lebermann, Mayor Butler Noes: None The Mayor announced that the ordinance had been finally passed. :CITY OF AU.TIN.
